In corruption cases, guilt is always personal.

Without proof of collusion or intent, it is wrong to pin every budget insertion on the Speaker (or the Senate President or the President).

Committee chairs are chosen by the majority to act independently. With that independence comes accountability.

If anomalies occur, guilt lies with those who proposed the budget or colluded to profit from them.

Budget insertions are not inherently illegal. They only become corruption when they are inflated, ghosted, or designed with the intention to steal them.

Otherwise, they still pass through multiple layers of review: plenary, bicam, and finally Malacañang — before becoming law.

To blame one person at the top for every irregularity distorts the issue. Guilt in corruption should be based on evidence, not assumption.

Otherwise, the fight against it becomes a political blame game instead of a pursuit of truth.
