San Quintin LGU to fully subsidize the SSS contribution of over 200 barangay workers

URDANETA CITY – Social Security System (SSS) Luzon Central 1 Vice President Vilma P. Agapito and San Quintin Mayor Farah Lee Lumahan signed a Memorandum of Agreement (MOA) to register San Quintin LGU as the first Contribution Subsidy Provider in Pangasinan.

Starting September 2025, 217 barangay workers will receive a P760 monthly subsidy for their SSS contributions, totaling P164,920 in monthly support. The program will be fully funded by the local government throughout the term of Mayor Lumahan, as part of the municipal government’s efforts of enhancing social protection for community-based workers.

SSS Vice President for Luzon Central 1 Division Vilma P. Agapito said that the groundbreaking agreement between SSS and an LGU is the first of its kind in Pangasinan and Luzon Central 1 Division which covers Barangay Health Workers (BHW), Barangay Population Workers (BPW), Barangay Nutrition Scholars (BNS), and Child Development Workers (CDW) of the said municipality.

“Through this MOA, we are bringing social security protection closer to our grassroots workers who serve as frontliners in their communities. This collaboration with the San Quintin LGU is a trailblazing initiative that we hope other local governments will replicate,” Agapito said.

She further emphasized that consistent and regular SSS contribution remittance ensures long-term protection and access to a wide range of benefits such as sickness, maternity, disability, retirement, funeral, and death benefits. Members also become eligible for salary and calamity loans, providing immediate financial assistance in times of need.

Meanwhile, San Quintin Mayor Farah Lee Lumahan highlighted the LGU’s commitment to the barangay workers.

“Our barangay workers have long been the backbone of community service. By partnering with SSS under the CSPP, we are ensuring that their sacrifices and contributions are recognized through social security protection. This is just the beginning, as we also commit to include our Civic Volunteer Organization (CVO) workers in 2026,” she said.

SSS Urdaneta is also conducting courtesy meetings with other LGUs in its jurisdiction to offer the CSPP, in the hope that they will follow San Quintin’s lead in providing subsidy for the social security coverage of their barangay workers. #

SMC’s flood mitigation efforts running at full tilt in the south: Laguna, Alabang, Las Pinas river cleanups advance

For the past five years, SMC’s Better Rivers Ph initiative has cleared over 8.6 million tons of silt and wastes from rivers in Metro Manila and neighboring Luzon provinces at no cost to government and taxpayers.

Conglomerate San Miguel Corporation’s massive and long-running flood mitigation initiative, Better Rivers Ph, is firing on all cylinders in the south — with simultaneous river cleanups ongoing at various rivers in Laguna, Alabang, and now, Las Pinas city.

SMC Chairman and CEO Ramon S. Ang said that since September 1, its cleanup teams had started cleaning up Las Piñas River, starting at its mouth in Manila Bay, and moving upstream. This is upon the request of the Las Piñas City government in coordination with the Metropolitan Manila Development Authority (MMDA) and the Department of Environment and Natural Resources (DENR).

In just over a month, the effort has already yielded over 30,000 tons of silt and waste from just a 280-meter section where water flows out to the Manila Bay. This also enables the creation of an access channel for equipment to reach upstream areas.

A bathymetric survey was conducted to determine the river’s depth profile, and identify heavily silted areas. At the river’s mouth, both the bathymetric survey and ocular inspection showed that it is completely blocked by silt and garbage. Also, half of the river channel in the first 2 kilometers moving upstream has become very shallow — only waist to knee deep.

At the Pulanglupa Bridge, a water pipeline and trash traps with significant solid waste accumulation was also seen obstructing the river channel.

“We are just in the beginning stages of the cleanup of the Las Piñas River, but rest assured to our kababayans in Las Piñas — we will do our very best. We will continue working with the local government, to make sure this major river is cleared and flowing properly. This is not an easy task, so we ask for both your patience and cooperation — so that we, especially our teams on the ground, can do our part to help ease flooding in your city,” Ang said.

Recently, Las Piñas City Mayor April Aguilar and Rep. Mark Santos, together with other local government and barangay officials, conducted an ocular inspection of the cleanup operation and were pleased by the progress.

The cleanup of Las Piñas River is but the latest in the now five-years-and-counting “Better Rivers PH” initiative and advocacy of SMC, to desilt and clean major rivers in Metro Manila and Luzon, to help mitigate flooding.

The initiative, part of SMC’s wide-ranging corporate social responsibility efforts, is now easily the largest and longest-running river cleanup initiative by any private entity in the country. It has removed, thus far, over 8.6 million metric tons of silt and waste from 166 kilometers of river channels — and comes at entirely no cost to government and taxpayers.

In Laguna, where the company has been cleaning multiple rivers since August 2023, it also recently expanded its coverage to include the Landayan River in San Pedro. Since September 10, it has removed over 9,300 tons of silt and waste from a section of the river.

This builds on its earlier efforts to clean the San Isidro River, in San Pedro; Biñan River and Tunasan River, from which it removed 568,000 tons of silt and waste from nearly 10 kilometers of river channels.

Ang said Better Rivers Ph teams also recently conducted maintenance cleanup at the San Isidro River’s mouth, toward Laguna de Bay. Debris coming from upstream areas as far as Cavite had been brought by heavy rainfall and typhoons to the area, shallowing this portion of the river.

With SMC’s intervention effort, stormwaters can again be efficiently channeled to the Laguna de Bay. However, Ang said that coastal towns in Laguna are still inherently at risk of flooding, especially when water levels at Laguna de Bay reach critical levels — further reason for the public, private sector, and government to work together on long-term solutions.

Meanwhile, also in the south, SMC’s cleaning up of the Alabang River at Barangays Alabang and Cupang in Muntinlupa, continues to progress, with 29,256 tons of wastes already removed as of October 7.

Currently, SMC is also conducting river cleanups in Parañaque City, particularly rivers surrounding the Ninoy Aquino International Airport. It has also returned to sections of Tullahan River and San Juan River that have shallowed out due to the accumulation of silt, construction debris, and garbage — 3 years after being cleaned up.

CALABARZON September 2025 inflation recorded at 2.4 percent

LIPA CITY, Batangas – The Philippine Statistics Authority (PSA) CALABARZON reported the September 2025 inflation in the region during an online press conference on 15 October 2025. Regional Director Charito C. Armonia announced that the region’s inflation rate in September 2025 remained at 2.4 percent. This figure is 0.6 percentage point higher than the 1.8 percent posted in August 2024. Additionally, the average inflation from January to September 2025 was recorded at 2.1 percent.

A faster increase in prices for Food and Non-Alcoholic Beverages commodity group─averaging at 2.9 percent─contributed to the acceleration in the overall inflation rate (IR) with 41.0 percent share. It was followed by Housing, Water, Electricity, Gas and Other Fuels (2.3 percent IR and 19.1 percent share) and Restaurants and Accommodation Services (2.5 percent IR and 12.7 percent share).

Compared to previous month’s inflation, Food groups in CALABARZON that incurred increments in IR include Flour, bread and other bakery products, pasta products and other cereals at 1.3 percent (from 1.2 percent); Oils and fats at 18.6 percent (from 18.3 percent); Vegetables, tubers, cooking bananas, etc. at 22.7 percent (from 10.5 percent); and Ready-made food and other food products n.e.c. at 2.4 percent (from 2.3 percent).

On the other hand, Food groups that incurred lower increase in prices include Corn at 10.5 percent inflation (from 10.6 percent); Meat and other parts of slaughtered land animals at 7.7 percent inflation (from 9.4 percent); Fish and other seafood at 7.1 percent inflation (from 8.6 percent); and Milk, other dairy products and eggs at 1.3 percent inflation (from 2.5 percent).

Meanwhile, Sugar, confectionery and desserts recorded a 0.1 percent inflation from previous month’s negative inflation. Food groups like Rice showed a decrease in prices at -13.6 percent inflation (from -13.3 percent) and Fruits and nuts at -2.2 percent inflation (from 5.2 percent).

Compared to August 2025, inflation rate in September 2025 increased in Rizal (from 2.8 percent to 2.9 percent). Meanwhile, overall price increase slowed down in the areas of Batangas (from 1.0 pecent to 0.9 percent), Laguna (from 2.2 percent to 2.1 percent), Quezon (from 2.3 percent to 2.1 percent), and Lucena City (from 1.0 percent

to 0.6 percent). Moreover, the province of Cavite maintained its inflation rate at 3.0 percent.

The purchasing power of peso (PPP) in the region was recorded at 77 centavos in September 2025, compared to its value in 2018 (base year).

SSS activates Calamity Loan Program for members affected by Davao Oriental earthquake

QUEZON CITY – The Social Security System (SSS) announced that, starting today, October 16, it has activated a Calamity Loan Program (CLP) for members in Davao Oriental who were affected by the two powerful earthquakes that struck the province last week.

SSS President and Chief Executive Officer Robert Joseph Montes De Claro said the CLP aims to give timely financial support to SSS members living or working in the earthquake-affected areas.

Following the declaration of a State of Calamity for all 11 cities and municipalities in Davao Oriental by the National Disaster Risk Reduction and Management Council (NDRRMC) due to the twin earthquakes, De Claro emphasized SSS’ commitment to assist its members during this difficult time.

“We at the SSS are deeply committed to supporting our members in Davao Oriental. We understand the challenges they face after the earthquake and we are here to provide timely assistance to help them recover from this calamity,” he said.

Qualified members can avail of calamity loans of up to P20,000 at a lowered interest rate of 7% per annum. Applications can be filed online through their My.SSS account and approved loans will be credited directly to the member’s enrolled bank account.

To qualify for the calamity loan, members must:

Reside or work in an area declared under State of Calamity;
Have at least 36 monthly contributions, with at least six posted within the last 12 months before filing. Individually paying members must have paid six contributions under their current membership type;
Have an active My.SSS account;
Have no past due loans or outstanding restructured loans;
Have not been granted any final benefit;
Be of legal age and under 65 at the time of application; and
Have not been disqualified due to fraud against the SSS.

Employed members are reminded that their employers must be updated on SSS contributions and loan remittances to qualify.

De Claro assured the public that SSS will remain a reliable partner of Filipino workers, helping them rebuild their lives in the aftermath of disasters.

“We further remind our members about SSS’ benefit and loan programs that may be relevant to them during these difficult times. The Pension Loan Program (PLP) was also recently enhanced allowing retirement pensioners to borrow up to P300,000 and, now, survivor pensioners can also avail of the PLP and borrow up to P150,000. Thus, there is a loan facility for actively contributing members and for retirement or survivor pensioners,” De Claro added.

The earthquakes struck last October 10, with the first measuring 7.4 magnitude at 9:43 a.m. and the second with a magnitude of 6.8 at around 9:12 p.m. The epicenter was near Manay, Davao Oriental. The NDRRMC reported that over 200,000 families were affected and nearly 13,000 individuals were displaced.

The revised Calamity Loan Program guidelines, issued earlier this year, enable faster activation within seven working days of a calamity and feature a reduced interest rate of 7% per annum for members with good credit record, down from 10%. The streamlined process enables SSS to provide immediate relief to members affected by natural disasters, such as the earthquakes in Cebu and Davao Oriental. #

SUPER HEALTH CENTER SA ANTIPOLO, NAGMADALING MAGBUKAS NANG MALAMANG PUPUNTA SI SEC. TED HERBOSA

Matapos ang mahigit isang taong pagkakatengga ng Super Health Center sa Antipolo, bigla itong nagbukas nang mabalitaan ng lokal na pamahalaan ang planong pagbisita ni Department of Health (DOH) Secretary Ted Herbosa kasama ang media.

Ayon sa ulat ng DOH Region IV-A, humingi ng pondo ang LGU ng Antipolo mula sa DOH para sa pagtatayo ng naturang pasilidad noong 2022. Umabot sa ₱11.4 milyon ang kabuuang tulong pinansyal ng DOH para sa completion ng proyekto:

₱6.4 milyon – Phase 1, natapos Oktubre 2023
₱4.9 milyon – Phase 2, natapos Hulyo 2024

Lubos nang nakumpleto ang gusali noong Hulyo 2024, at ayon sa DOH, dapat sana ay operational na ito sa loob ng parehong taon. Katumbas ng halaga nito ang budget para sa isang medium-sized health center, na ayon sa DOH ay nasa humigit-kumulang ₱12 milyon.

Bukod dito, naglaan din ang DOH ng ₱7 milyon para sa mga kagamitan na naideliver sa LGU noong 2022 at 2023. Gayunpaman, base sa quarterly monitoring ng DOH, nanatiling hindi pa rin operational ang pasilidad hanggang 2025.

Sa pahayag ng DOH, tahimik umanong nagsagawa ng imbestigasyon ang ahensya sa mga Super Health Center na hindi pa nagagamit. Inaasahan namang bibilis na ang aksyon ng mga LGU matapos gawing publikong kampanya ng DOH ang pagsuyod sa mga pasilidad na dapat nang pinakikinabangan ng publiko.
