โ€œBehind every remarkable woman is a story of strength, and a future she continues to shape.โ€

In celebration of Womenโ€™s Month, the Department of Social Welfare and Development โ€“ Pantawid Pamilyang Pilipino Program (4Ps) successfully conducted its Culminating Activity titled โ€œKalusugang Pangkaisipan; Karapatan ng Bawat Babae.โ€

The activity highlighted the active and meaningful participation of Pantawid beneficiaries from MOO Caramoan, whose presence and engagement reflected the strength, resilience, and shared commitment of women in the community. Their stories, voices, and experiences brought life to the activity, making it a truly empowering and inclusive space.

More than a gathering, the event served as a powerful reminder that mental health is not a privilege, but a right that every woman deserves. It fostered a safe environment for learning, open sharing, and raising awareness on the importance of womenโ€™s well-being.

The program was enriched by the inspiring opening message of MSWDO Head, Chero Vee E. Fabellare, RSW, and the insightful discussion of resource speaker Lady Jean A. Bisco, RSW.

This initiative was made possible through the leadership of GAD Focal Person Katrina C. Baloloy, RSW, with Rosendo S. Coralde III as moderator, and meaningful closing remarks from Mark Anthony M. Balitian, RSW.

โœจ With heartfelt gratitude to the collaboration with ADRA โ€“ Caramoan (Adventist Development and Relief Agency), MSWDO, and LGU Caramoan, along with the unyielding support of the DSWD 4Ps staff, this activity became a success.

Breaking the Cycle: The Journey of Jocelyn Saja De Leon

In every community, there are individuals whose strength lifts not only their own families but also inspires others. In Barangay Bikal, Caramoan, Camarines Sur, Mrs. Jocelyn Saja De Leon is one of them. Her story shows how hard work, strong values, and the support of the Pantawid Pamilyang Pilipino Program have helped her family move toward a better life.

Jocelyn grew up in poverty. She described her childhood as โ€œisang kahig, isang tuka,โ€ where meeting daily needs was always uncertain. Because of limited resources, she learned early how to sacrifice and focus only on what was necessary. She saved what little she could to continue her education. These experiences shaped her discipline and determination, which later guided her as a mother.

When she had her own family, Jocelyn made a promise to herself. She wanted her children to have a better life than she did. She wanted them to study, to dream, and to have opportunities. But life remained difficult. Their house was made of light materials like tiklad and salsag, showing how simple their living conditions were. Her husband worked as a fisherman, while she served as Barangay Secretary. Even with their combined income, it was still not enough.

To help provide for her family, Jocelyn started small livelihood activities such as cooking and selling food in their community. She shared that her children were always there to help. Through this, she was able to earn extra income while teaching them important lessons about hard work, discipline, and managing money. She was honest with them about what the family could afford, and she encouraged them to work hard for their dreams.

A major turning point came when their family became part of the Pantawid Pamilyang Pilipino Program. The financial assistance helped support her childrenโ€™s education by covering school supplies, projects, and daily expenses. More than the cash grants, Jocelyn found great value in the Family Development Sessions. These sessions taught her about responsible parenting, stronger family relationships, and proper financial management. She shared that these learnings gave her confidence in making better decisions for her family.

Jocelyn also served as a Parent Leader from 2011 to 2013. In this role, she learned how to speak in front of others, guide fellow parents, and take part in community activities. She discovered the importance of cooperation, discipline, and taking initiative. This experience helped her grow not just as a mother, but also as a leader in her community.

Today, Jocelyn looks back with pride and gratitude. Her family has improved their living condition, and she has successfully graduated from the 4Ps program. Her children are now closer to achieving their dreams. Johnelyn and Jovelyn are public school teachers. John Paul is engaged in livelihood work. Jaziel, a graduate of Human Resource Management, is now working in an office. John Mark is currently in his third year of college.

Jocelyn continues to serve her community as a Barangay Kagawad, carrying with her the same dedication and commitment she showed throughout her journey. Her life reflects how the support of the Pantawid Pamilyang Pilipino Program, combined with perseverance and discipline, can create real and lasting change.

As she reflects on her journey, she shares this message to fellow beneficiaries:
โ€œSa pamamagitan ng 4Ps, sikapin ng inyong pamilya na makapagtapos ang inyong mga anak, at matupad ang mga pangarap nila. Sikapin na gumawa ng paraan para guminhawa ang buhay, at huwag sayangin ang natatanggap na tulong mula sa programa.โ€

Jocelynโ€™s story is not just about overcoming hardship. It is about breaking the cycle of poverty and building a future filled with hope, dignity, and opportunity for the next generation.

The students of Northern Peninsula High School, Santa Cruz, Caramoan, Camarines Sur proudly completed Youth Development Session (YDS) Volume III โ€“ Session 10 โ€” a day filled with learning, inspiration, and meaningful engagement!

Through active participation, shared experiences, and valuable lessons, our young participants showed that todayโ€™s youth are truly ready to become tomorrowโ€™s leaders. ๐ŸŒฑโœจ

A big THANK YOU to our inspiring guest speaker, Ariel V. Elpa, LPT, PDO II / Municipal Link, for motivating and empowering our students to dream bigger, act responsibly, and believe in their potential.

A productive Case Conference was successfully conducted at MOO Caramoan, bringing together social work professionals committed to strengthening case management and delivering quality service to our beneficiaries.

The activity was graced by the participation and guidance of MSWDO Head, Chero Vee E. Fabellare, RSW, MSSW, whose insights and expertise enriched the discussion and provided valuable direction in handling complex cases.

The cases were thoughtfully presented by Donna Jean M. Mirabel, RSW, Katrina C. Baloloy, RSW, and Hannah Jane B. Baรฑas, RSW, showcasing collaborative assessment, professional sharing of interventions, and unified efforts toward responsive and client-centered work practice.

Through teamwork, shared learning, and professional dialogue, the conference strengthened coordination and reaffirmed our commitment to uphold the welfare and empowerment of the communities we serve.

Bago napabilang sa programa, ang tatay ni Hannah si Tatay Arnulfo ay isang simpleng magsasaka. Ang kanyang kita ay kasya lamang para sa kanilang araw-araw na gastusin, sapat na para lang maitawid ang pagkain, lalo naโ€™t anim ang kanilang anak na sabay-sabay pinag-aaral. Si Nanay Hermelina naman ay buong-araw at maghapong abala sa pag-aalaga at pagpapalaki sa mga bata. Sa mga panahong iyon, isa sa kanilang tanging inaasahan ay ang diskarte at matibay na pananalig.

Ngunit nagbago ang lahat nang mapabilang sila sa programang 4Ps.
Malaki ang naitulong ng 4Ps sa pamilya Baรฑas. Sa pamamagitan ng regular na cash grants, unti-unting gumaan ang bigat ng gastusin sa eskwela at iba pang pangangailangan ng mga bata. Ngunit higit pa sa pinansyal na suporta, ang buwanang Family Development Sessions (FDS) ay nagbigay ng mahahalagang kaalaman sa pagpapalaki ng anak, pangkalusugan, at tamang pamamahala ng pera.
