“Mas nagiging handa tayo sa mga pagsubok kapag natututo tayong harapin ang mga ito.”

A meaningful reflection from one of the participants of the Youth Development Session (YDS) Volume III: Beyond the Glow!

Through the session “Breathe Away the Stress,” the youth were given an opportunity to become more aware of the things that may cause stress and learn different ways to manage and lessen its effects.

As shared by the participant, challenges may not always be easy to face, but with awareness, learning, and healthy ways of coping, we can become more prepared to handle them.

May we continue to create spaces where young people can learn, reflect, and discover the strength within themselves as they navigate life’s challenges.

“Sometimes, failure is not a reason to stop, but a reminder to keep learning and trying.”

One of the meaningful takeaways from the recently conducted Youth Development Session (YDS) Volume III: Beyond the Glow! came from our participant, Benny Jr. V. Hufancia, who shared his reflection after the sessions on stress management and coping with failure.

His words remind us that learning how to manage stress also means learning how to face setbacks with courage, use healthy coping strategies, and continue moving forward.

As the YDS Volume III journey continues, may our young participants continue to discover the spark within, learn from every experience, and share their light beyond.

FIND YOUR SPARK. SHARE YOUR LIGHT.

The Youth Development Session (YDS) Volume III: Beyond the Glow! “Discover the Spark Within, Share the Light Beyond” officially kicked off on September 9, 2026, at Guijalo National High School, Guijalo, Caramoan, Camarines Sur.

The activity brought together 60 young participants from different groups, including 4Ps and Non-4Ps students, 4Ps youth beneficiaries from various grade levels, SSLG members, school-based organization members, and other interested learners committed to completing the sessions and required outputs.

For the first two sessions, the participants explored:
Session 1: Breathe Away the Stress
Session 2: Coping with Stress from Failure

Through these sessions, the youth were given a safe space to understand stress, reflect on their experiences, and learn healthier ways of coping with challenges and setbacks.

The YDS Volume III journey will continue from September 2026 to April 2027, culminating in a School Advocacy Project for SY 2027–2028 where participants will have the opportunity to share and apply their learnings within the school community.

The successful conduct of the activity was made possible through the support of School Head Justino B. Cabarles Jr., Principal II, who provided the venue, tables and chairs, necessary IT equipment, and assistance in ensuring the participation of the identified learners.

Special thanks as well to the LGU CARAMOAN, headed by Hon. Marilyn Socorro H. Co, and the MSWDO Caramoan, headed by Chero Vee E. Fabellare, for their continued support in empowering and developing the youth of Caramoan.

Together, let us help our young people discover their spark, nurture their potential, and share their light with others.

President Ferdinand R. Marcos Jr. has signed Republic Act No. 12325, or “An Act Enhancing the Universal Access to Quality Tertiary Education Act,” expanding government support for poor and disadvantaged Filipino learners pursuing higher education and technical-vocational education.

Signed on September 4 at Malacañang, the new law amends Republic Act No. 10931 (Universal Access to Quality Tertiary Education Act) to expand and better target government assistance for disadvantaged learners—especially qualified students from 4Ps households—and establish a private education assistance program for students enrolled in priority programs.

The measure forms part of President Marcos’ push to make quality education more accessible and help more Filipino learners overcome the financial barriers that can keep them from completing their studies.

MOO Caramoan Conducts Case Conference on Child Welfare and Protection | August 26, 2026

A day of learning, collaboration, and strengthening case management at the Municipal Operations Office (MOO) Caramoan.

The MOO Caramoan conducted a Case Conference featuring two case presentations. ML Christine S. Salvo presented a case under the typology of Child Not Attending School (NAS), while ML Lyca Mae C. Guevarra presented a case under Child Protection. The discussions provided an opportunity to share insights, assess case management approaches, and identify appropriate interventions responsive to the needs and circumstances of children and families.

The activity was graced by the presence of MSWDO Head of Caramoan, Chero Vee Fabellare, who also provided a brief discussion to the MOO Caramoan staff on the proper handling of Child Protection and Gender-Based Violence (CP-GBV) cases. The discussion highlighted the importance of appropriate case handling, timely coordination, confidentiality, and following the proper referral pathway to ensure that affected individuals receive the necessary protection, assistance, and support from appropriate service providers.

Through the Case Conference, MOO Caramoan continues to strengthen case management practices, foster meaningful collaboration, and promote responsive interventions that uphold the welfare and best interests of every child and family.

The 𝙈𝙪𝙣𝙞𝙘𝙞𝙥𝙖𝙡 𝙊𝙥𝙚𝙧𝙖𝙩𝙞𝙤𝙣𝙨 𝙊𝙛𝙛𝙞𝙘𝙚 (𝙈𝙊𝙊) 𝘾𝙖𝙧𝙖𝙢𝙤𝙖𝙣 successfully conducted the 3𝙧𝙙 𝙌𝙪𝙖𝙧𝙩𝙚𝙧 𝙈𝙪𝙣𝙞𝙘𝙞𝙥𝙖𝙡 𝘼𝙙𝙫𝙞𝙨𝙤𝙧𝙮 𝘾𝙤𝙪𝙣𝙘𝙞𝙡 (𝙈𝘼𝘾) 𝙈𝙚𝙚𝙩𝙞𝙣𝙜 𝙤𝙣 𝘼𝙪𝙜𝙪𝙨𝙩 25, 2026, bringing together key partner agencies and stakeholders to discuss program accomplishments, emerging concerns, updates, and recommendations toward strengthening the implementation and delivery of services to 𝙋𝙖𝙣𝙩𝙖𝙬𝙞𝙙 𝙋𝙖𝙢𝙞𝙡𝙮𝙖𝙣𝙜 𝙋𝙞𝙡𝙞𝙥𝙞𝙣𝙤 𝙋𝙧𝙤𝙜𝙧𝙖𝙢 (4𝙋𝙨) beneficiaries and the wider community.

The meeting was presided over by Dr. Manrico S. Reyes, Municipal Administrative Officer, who facilitated the discussions and coordinated the participation of the various municipal offices and partner stakeholders.
The meeting was attended by Hon. Johanna A. Estrada, Municipal Councilor and representative of the Sangguniang Bayan, Christine M. Secorata, Representative from the DepEd Caramoan North District, and Menchie L. Verano, School Head of the Caramoan East District, who provided updates and insights on education-related concerns and program implementation.
Representing the Rural Health Unit (RHU) were Ma. Nerissa V. San Pablo and Josefina S. Breis, who shared updates on health services, accomplishments, and concerns affecting program beneficiaries.
The Municipal Social Welfare and Development Office (MSWDO) was represented by Ms. Chero Vee Fabellare, MSWDO OIC-Head, who provided inputs on social welfare services and related program concerns.
Also in attendance were representatives from the Municipal Budget Office, Ms. Francia L. Cepeda, and the Municipal Planning and Development Office, Mr. Vigor B. Huit, who contributed relevant updates and recommendations concerning budgetary requirements, planning, and local development initiatives.
