PRO3 Continues Strong Support for Safer Cities Program Through Intensified Checkpoint Operations

Police Regional Office 3 (PRO3) continues to strengthen checkpoint operations and police visibility efforts across Central Luzon following the directive of Regional Director Jess B Mendez to maximize field deployment and reinforce public safety measures in support of the Safer Cities Program of SILG Juanito Victor Remulla Jr.

In line with the PNP Focused Agenda of Chief, PNP Jose Melencio C. Nartatez Jr., particularly on enhanced police operations, crime prevention, and public safety, PRO3 implemented a “90% deployed, 10% stay-behind” deployment scheme to ensure stronger police presence on the ground through intensified checkpoint operations, patrol activities, and ordinance enforcement throughout the region.

As part of the intensified deployment strategy, scheduled checkpoints personally supervised and led by Chiefs of Police are being conducted in various cities and municipalities to ensure proper implementation of operational procedures, increased police visibility, and immediate response capability in their respective areas of responsibility.

The intensified operations are aimed at deterring criminal activities, enforcing local ordinances, and increasing the sense of safety among residents, commuters, and business establishments across Central Luzon.

From April 6 to May 7, 2026, local police units across the region recorded a total of 102,014 violators during the implementation of various city and municipal ordinances.

Among the most common violations recorded were city ordinance and traffic code violations with 29,767 violators, drinking and smoking in public places with 28,937 violators, minors violating curfew hours with 21,092 violators, and roaming the streets without purpose with 16,024 violators.

Records also showed that 31,705 violators were fined, generating a total of ₱11,935,789.00 in penalties, while 70,309 individuals were warned and released after proper documentation and orientation on existing local ordinances.

Nueva Ecija PPO posted the highest number of violators with 24,963, followed by Bulacan PPO with 20,227 and Pampanga PPO with 17,081, reflecting the intensified enforcement efforts of police units across the region.

PBGEN Mendez emphasized that intensified checkpoint operations and sustained police visibility remain vital in maintaining peace and order and preventing crimes before they occur.

“Our intensified deployment strategy ensures that more police personnel are visible and accessible to the public. Through sustained checkpoint operations and patrol activities, we are able to deter criminal activities, enforce local ordinances, and respond more effectively to public safety concerns,” PBGEN Mendez said.

The PRO3 Regional Director also reminded all personnel assigned in checkpoints and field operations to remain professional, observe proper procedures, and uphold human rights at all times.

PRO3 assured the public that intensified checkpoint operations and police visibility efforts will continue as part of its ongoing commitment to public safety, crime prevention, and responsive police service across Central Luzon.

PRO3 NETS OVER ₱1.4M WORTH OF ILLEGAL DRUGS IN SEPARATE ANTI-ILLEGAL DRUGS OPERATIONS

Police Regional Office 3 (PRO3) arrested five drug personalities and confiscated more than ₱1.4 million worth of suspected illegal drugs in separate buy-bust operations conducted in Bulacan, Olongapo City, and Pampanga from May 7 to 8, 2026.

Arrested during the operations were aliases “Jen,” “Jerome,” “Angel,” “Jojo,” and “Jay Ar,” while alias “Matoy” remains at large.

Recovered during the operations were suspected shabu, ma*****na kush, local ma*****na, and v**e devices containing suspected liquid ma*****na juice.

PRO3 Director PBGEN Jess B. Mendez lauded the operating units for their relentless anti-illegal drug operations.

PNP ARRESTS NCR MOST WANTED FOR QUALIFIED R**E OF A MINOR

The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., together with personnel of Police Station 13, Quezon City Police District (QCPD), arrested a District-Level Most Wanted Person of the National Capital Region Police Office (NCRPO) on May 8, 2026 in Baras, Rizal.

The arrest was made by virtue of a Warrant of Arrest for Qualified R**e of a Minor involving four counts, with no bail recommended. The accused is now under the custody of PS 13, QCPD for proper legal disposition.

The operation underscores the continuing efforts of the PNP to serve warrants of arrest against individuals facing serious criminal charges, reinforcing accountability through sustained law enforcement operations.

In line with the PNP Focused Agenda—a transformation framework aimed at strengthening police service delivery and accountability—the operation highlights the key priority on Enhanced Managing Police Operations and Integrity Monitoring, ensuring lawful and evidence-based enforcement actions in the pursuit of fugitives from justice.

PNP Chief PGEN Jose Melencio C. Nartatez Jr. stated: “I commend our personnel for the successful implementation of the warrant of arrest, which demonstrates our firm resolve to uphold the rule of law.”

PNP RESCUES MINOR VICTIMS, FOILS ONLINE EXPLOITATION IN CAVITE

The Philippine National Police Women and Children Protection Center – Anti-Trafficking in Persons Division (WCPC–ATIPD), together with the Anti-Cybercrime Group, Mendez Municipal Police Station, Cavite Police Provincial Office, and local government social welfare personnel, successfully conducted an operation on April 29, 2026, resulting in the rescue of three minor victims and the arrest of two suspects identified as their parents in Cavite.

The operation was carried out through a Warrant to Search, Seize, and Examine Computer Data in relation to Online Sexual Abuse and Exploitation of Children (OSAEC). Authorities acted on validated cyber tip information from international and national partner agencies, which triggered a focused investigation leading to the location of the victims and suspects.

Initial findings showed that online exploitation activities involving minors were allegedly facilitated through digital platforms in exchange for monetary gain. Several electronic devices were recovered during the operation and were subjected to on-site forensic examination, which yielded digital evidence relevant to the ongoing investigation.

Criminal complaints have been filed for violations of Republic Act No. 11930 or the Anti-OSAEC and Anti-CSAEM Act of 2022, in relation to Republic Act No. 10175 or the Cybercrime Prevention Act of 2012. The suspects are now under the custody of the WCPC Field Unit in Luzon, while the rescued children are currently receiving proper care, counseling, and psychosocial support under the Municipal Social Welfare and Development Office.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., emphasized the organization’s firm stance against all forms of abuse involving children, saying, “Ang bawat bata ay dapat protektado. The PNP will continue to act swiftly and decisively against those who exploit the vulnerable. PNP, DMW NABS KOREAN IN ILLEGAL JOB SCAM CRACKDOWN

The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., intensified its nationwide campaign against illegal recruitment and fraudulent overseas employment schemes following the arrest of a Korean national involved in an alleged illegal recruitment operation in Davao City.

On May 4, 2026, operatives of the Criminal Investigation and Detection Group (CIDG) Davao City Field Unit, in coordination with representatives from the Department of Migrant Workers (DMW), conducted an entrapment operation along McArthur Highway, Davao City, which led to the arrest of alias “Hyun,” a 54-year-old Korean national, for alleged illegal recruitment activities targeting aspiring overseas workers.

Investigation disclosed that the suspect was engaged in recruiting Filipinos as factory workers in South Korea and was caught accepting a placement fee from a victim despite having no authority or license from the Department of Migrant Workers to recruit individuals for overseas employment. The suspect allegedly promised employment in Seoul, South Korea, with a monthly salary of KRW 2,200,000.00 or approximately PhP92,000.00, including free accommodation and meals, in exchange for a processing fee of PhP28,000.00.

Authorities further disclosed that at least 40 individuals were allegedly victimized by the scheme, including 19 residents from Davao City. The operation forms part of the government’s strengthened enforcement of Republic Act No. 8042, as amended by Republic Act No. 10022, which seeks to uphold the dignity and welfare of Filipino migrant workers and protect them from exploitation and illegal recruitment activities.

“This operation reflects our determination to protect Filipinos from individuals who take advantage of their desire to work abroad. Illegal recruitment destroys opportunities and places the safety and future of our people at risk,” said PGEN Nartatez.

“Hindi natin hahayaang malinlang at mapagsamantalahan ang ating mga kababayan na naghahanap lamang ng maayos na trabaho para sa kanilang pamilya. Patuloy nating hahabulin ang mga sangkot sa ganitong uri ng panlilinlang,” he added.

The successful joint operation highlights the continuing collaboration between the CIDG and the Department of Migrant Workers in dismantling illegal recruitment networks and preventing fraudulent overseas job schemes. It also reinforces the PNP Focused Agenda—an operational framework of transformation designed to make police service more responsive and dependable. Among its key priorities, Enhanced Managing Police Operations remains vital in strengthening law enforcement actions against illegal recruitment, human trafficking, and other forms of organized exploitation targeting Filipino workers.

PGEN Nartatez likewise emphasized that the arrest serves as a stern warning against individuals exploiting Filipino workers through deceptive recruitment activities.

“We will continue strengthening our enforcement efforts with partner agencies to ensure that those behind illegal recruitment schemes are held accountable under the law and that aspiring overseas workers are protected from abuse and deception,” said PGEN Nartatez.

“Mas paiigtingin pa natin ang pagbabantay laban sa mga illegal recruiter upang maprotektahan ang kinabukasan ng bawat Pilipinong manggagawa,” he stressed.
