*Cayetano calls for 'proactive' leadership in 2022*

Former Speaker Alan Peter Cayetano called on the national government to start the year by leading proactively against COVID-19.

“Kailangan yung mindset natin, leadership. Hindi tayo pwede na habol tayo ng habol dito sa COVID-19,” Cayetano said in a media interview.

(Our mindset needs to focus on leadership. We cannot go on merely chasing and reacting to COVID-19.)

Cayetano urged the national government to a science-based approach to COVID-19 that would help the country "act instead of react."

He stressed that the fight against COVID needs to be sustained, even as the country approaches the 2022 general elections.
Cayetano emphasized that the government has all the tools to effectively combat the pandemic.

“The good news is may pera. P5 trillion ang pera. Kung titignan mo yung mga ayuda, kasama na dito yung 4Ps, kasama na dito yung sa PhilHealth. That’s around P500 billion,” he said.

(The good news is that there is money. There is P5 trillion in cash. If we look specifically at allocations for aid, it includes the 4Ps and PhilHealth.)

The former Speaker suggested that aid can be distributed to affected Filipinos even in the absence of a lockdown.
“Kung kailan dadating yung damo, patay na yung kabayo,” Cayetano said.

(When the grass arrives, the horse is already dead.)

Government funds should be made more accessible to affected Filipinos and distribution mechanisms need to be simplified as many Filipinos are in dire need of assistance, Cayetano said.

“Kung mag bahay-bahay tayo ngayon, tapos bibigyan natin sila ng national ID, ng QR code per person, tapos yung QR code at ID na 'yan, whether virtual or physical, nakakabit sa Paymaya o sa GCash o kung saan man, hindi na tayo magpipila o magbahay-bahay,” Cayetano said.

(If we go door-to-door now and give everyone a national ID and an individual QR code, whether virtual or physical, that are linked to Paymaya or GCash or similar electronic wallets, we wouldn’t need to have everyone line up or go house-to-house again.)

Moreover, Cayetano proposed that the functions of the Inter-Agency Task Force on the Management of Emerging and Infectious Diseases (IATF) should be decentralized and devolved among different working groups.

“I really recommend that iba yung policy-making group and iba yung i-implement. Ang problema sa IATF, talagang pagod na pagod na. Sila ang nag-i-implement at sila din yung nag-iisip. So, ang problema, hindi napangunahan, hindi nali-lead, kundi react nalang tayo nang react,” Cayetano said.

(I really recommend that the policy-making group should be separate from the implementing group. The problem with the IATF is that they are already exhausted. They are implementing strategies while at the same time, thinking of solutions. So, we have the problem where we are not getting ahead. We don't lead. Instead, we just keep reacting.)

Cayetano also lamented the failure of the national government to include the hiring of contact tracers in the 2022 national budget because of a prevailing optimism that the pandemic would end this year.

He said that there are “1,001 ways” to solve this challenge. He suggested that the national government and local government units can maximize technology to improve the detection of COVID-19 cases. # # # #

CHIZ SA DOH: GAWING MURA KUNDI MAN LIBRE ANG COVID TESTS

Sa gitna ng biglaang pagdami ng mga impeksiyon ng COVID-19, itinutulak ni Sorsogon Gov. Chiz Escudero sa Department of Health (DOH) na gawing malawakan at mas abot-kaya, kundi man libre na, ang coronavirus testing upang mahiyakat ang mga mamamayan na magpa-test na isang mabisang paraan upang makontrol ang pagkalat ng sakit.

Sinabi ni Escudero na umiiwas na lamang ang maraming Pilipino na ipa-test ang kanilang mga sarili dahil na rin sa mataas na presyo ng tests mismong ang DOH pa ang nagtakda kung saan ang umaabot ng hanggang P960 ang presyo ng antigen tests habang P2,800 naman ang Reverse Transcription Polymerase Chain Reaction o RT-PCR tests sa mga laboratoryo ng gobyerno at P3,360 sa pribado.

“The government should make RT-PCR testing accessible, readily available and most of all, free to encourage people to get tested,” ani Escudero. “Masyadong mahal para sa mga ordinaryong Pilipino ang presyo ng bawat antigen or RT-PCR test kung sila mismo ang gagastos kaya dapat sana ay magawan ito ng paraan ng ating pamahalaan na maging libre na sa lahat ng COVID tests.”

“Magdadalawang taon na tayong nasa pandemya. Marahil ay ito na ang pagkataon na ipagkaloob na natin sa mga mamamayan ang pinakabatayang na armas, subalit napakaimportanteng sandata, upang malabanan ang virus, eh, nakautang naman ang gobyerno ng trilyong piso para masugpo itong health crisis,” anang beteranong senador na kumakandidato para sa bagong mandato sa Senado sa May 2022 national elections.

Ayon sa opisyal na numero mula sa Department of Finance, nasa P1.15 trilyon na ang nauutang ng gobyerno hanggang noong Disyembre 2021 para sa giyera laban sa pandemya.

Sinabi ng dating senador na dapat maglaan ang DOH ng mas malaking pondo para sa pagbili ng COVID testing kits at bilang pangtustos sa gastos sa laboratoryo.

“Hindi naman makakaya ng bawat local government unit, lalo na iyong mga maliliit at mahihirap, na sagutin ang antigen o PCR tests. Kailangan ng suporta ng pamahalaang nasyonal upang ito ay matustusan,” paliwanag ni Escudero. #

‘Hound the government’ to provide more help: Cayetano

Former House Speaker Alan Peter Cayetano on Friday urged Filipinos to “hound the government” to do more to help people affected by the COVID-19 pandemic as the number of cases continues to rise.

“Y’ung ayuda, y’ung puhunan, mga displaced workers, mga negosyo sa kaliwa’t kanan na kailangan ng tulong,” Cayetano said during the Sampung Libong Pag-asa program which was livestreamed on his official page on January 8, 2022.

(The financial aid and investment need to be directed to the numerous displaced workers and businesses that need help.)

“Let’s hound the government to do more, to help us more,” he added.

At the same time, Cayetano called on the people to practice bayanihan and support each other as the country struggles to get back on its feet.

“Let’s also do our part which starts with helping each other, with prayer, with being responsible,” he said.

Friday’s episode of Sampung Libong Pag-asa focused on teachers who have been having difficulty continuing their classes, many of them buying or borrowing equipment in order to deliver their lessons and lectures to their students.

Cayetano said it is important that teachers are supported and recognized for their dedication to education despite the constraints of the pandemic.

“Kailangan pa nating bigyan ng suporta at tulungan ang mga kababayan nating g**o upang mapanatili ang kanilang mga trabaho at nang patuloy silang magbahagi ng mga aral sa ating kabataan,” he said.

(We need to support and help our teachers to keep their jobs so they can continue to teach.)

Friday’s program featured 50 pre-selected primary and secondary teachers from Cabuyao City, Laguna as beneficiaries. Cayetano was joined by Cabuyao City Mayor Rommel “Mel” A. Gecolea during the distribution of P10,000 in cash assistance to each teacher.

The episode also featured the story of Marilou Espiñosa, a single mother and online seller from Sta. Ana, Manila. Oftentimes, she resells soap but also takes food orders.

When Espiñosa received the P10,000 from Cayetano, she used P3,800 to fund her online reselling and the remaining P6,200 to buy ingredients for the food she cooks and sells. She earns around P1,000-P1,500 every two weeks of soap reselling.

“OK kami ngayon, kasi malaking bagay nga yung bigay ni Sir Alan Peter kasi at least nakadagdag y’un sa amin talaga,” she said.

Launched on May 1, 2021, the Sampung Libong Pag-asa program gives P10,000 in financial assistance to select individuals affected by the pandemic.

Cayetano had spearheaded the initiative in order to campaign for the government to provide P10,000 in cash assistance to every Filipino family to help them with their daily needs as well as put up their own small businesses. # # # #

SSS calls out to members; be vigilant against fixers and scammers

The Social Security System (SSS) is reminding all members and employers to protect their personal information and be vigilant against fixers and scammers following the increasing reports on fraud incidents.

“We are deeply concerned with the increasing number of fraud victims who are mostly our members. That's why we constantly remind them not to patronize these individuals. Never share your SS Number, My.SSS login credentials and other personal information with individuals who claim to be SSS employees because these will be compromised and used in illegal activities,” SSS President and Chief Executive Officer Aurora C. Ignacio said.

SSS further warns the public against joining Facebook Groups, offering assistance on various online transactions for a fee. SSS offers free services and doesn’t charge from its members except for Unified Multi-purpose ID Card (UMID) replacement. These groups are considered illegal and unauthorized as they could be data mining accounts used to extract an individual’s personal information.

“We also reiterate that SSS shall not be held accountable for any transactions once the member is found to have connived with the fixer. This act is considered a violation R.A. No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 as well as R.A. 11199 or the Social Security Act of 2018. Hence, we strongly advise our members to coordinate with legitimate SSS branch personnel only. Aside from that, E-centers are also available in SSS branches where they can be assisted by our member service representatives. We also made our My.SSS Portal and SSS Mobile App user-friendly which they can easily navigate and proceed with their online transactions.” added Ignacio.

As part of SSS’ initiatives to curb these illegal activities, social media posts and accounts were taken down in coordination with the Philippine National Police Anti-Cybercrime Group. This is an ongoing operation since these accounts are evident in social media accounts. Sending your complaints will provide notable information which will help the authorities to track them. Rest assured that the SSS shall penalize these fixers/scammers to protect the interests of our members and employers.” Ignacio concluded.

CHIZ SA DOH: BUHUSAN NG SUPORTA ANG PILOT PROVINCES SA UNIVERSAL HEALTH CARE ACT

Kailangan ng todong pagsuporta ng Department of Health (DOH) ng mga pilot province para sa implementasyon ng Universal Health Care (UHC) Act at kabilang dito ang dagdag-pondo para sa pagsasaayos ng mga primary health care facility at pagsasanay ng mga health worker.

Ito ang sinabi ni Sorsogon Gov. Chiz Escudero kasabay ng kanyang pagbubunyag na hindi lahat ng 33 pilot provinces na kasama sa pagpapatupad ng UHC ay may sapat na pondo para sa kalusugan para magkaroon ng maaasahang health care provider network (HCPN) na siyang hinihingi ng UHC Law.

“Makikita sa pandemic response ng iba’t ibang lokal na pamahalaan sa buong bansa kung kaya o handa ba ang isang lokalidad para sa UHC implementation. Ang mga mayor at governor, gusto naman nilang gastusan ang kalusugan ng kani-kanilang nasasakupan pero ang tanong pa rin palagi, may sapat ba silang pera para dito?” ani Escudero.

Sa nakalipas na halos tatlong taon, ang Sorsogon, na isang pilot province, ay tuloy-tuloy sa pagsasaayos ng pundasyon nito ng HCPN at sa katunayan, ISO-certified na ang lahat ng siyam nitong public hospital subalit maraming probinsiya ang naubos ang kanilang pondo para sa paglaban sa COVID-19.

Lumilitaw sa isang pag-aaral ng Asian Development Bank na mahigit kalahati ng lahat ng rural health units sa Pilipinas ay walang kagamitan habang kulang-kulang naman sa tao ang mga district hospital kung kaya napipilitan ang mga pasyente na magpagamot na lamang sa mga private hospital.

“Kapag ganito, talo na agad ang UHC ngayon pa lang. Kung ninanais at desidido ang gobyerno na matiyak ang kalusugan ng lahat ng Pilipino, dapat buhusan talaga nito ng pondo ang ating public health facilities, lalo na iyong unang takbuhan ng mga tao—ang barangay health stations at rural health units. Kahit naka-devolved na sa LGUs ang health services pero ang totoo nito, hindi pa rin ito gagana kung walang funding support ng DOH,” ani Escudero na tumatakbo para sa bagong termino sa Senado. #

CHIZ: REVIEW 4Ps AMID RISING POVERTY INCIDENCE

Sorsogon Gov. Chiz Escudero is urging the Department of Social Welfare and Development (DSWD) to review its roster of beneficiaries under the Pantawid Pamilyang Pilipino Program (4Ps) as poverty incidence in the country rose for the first time since 2012.

Escudero, a veteran legislator and now provincial chief executive, said there should have been a substantial increase in the budget for 4Ps in the 2022 budget ratified by Congress and submitted to the President.

Under the proposed National Expenditure Program (NEP) for 2022, P115.7 billion was allocated for 4Ps, the same as its 2021 budget of PHP 115.6 billion. The 4Ps is the government’s main poverty reduction program through conditional cash transfer for the poorest families.

“Now is not the time to be scrimping on economic assistance for the poor because millions of Filipinos are still struggling with the impact of the pandemic, and we do not expect recovery anytime soon, if we’re being realistic,” Escudero, a senatorial aspirant, said.

During the Senate’s budget deliberations, it was revealed that 51,000 families have graduated from 4Ps, which covers some 4.4 million poor Filipino families. At 54%, the 4Ps account for the biggest chunk of the DSWD budget.

“There seems to be a disconnect in government poverty data and poverty strategy. There are over 10 million Filipinos who cannot afford to put food on the table and 4.2 million working-age Filipinos who do not have jobs. The DSWD should review its list of 4Ps beneficiaries because data show that more Filipinos are poor and need assistance,” Escudero said.

The latest Family Income and Expenditures Survey (FIES) of the Philippine Statistics Authority (PSA) found that poverty incidence has gone up to 23.7% in the first half of 2021. The PSA defines poverty incidence as the “proportion of poor Filipinos whose per capita income is not sufficient to meet their basic food and non-food needs.”

This means 26.14 million Filipinos lived below the poverty threshold of P12,082 monthly for a family of five in 2021, almost 2 million more than the 22.26 million poor Filipinos in 2018, before the COVID-19 pandemic.

This was the first time poverty incidence went up since the 2012 first-half FIES. Poverty incidence in the Philippines for the first-semester FIES was at 27.9% in 2012; 27.6% in 2015; and 21.1% in 2018, according to the PSA.

Subsistence incidence, or the proportion of Filipinos whose income is insufficient to meet even the basic food needs, was at 9.9%, translating to 10.94 million Filipinos who could not afford to feed their families. The 2021 FIES pegged the monthly food threshold for a family of five at P8,393.

“Marami ang nawalan ng trabaho dahil sa pandemya. Marami ang nagkasakit at namatayan. Ang kailangan ng mga Pilipino ay tulong at pag-asa. How can we strengthen the 4Ps with the same budget? How can we help local governments provide better services to the people as they strive to recover?” Escudero said.

A survey by the Social Weather Stations, released in September 2021, found that only 1 in 5 Filipinos, or 21%, do not consider themselves poor; 34% feel they are borderline poor; and 45% or 11.4 million families feel they are impoverished. Of those who rated themselves poor, 6.9% or 1.7 million households were “newly poor,” meaning they did not consider themselves poor at least a year ago. #
