TARLAC CITY, Tarlac — More than 400 government, business, and development leaders from Regions 1, 2, 3, and the Cordillera Administrative Region (CAR) gathered on June 2-3, 2026 for the 35th North Luzon Area Business Conference (NLABC) held at the Bulwagang Kanlahi, Diwa ng Tarlac Convention Center.

The two-day event, organized by the Philippine Chamber of Commerce and Industry (PCCI) Tarlac Chapter led by President Aileen Uy-Chan, carried the theme “North Luzon Now: Stronger in Inclusivity and Sustainable Prosperity.” The annual convention focuses on fostering economic collaboration, strengthening local entrepreneurs, and aligning public-private strategies across Northern Luzon.

Tarlac Governor Christian Yap, who graced the conference, described the NLABC as an important gathering of leaders from the business, government, and industry sectors to discuss opportunities and challenges facing Northern Luzon.

Governor Yap underscored the importance of collective action in building a more inclusive economy, expanding investment opportunities, and promoting long-term development for communities across the region.

He said the Province of Tarlac remains committed to supporting initiatives that create opportunities in business, tourism, agriculture, and other key sectors that contribute to economic growth and improve the lives of residents.

Yap likewise emphasized that stronger collaboration among stakeholders is essential in broadening opportunities for development and securing a more prosperous future for Northern Luzon.

The NLABC serves as a premier platform for aligning regional development priorities, strengthening MSME integration into regional value chains, encouraging investments, and fostering public-private partnerships aimed at accelerating economic growth throughout North Luzon.

Yap extended his gratitude to the business sector, stating on his Facebook post:

“Isang karangalan po ang maimbitahan sa Governor’s Night ng ika-35 North Luzon Area Business Conference, kasama ang mga lider ng negosyo, mga kinatawan ng pamahalaan, at iba pang mahahalagang stakeholder mula sa iba’t ibang lalawigan ng Hilagang Luzon.”

He added: “Ating ipinahayag ang taos-pusong pasasalamat sa Philippine Chamber of Commerce and Industry at sa buong sektor ng negosyo na patuloy na nagsisilbing katuwang ng pamahalaan sa pagsusulong ng pamumuhunan, paglikha ng hanapbuhay, at pagpapalakas ng ating lokal na ekonomiya.”

The governor also expressed his belief that a stronger partnership between the private sector and the government would open more opportunities for their constituents and ensure inclusive and long-term prosperity for the entire region.

TARLAC CITY, Tarlac — The Securities and Exchange Commission (SEC) Tarlac Extension Office has intensified its grassroots campaign against financial fraud, reaching 15,208 participants through 25 investor education seminars and webinars from January to May 2026, according to its latest fact sheet.

The agency released the data during the "Midyear Kapihan sa SEC" with the Tarlac Press and Radio Club, Inc. at the Lucky Chan Chinese-Filipino Restaurant in Tarlac City on Tuesday, June 2, 2026.

Aside from direct training, the extension office secured 12 Campaign Network Partners through signed Memorandums of Agreement (MOA) during the same five-month period to expand its anti-fraud network. The local office also distributed 76 scam advisories to the media to warn the public against illegal investment schemes.

These localized enforcement and education programs protect a growing corporate landscape in the region.

The SEC currently supervises 601,674 active corporations and partnerships nationwide. Region 3 accounts for 56,708 of these active entities, with 5,537 operating directly within Tarlac province.

"We are also educating people through our partners, like schools and the police. Through these collaborations, we hope na ma-eradicate ang ganitong (illegal) activities," SEC Tarlac Director Richard Laus said.

Laus also announced significant regulatory relief measures to support businesses and promote the ease of doing business.

The commission now exempts both stock and nonstock micro-enterprises with total assets or liabilities not exceeding P3 million from submitting Certified Public Accountant (CPA)-audited Financial Statements. Instead, these small businesses only need to submit Unaudited Financial Statements alongside a Statement of Management's Responsibility signed by the corporation's president, chairperson, and treasurer.

The SEC also extended the deadline for filing annual financial statements (AFS) to June 15, 2026, for corporations whose fiscal years ended on December 31. Furthermore, the commission is suspending the imposition of monthly penalties for late or non-filing of reportorial requirements until Dec. 31, 2026, and is granting an additional 25 percent discount on corporate data fees effective June 1, 2026.

Alongside the relief measures, Laus renewed warnings against unauthorized financial entities. The SEC flagged several mobile applications on the Google Play Store and Apple Store—including CashUp PH, Finara Credit, PeraMax, ArqueeScore, and Cash Moo—for violating the standing moratorium on new online lending platforms.

The agency also cautioned the public against an advance-fee scam in which fraudulent pages unlawfully use the SEC logo and the photograph of SEC Chairperson Francisco Lim to lure borrowers into paying upfront "processing" or "insurance" fees before cutting off communication.

NEW CLARK CITY (June 2, 2026) — The Bases Conversion and Development Authority (BCDA) is pitching a P100-billion portfolio of priority urban and infrastructure projects to Japanese investors, aiming to transform former military bases into sustainable economic hubs.

The massive investment pipeline is projected to generate approximately 34,000 jobs for Filipinos, stimulate local economies, and strengthen regional competitiveness. Presented during President Ferdinand R. Marcos Jr.’s recent state visit to Tokyo,

The proposed developments span key BCDA-managed growth areas, including Bonifacio Global City in Taguig, New Clark City in Tarlac, the Poro Point Freeport Zone in La Union, and Camp John Hay in Baguio City. The portfolio covers a wide array of initiatives, such as transit-oriented developments, port modernization, tourism destinations, smart utility systems, and renewable energy projects.

On the sidelines of the presidential visit, the state-run BCDA formalized its push for green infrastructure by signing three memoranda of understanding with Japanese firms specializing in the energy, infrastructure, and transport sectors.

Two of these strategic partnerships specifically target the development of New Clark City in Tarlac.

The BCDA signed an agreement with Sustech Inc., a Japanese startup specializing in decarbonization, to explore the integration of renewable energy generation, demand forecasting, and grid-scale energy storage systems.

A separate agreement was inked with Marubeni Corp. to jointly assess opportunities in infrastructure and low-carbon energy, including power generation projects. This initiative builds on Marubeni’s existing partnership with the BCDA regarding power distribution in the Tarlac-based mega-city.

TARLAKENYO (June 1, 2026) — "I will meet these charges head on."

This was the statement given by Sen. Jinggoy Estrada during a brief press conference at the Senate before surrendering to the Philippine National Police Criminal Investigation and Detection Group (PNP CIDG).

Estrada is facing cases of plunder and two counts of graft over his alleged involvement in flood control corruption. The Sandiganbayan 2nd Division issued a warrant for his arrest for the other graft case on May 29, and he secured temporary liberty by posting a P90,000 bail.

The Office of the Ombudsman filed charges against Estrada on May 28, along with former Department of Public Works and Highways secretary Manuel Bonoan and some former DPWH officials over their alleged involvement in flood control-related budget insertions.

This is the third plunder case filed against him. He was first charged in 2001 on jueteng charges and again in 2014 on pork barrel scam. He was acquitted in both early plunder charges.

TARLAKENYO (June 1, 2026) — After eight years in their posts, priests across the Diocese of Tarlac are finally on the move. Effective today, June 1, the diocese is implementing its long-awaited parochial assignments.

The transition has turned into a bittersweet occasion for parishioners across the diocese, who are fervently bidding farewell to their outgoing priests while preparing a warm welcome for their newly assigned spiritual shepherds.

The mass reassignment was long overdue. The priests had remained in their posts for eight years, having originally been assigned in 2018. Under standard diocesan rules, clergy typically serve a six-year term in a parish, which would have meant reassignments as early as 2024.

However, the process was abruptly halted following the death of the former Bishop of Tarlac, Bishop Enrique Macaraeg, in October 2023.

The diocese then entered a prolonged period of “sede vacante”, lasting over a year without a bishop. Consequently, the clergy remained in their respective parishes to ensure stability.

With the deep faith and prayers of the faithful, the long interregnum ended on December 29, 2024, when the late Pope Francis appointed Most Rev. Roberto C. Mallari, D.D. as the 4th Bishop of Tarlac. He was formally installed on March 27, 2025.

Upon his installation, Bishop Mallari exercised a temporary hold, deciding to leave the priests in their current assignments for one additional year.

That waiting period officially concluded when the new assignments were finally announced during the Chrism Mass on Holy Thursday, April 2, 2026, presided over by Bishop Mallari. The event served as the formal promulgation of the new pastoral appointments for the Roman Catholic Diocese of Tarlac.

According to a source from the Parochial Assignment posted by the Diocese on April 2, the Diocese of Tarlac currently comprises 8 vicariates, with 8 shrines, 60 parishes, and 5 pastoral stations.

ANGELES CITY (June 1, 2026) — Rescuers from the Municipal Government of Concepcion, Tarlac, are among the first to extend assistance in the high-stakes search, rescue, and retrieval operations at the site of a collapsed nine-story building in Barangay Balibago here.

Concepcion, Tarlac is one of the first to respond to the disaster alongside its neighboring sister towns, Capas and Bamban, Tarlac.

The Concepcion Disaster Risk Reduction and Management Office was immediately ordered by Mayor Noel Villanueva to assist in the rescue efforts as soon as news of the building collapse emerged last week. The town’s Collapsed Structure Search and Rescue (CSSR) Team is being headed by Local DRRM Officer Ronald Bautista.

The Tarlac Provincial Disaster Risk Reduction and Management Office (PDRRMO), in close coordination with the Office of Civil Defense Regional Office 3 (OCD3), also deployed personnel equipped with essential logistical assets to reinforce the operations at the site.

The massive mobilization was initiated by PDRRMC Chairperson and Tarlac Governor Christian Yap, who dispatched provincial personnel to extend immediate humanitarian assistance. Yap also sent vital sustainment to all responders on the ground through his signature “Pagkain Muna” program to ensure the rescue teams remain supported during the grueling operations.

The structure was a proposed mixed-use condo-hotel that had been under construction since 2020. It was reportedly in its final finishing stages when it completely caved in at around 3:00 a.m. on May 24, trapping dozens of construction workers who were asleep on the second floor. The catastrophic structural failure, which witnesses initially mistook for an earthquake, sent massive slabs of concrete and twisted steel beams crashing onto the street, damaging an adjacent apartelle and cutting off power lines across the immediate vicinity.

The Tarlac rescue units have integrated into a massive, multi-agency effort operating under a Unified Command System, which brings together various local DRRMs, PDRRMOs, and national response teams. Together, the personnel are conducting careful clearing activities and navigating highly unstable debris as the death toll continues to rise, with a dozen fatalities already confirmed and several individuals still reported missing.

CAPAS, Tarlac (May 30, 2026) — Two candidate soldiers undergoing military instruction at the School for Candidate Soldier under the Philippine Army’s Training Command (Tracom) have died from severe medical complications brought on by extreme physical exertion in high temperatures, according to an official public statement.

The Philippine Army confirmed the passing of Candidate Soldiers Johndyl L. Lemosniro of New Corella, Davao del Norte, and Junel L. Flores of Lamitan City, Basilan, who were both training under the Initial Military Training Group.

Official medical certificates issued by the attending physician revealed that the primary cause of death for both trainees was Exertional Heat Related Injury, or heat stroke, which caused their bodies to overheat during intense physical activity in high temperatures dangerously.

According to the statement released by the Command, the heat stroke led to secondary complications, including an imbalance of electrolytes in the body, changes in mental state, agitation, restlessness, delirium, seizures, and coma. Medical professionals confirmed in the final diagnosis that both recruits ultimately succumbed to encephalopathy, or brain complications and swelling, as a direct result of the severe heat stroke.
