NSPPO Nabs Drug Suspect Operating Inside Carnival in Allen Town

CAMP CARLOS DELGADO, CATARMAN, NORTHERN SAMAR— In line with the intensified campaign against illegal drugs, the Northern Samar Police Provincial Office under the stewardship of PCOL SONNIE B OMENGAN, Provincial Director, operatives of Allen Municipal Police Station successfully conducted a buy-bust operation that led to the arrest of a 55-year-old male suspect involved in the sale of illegal drugs inside the Three Roses Carnival located in Brgy. Sabang Zone II, Allen, Northern Samar, on July 26, 2025.

The suspect, a married carnival operator and resident of Brgy. Peña, Tinambacan District, Calbayog City, was caught in the act of selling suspected shabu to a police operative who posed as a buyer.

Spearheaded by elements of Allen MPS led by PCPT VERNA O CESISTA, Acting Chief of Police, the operation was conducted in coordination with the Provincial Intelligence Unit , Provincial Drug Enforcement Unit, and Lavezares MPS.

Confiscated items during operation include five sachets of suspected shabu and marked money used in the transaction.

Inventory and documentation were conducted on-site in the presence of barangay official, a media representative, and the suspect. Subsequently, the confiscated drug items were turned over to the Provincial Forensic Unit for examination.

The arrested individual is now under the custody of Allen MPS and will be facing charges for violations of Sections 5 and 11, Article II of Republic Act No. 9165, also known as the Comprehensive Dangerous Drugs Act of 2002.

Meanwhile, PCOL OMENGAN is urging the public to immediately report to the authorities if similar illicit activities will be perpetrated in their communities.

"I urge the public to report immediately to the authorities if any illegal activities will be perpetrated in your communities. Our campaign against illegal drugs knows no boundaries—whether in a carnival or in the most hidden corners of the community, we will ensure that violators of the law are held accountable," PCOL OMENGAN urged.

PRESS STATEMENT
Re: Malicious and Baseless Accusations Alleging Involvement in Illegal Gambling and Drug Activity

Mariin kong pinabubulaanan at mahigpit kong kinokondena ang malisyoso at walang-basehang alegasyon na inilathala ng page na “Sa Mata Ng Mamamahayag,” na nagsasabing ako umano ay may “patong” sa mga ilegal na pasugalan sa aking nasasakupan, ginagamit ang aking uniporme at posisyon upang paburan ang mga peryahan, at higit pa rito, na ginagawa raw itong lugar ng abutan ng ilegal na droga, kung saan mga lokal na pulis umano ang pinagmumulan ng droga para sa mga mananaya at tauhan ng peryahan.

Ang ganitong mga paratang ay hindi lamang isang tahasang kasinungalingan, kundi isang mapanirang imbento na walang anumang matibay na batayan. Ito ay isang desperadong hakbang upang sirain ang integridad ng aking liderato at ang tiwala ng publiko sa Northern Samar Police Provincial Office.

Bilang Provincial Director ng NSPPO, mahigpit kong itinataguyod ang prinsipyo ng integridad, pananagutan, at tapat na paglilingkod. Hindi kailanman ginamit, at hindi kailanman gagamitin, ang aking posisyon para sa anumang uri ng ilegal na aktibidad. Sa halip, ito ay ginugugol para sa mahigpit at walang-piling pagpapatupad ng batas sa buong lalawigan.

Mula nang ako’y manungkulan, mas pinaigting na anti-illegal gambling at anti-drug operations ang aking direktiba. Sa pakikipagtulungan ng mga LGU, barangay officials, at mismong mamamayan, walang patid ang operasyon ng NSPPO upang sugpuin ang sugal at droga.

“Walang puwang ang ilegal na sugal, droga at kahit anong klaseng illegal na aktibidades sa ilalim ng aking pamumuno. Kami ay kumikilos batay sa ebidensya, hindi sa paninira. Ipinatutupad namin ang batas nang may tapang at walang kinikilingan.”

Ang mga akusasyong nagsasabing ang mga peryahan ay pinagmumulan ng droga at ang mga lokal na pulis ang umano’y pinagmumulan nito ay isang seryosong pag-atake sa institusyon ng kapulisan. Ito ay mapanira, iresponsable, at hindi nararapat na paniwalaan nang walang konkretong ebidensya.

Bukas ang aming tanggapan sa sinumang may lehitimong reklamo at sapat na patunay. Sa ilalim ng aking pamumuno, hindi kailanman kinukunsinti ang katiwalian at kriminalidad. Ang sinumang mapapatunayang lumabag sa batas, pulis man o hindi, ay aming papanagutin.

Ang ganitong uri ng paninira ay hindi kailanman magiging sagabal sa aming tungkulin.

“Hindi kami matitinag ng mga walang-basehang paratang. Ang aming focus ay ang kapayapaan, kaligtasan ng publiko, at ang tuluy-tuloy na pagpapatupad ng batas para sa isang ligtas na Northern Samar.”

Hinihikayat ko ang publiko na maging mapanuri at responsable sa pagbabahagi ng impormasyon, lalo na sa social media. Magsama-sama tayong labanan ang misinformation gamit ang katotohanan, at itaguyod ang isang mas mapayapa, maayos, at makatarungang komunidad.
