TARLAC CITY, Tarlac (Oct. 15, 2025) – The Land Transportation Office (LTO) has temporarily suspended the implementation of its stringent “No Plate, No Travel” policy for motorcycles, providing relief to riders while the agency ramps up its free plate distribution initiative.

This was confirmed by the LTO’s Tarlac District Office chief Amalia Sigua during a gathering with the Central Luzon Media Association held at Amcardo Café yesterday.

The LTO Tarlac chief announced that the policy’s enforcement has been put on hold by the new LTO Chief, Assistant Secretary Markus Lacanilao, as the agency reviews its implications.

The policy, also known as Oplan: Palit Plaka, was originally intended to ensure that no motorcycle operates without a valid license plate. Its suspension offers a grace period for the LTO to continue its widespread outreach efforts.

According to Sigua, the regional LTO offices are in the midst of an ambitious drive to distribute 120,000 new plates, with a target of 30,000 plates each for four key district offices.

She reported that they are already halfway to their goal. The Tarlac District Office alone has distributed nearly 20,000 plates, with similar progress seen in Paniqui and other LTO offices in the region.

“Sa ngayon po ay nakakakalahati na kami. Kami po sa Tarlac District office, almost 20,000 na po yung naibibigay namin, gayundin sa Paniqui at ibang LTO [offices],” Sigua revealed.

To bring its services directly to the people, the LTO has been conducting extensive outreach programs. Sigua detailed that their teams have been traveling to various municipalities, including Sta. Ignacia, La Paz, Victoria, Concepcion, and Bamban. The Paniqui office has already covered neighboring towns such as Moncada, Ramos, and Anao. The effort has now moved to the barangay level, with daily stations set up at Market City in Tarlac City to facilitate the distribution.

Sigua explicitly stated that the Oplan: Palit Plaka program is free of charge for eligible motorcycles. This includes units registered in 2017 or earlier that were never issued an actual plate, motorcycles that were assigned a seven-character plate, and those still using the old six-character green plates.

To avail of the free plates, owners only need to present their Official Receipt and Certificate of Registration (OR/CR) along with a valid ID. However, Sigua emphasized that once a new plate is issued, owners must adhere to their vehicle’s registration schedule, as driving an unregistered vehicle remains strictly prohibited.

“Pero once na nagkaroon na sila ng bagong plaka, malalaman na nila ang kanilang registration schedule. Dapat po ay magrehistro na po sila dahil bawal na bawal ang magmaneho ng hindi rehistradong sasakyan,” Sigua said.

New Land Transportation Office chief, Markus Lacanilao, said the implementation of Vehicle Directive Memorandum (VDM) 2025-4674 will be temporarily suspended while it reviews its implications.

The directive was supposed to take effect on November 1, 2025.

He said the delay in getting vehicle plates could be caused by car dealers or the LTO’s own system.

TARLAC CITY, Tarlac (Oct. 13, 2025) — The vibrant spirit of Filipino artistry took center stage as the province of Tarlac successfully concluded the four-day Luzon Art Fair 2025, held from October 9 to 12 at the Bulwagang Kanlahi at the Diwa ng Tarlac.

The momentous event, which was its third iteration, was officially opened on October 11, 2025, by Tarlac Governor Christian Yap, Vice Governor Lita Aquino, and noted art patron Melissa Yap. The fair successfully solidified Tarlac’s position as a premier destination for arts and culture in the region.

The celebration of local talent and heritage featured arts and craft merchants from the Tarlac community, a mural workshop by the “Tanglaw Artist” program, and a showcase of products from the province’s 17 towns and one city, which highlighted local specialties such as the famous “Maning Concepcion” from Concepcion, chorizos of La Paz, handcrafted flowers of Pura, and the potteries of Santa Ignacia.

The diverse range of events included the interactive augmented reality art workshop “Living Canvases” for a cause by the TLYR Collective, alongside live painting by Triangulum PH. The schedule also featured provocative discussions such as “Contemporary Filipino Art and Its Dilemma” by the Gromyko Semper Balaraw Art Collective and a roundtable on the “Ethics of Gallery Practice” that focused on collective strength for Filipino artists.

Hands-on learning opportunities were available through an Etching Intaglio Printing Workshop by the nurturing Tanglaw Artist Program, a pottery workshop by Olongapo-Zambales Artists, and a talk by the Kuta Artist Group.

The fair also presented broader national and regional perspectives with the Tarlac National Competition Exhibition and an art talk by the Yaru nu Artes Ivatan from Batanes, who shared their journey from creating tourist souvenirs to pursuing deeper artistic expression. Adding island inspiration to the program, a session on “Art in the Island” was led by Wednesday Cilot and Lawrence Tatad of the Isla Catanduanes Artists Guild, who create from the “heart of Catanduanes.”

Yap expressed his profound gratitude last Saturday during the official opening of the fair.

The event was supported by the provincial government’s Committee on Tourism chairperson, Board Member Pearl Pacada, and Committee on Education chairperson, Board Member Harmes Sembrano.

TARLAKENYO (Oct. 11, 2025) — The Catholic Bishops’ Conference of the Philippines (CBCP) has issued a pastoral appeal calling for a nationwide season of prayer and public repentance, urging the faithful to wear white and display white ribbons as a symbolic plea for divine mercy and national renewal amid a series of devastating calamities.

In Circular No. 25-14 dated October 11, 2025, CBCP President Pablo Virgilio S. Cardinal David described the country’s recent experience with “terrible calamities: typhoons, volcanic eruptions, fires, and earthquakes—one after another!” as a catalyst for the spiritual initiative.

The circular reiterates a recently released “National Call to Prayer and Public Repentance,” asking the faithful to observe it every Sunday—and daily where possible—until the Solemnity of Christ the King.

Following a suggestion from Bishop Jimmy Afable, the CBCP is encouraging a visible, collective act of prayer. The bishops have called on the Catholic faithful to:

Wear white clothes every Sunday throughout October and November.
Display white ribbons in homes, churches, and public spaces.
The white attire and ribbons are described as a dual symbol. They represent a prayer “for transparency, accountability, and good governance,” and a “humble prayer that our nation may be washed clean and renewed in God’s mercy, and spared of further calamities.”

In the letter, Cardinal David imbued the gesture with deep spiritual significance, stating, “Let our white garments be a symbol of the purity we seek for our land and our hearts.” He anchored the call in scripture, quoting Psalm 51: “Cleanse me with hyssop, that I may be clean; wash me, and I shall be whiter than snow.”

The initiative is framed as a “collective Miserere“—a reference to the penitential Psalm 51—and a plea for the nation’s healing. The bishops hope this period of intentional prayer will lead to “hope, healing, and the restoration of our common life in truth and justice.”

The call extends beyond personal piety, explicitly linking spiritual renewal with the societal values of transparency and good governance. It positions the Church as a unifying force, guiding the nation in a collective response to both natural disasters and perceived moral challenges.

The circular concludes with a final appeal: “Let us beg the Lord to renew our nation, and make us instruments of justice and peace.”

TARLAC CITY, Tarlac (Oct. 10, 2025) — The Commission on Higher Education(CHED) has officially welcomed two new commissioners, including former Tarlac State University (TSU) president Myrna Mallari.

“Your leadership and dedication will be instrumental in fostering excellence, innovation, and wider access for all. Together, we look forward to achieving a stronger and more inclusive future for our tertiary education sector,” CHED said in its statement.

Mallari brings a wealth of academic and administrative expertise to her new role. She is widely recognized for her transformative eight-year presidency at TSU from 2014 to 2022. During her tenure, she was credited with modernizing campus facilities and strengthening the university’s quality assurance measures, elevating its local and national presence.

The fifth TSU president's leadership extended beyond the university, having served as president of the Accrediting Agency of Chartered Colleges and Universities in the Philippines, where she steered the nationwide accreditation body for State Universities and Colleges (SUCs). Her contributions to public service were also recognized with the Civil Service Commission’s PAGASA Award in 2021.

The appointments mark a significant transition for the Commission, as Mallari and Michelle Ong replace outgoing Commissioners Marita Canapi and Ethel Agnes Valenzuela, whose terms have concluded.

The President of the Philippines appoints commissioners of CHED and serve a term of four years. They are eligible for reappointment for one additional term, holding office until their successors are formally appointed and take office.

TARLAKENYO (Oct. 10, 2025) – In a poignant debut to his pontificate, Pope Leo XIV has released his first major official document, the Apostolic Exhortation Dilexi Te (“I Have Loved You”), urging the Catholic Church to renew its commitment to the poor as central to the Gospel message.

The document, signed on October 4—the feast day of St. Francis of Assisi, positions the poor not merely as recipients of charity but as evangelists who can lead the faithful to humility and conversion.

The exhortation, made public on October 9, 2025, draws heavily from the teachings of his predecessor, Pope Francis, who began drafting it. Pope Leo describes it as an “inheritance,” emphasizing continuity in the Church’s social doctrine.

At its core, Dilexi Te reframes poverty as a theological imperative. Pope Leo states that the poor are “the very ‘flesh’ of Christ,” and calls on the Church to give them a “privileged place” to remain faithful to its founder.

The document traces the Church’s tradition of prioritizing the poor, from Old Testament prophets to the early Christians, Church Fathers, and modern saints. It commends religious orders for their historical roles in providing healthcare, education, and shelter.

Pope Leo addresses contemporary challenges, noting that poverty now appears in new forms like incarceration, exploitation, and environmental degradation. He denounces views that poverty is solely a government issue or that market forces alone will solve it.

A key emphasis is on the spiritual needs of the poor, which are often overlooked. The Pope warns that “the worst discrimination which the poor suffer is the lack of spiritual care,” and calls for religious care alongside material aid.

The exhortation critiques “structures of sin” that perpetuate inequality and advocates for policies addressing root causes like lack of work and housing. It also praises popular movements led by the poor themselves.

Pope Leo defends almsgiving, which he says has “fallen out of fashion.” He asserts that even modest almsgiving introduces piety into a society focused on personal gain.

Reactions from within the Church have been largely positive, with theologians noting its alignment with Vatican II. However, some conservative voices expressed concern over its strong social justice tone.

This release comes amid global economic uncertainties, with rising inequality highlighted in recent reports from organizations like the United Nations. Pope Leo’s exhortation positions the Church as a moral force in these debates, urging a shift from indifference to solidarity.

As Pope Leo concluded, he emphasized that “our love and deepest convictions need to be continually cultivated” through concrete actions. He warned that remaining in the realm of ideas causes our hopes to fade; for this reason, Christians must not abandon almsgiving. “It is always better to do something rather than nothing,” he concluded.

One of the biggest highlights of this year's celebration was the Angels Walk for Autism, held in partnership with the Autism Society Philippines (ASP). Drawing over 40,000 participants at the SM Mall of Asia Arena, the event was a powerful show of unity, awareness, and acceptance for individuals on the autism spectrum.

SM Cares also proudly hosted the Happy Walk for Down Syndrome, a nationwide celebration in collaboration with the Down Syndrome Association of the Philippines (DSAPI). The event honored the unique talents and contributions of individuals with Down Syndrome, reinforcing the importance of inclusion and visibility.

Meanwhile, the Emergency Preparedness Forum, another hallmark initiative by SM Cares, continued its mission to equip senior citizens and persons with disabilities with life-saving knowledge. Through disaster-readiness training, participants gained practical tools to enhance personal resilience in times of crisis.

𝐈𝐂𝐈 𝐒𝐄𝐄𝐊𝐒 𝐓𝐑𝐀𝐕𝐄𝐋 𝐁𝐀𝐍 𝐅𝐎𝐑 𝟑𝟓 𝐏𝐎𝐋𝐒, 𝐎𝐅𝐅𝐈𝐂𝐈𝐀𝐋𝐒

In a dramatic escalation of its investigation into high-level corruption, the Independent Commission for Infrastructure (ICI) has formally requested the Department of Justice (DOJ) to issue an Immigration Lookout Bulletin Order (ILBO) against 35 high-profile individuals, including prominent senators, congressmen, and former officials.

The move, detailed in an October 8, 2025, letter from ICI Chairman to outgoing Justice Secretary Jesus Crispin Remulla, aims to prevent the subjects from leaving the country as the commission investigates allegations of "ghost projects and/or substandard implementations of flood control projects" within the Department of Public Works and Highways (DPWH).

The list of names reads like a who's who of Philippine politics, implicating figures from across the political spectrum. Among the most notable are:

Senators: Francis Joseph “Chiz” Escudero and Jose “Jinggoy” Ejercito Estrada.

House Leader: Former House Speaker Rep. Ferdinand Martin Romualdez, Sr.

Former Senators: Ramon “Bong” Revilla Jr.

Other Congressmen: A diverse group, including Patrick Michael “PM” Vargas, Juan Carlos “Arjo” Atayde, and over a dozen others.

Local Officials: Mayor Maria Lourdes "Nancy" Binay Angeles of Makati.

Key DPWH Personnel: Several District Engineers, including Loida Busa and Arturo Gonzales Jr.

Private Individuals: Key officers of certain construction companies, including Marilou Laurio-Lipana and Maynard Ngu.

An ILBO directs immigration personnel to be on the lookout for the listed individuals, alert the DOJ and the ICI of any attempt to depart from the Philippines, and require them to present an Allow Departure Order (ADO) from the Commission. It stops short of an outright hold departure order but is a powerful tool to ensure the subjects remain within the country's jurisdiction during the ongoing probe.

The ICI's letter states the request is made "by virtue of the powers bestowed upon the Independent Commission for Infrastructure" and is part of its mandate under Executive Order No. 94. The investigation is described as "initial" and is being conducted "with the cooperation of relevant coordinating agencies."

The focus on "flood control projects" is particularly significant, coming at a time when the country faces increasingly severe typhoons and flooding. The allegation that funds for critical infrastructure may have been siphoned through non-existent or shoddily built projects is expected to trigger a major public and political backlash.

TARLAC CITY, Tarlac (Oct. 7, 2025) – In a comprehensive address detailing her first 100 days in office yesterday, this capital city’s mayor highlighted a whirlwind of initiatives aimed at revitalizing public service, from clearing a garbage crisis and jumpstarting the economy to overhauling health and social welfare systems.

Addressing a jam-packed crowd at the Plazuela Convention Hall that included city council members, barangay leaders, and agency partners, Mayor Susan Yap framed her administration’s mission simply: “Every Mayor has one job – to make their city the best place to live. Not the biggest and not the flashiest, but the best for its people.”

She acknowledged inheriting a city government facing significant challenges, including a reenacted budget and the sudden preventive suspension of several city employees.

“Nevertheless, we managed,” Mayor Yap stated, detailing the swift appointment of Officers-in-Charge to maintain continuity.

𝗘𝗖𝗢𝗡𝗢𝗠𝗜𝗖 𝗔𝗡𝗗 𝗟𝗜𝗩𝗘𝗟𝗜𝗛𝗢𝗢𝗗 𝗕𝗢𝗢𝗦𝗧
The administration aggressively rolled out livelihood programs, distributing starter kits and food carts to 81 individuals and providing community-based training to 1,400 individuals across 23 barangays. The mayor also reported progress on major investments.

“Hindi lingid sa kaalaman niyo ang pag-groundbreak ng Coca-Cola Plant, kasunod na ang Ajinomoto; ang pagbubukas ng S&R, solar plants, at iba’t iba pang pabrika,” Yap revealed.

A significant achievement was the series of 18 job fairs, with the most recent at Robinsons Luisita, resulting in “716 job seekers ang nag-apply at 101 ang hired on-the-spot.”

In health, the city conducted medical missions in 28 barangays, serving over 7,600 residents. The lady mayor announced plans to build three new Super Health Centers.

“Alam niyo ba na ang pinakamaraming pinanganganak sa buong probinsya ay ang siyudad? Kaya lang, bakit walang birthing clinic na pinatatakbo?” she queried.

She said that efforts to secure licenses for birthing clinics in Mapalacsiao and Matatalaib are underway.

To address critical gaps, she noted that there were only two ambulances for the more than 400,000 residents. The city has since received an additional ambulance and is procuring three more Patient Transport Vehicles.

In social welfare, Mayor Yap announced she has endorsed a measure to increase the cash gift for senior citizens.

“Mula sa tinatanggap na P500, itataas ito sa P2,000,” Yap announced amid the cheering and clapping from several hundred senior citizens in attendance.

She also plans to repurpose the unused “Balay Silangan” into “House 7610” to serve abused women and neglected children. The Republic Act 7610 is also known as the “Special Protection of Children Against Abuse, Exploitation and Discrimination Act” that provides a comprehensive framework for protecting children (under 18) from various forms of abuse, including physical, psychological, sexual abuse, exploitation, and neglect.

𝗖𝗢𝗡𝗙𝗥𝗢𝗡𝗧𝗜𝗡𝗚 𝗔 𝗚𝗔𝗥𝗕𝗔𝗚𝗘 𝗖𝗥𝗜𝗦𝗜𝗦 𝗔𝗡𝗗 𝗘𝗡𝗩𝗜𝗥𝗢𝗡𝗠𝗘𝗡𝗧𝗔𝗟 𝗣𝗨𝗦𝗛
The mayor took a firm stance on environmental cleanliness. After the previous garbage hauling contract expired, the city intensified its collection, doubling the daily waste collected from 150 tons to 320 tons.

“Mahal ko ang Tarlac. Hindi ko hahayaang magmukha itong basurahan,” declared Yap.

The innovative “Palit Plastik Program” collected 14,900 kilos of plastic bottles, which citizens exchanged for 7,450 kilos of rice. She also expressed surprise that only four of 76 barangays have a Materials Recovery Facility (MRF), pledging to add ten more.

On the public market, the mayor excitedly announced that the Uptown Public Market, long closed, will reopen its dry goods section by December, with designs finalized by the United Architects of the Philippines.

In peace and order, the city recorded 5,469 traffic violations in three months, with “No Helmet” being the top offense.

“Malungkot at mabigat sa aking kalooban na makitang may nagdurusang pamilya dulot ng hindi pag-iingat sa daan. Bawat buhay ay mahalaga,” Yap said.

The leader also revealed a startling discovery about the city’s “Smart City” status.

“Laking gulat ko dahil karamihan ng mga records ng City Government sa kasalukuyan ay naka-save pa rin lamang sa USB. Walang laman ang server room,” Yap lamented.

Yap said that she has since initiated retraining for personnel on e-governance systems.

Addressing the city’s finances directly, she pushed back on claims of a P2-billion savings left by the previous administration, presenting figures from the City Treasurer that show a total available fund of P1,486,685,208.73.

“Kaya hindi ko po malaman, saan po nanggaling ang mga pahayag na may P2 billion savings na naiwan,” Yap stated.

“A hundred days may sound short, just one basketball season, just a few school terms, but what we’ve done in those days, others take years to start. We’ve laid a groundwork for a city that runs efficiently and cares deeply,” the former governor and lawmaker said.

She contrasted the typical image of a city with her vision for Tarlac City.

“For years, the word city was tied to Metro Manila – tall buildings, fast-paced, endless traffic. But we can do better. We can build a city that’s livable, green, safe, and efficient… If we have done this much in 100 days, imagine what we can do in a year.”
