OPLAN BULABOG STRIKES: 16 DRUG SUSPECTS AND ARMED PERSONS ARRESTED, 318 MINORS RESCUED IN CURFEW VIOLATIONS

As the Cebu City Police Office (CCPO) intensifies its relentless campaigns against illegal drugs, loose fi****ms, illegal gambling, and criminal activities from September 15-21, 2025, the CCPO proudly reports a series of highly successful operations that underscore its unwavering commitment to public safety and community resilience. This impactful weeklong campaign—featuring OPLAN BULABOG and OPLAN BAKAL-SITA—was executed in partnership with local government units and various force multipliers, effectively targeting crime across all 80 barangays in Cebu City.

Led by CCPO Acting City Director PCOL ENRICO EVANGELISTA FIGUEROA and in close collaboration with Police Regional Office 7 Regional Director PBGEN REDRICO A MARANAN, the initiative prioritized strict enforcement of local ordinances and proactive crime deterrence measures. These efforts resulted in remarkable accomplishments that highlight the CCPO’s dedication to maintaining peace, order, and a safe environment for all residents.

Most notably, the campaign achieved a significant law enforcement milestone with the arrest of 11 suspects involved in illegal drug activities. Operations led to the confiscation of approximately 4.73 grams of suspected shabu valued at PHP 32,164, leading to the filing of charges against these individuals under Section 11, Article 2 of RA 9165 (Comprehensive Dangerous Drugs Act of 2002). These arrests represent a major step in the ongoing fight against illegal drug trafficking and abuse in Cebu City.

In addition, five suspects were apprehended for illegal possession of fi****ms in violation of R.A. 10591, further showcasing the campaign’s success in curbing firearm-related crimes. These arrests demonstrate the CCPO’s unwavering resolve to dismantle illegal networks that threaten community safety.

Beyond targeted drug and firearm operations, authorities conducted comprehensive inspections of 2,269 establishments, resulting in the rescue of 318 minors found violating curfew regulations—an essential move in protecting vulnerable youth and strengthening community safety. The operations also issued 45 citation tickets for violations such as smoking and public urination, emphasizing the importance of law enforcement in upholding public order and discipline.

CCPO SUCCESSFULLY ENSURES PEACEFUL AND ORDERLY OBSERVANCE OF 53RD MARTIAL LAW ANNIVERSARY RALLY

CEBU CITY, PHILIPPINES — September 22, 2025 — The Cebu City Police Office (CCPO), under the leadership of PCOL ENRICO EVANGELISTA FIGUEROA, Acting City Director, proudly reports a successful and peaceful observance of the 53rd anniversary of Martial Law through the recent mass rally held in Cebu City. The event, which served as a call to action against corruption and a reaffirmation of democratic rights, was conducted without any untoward incidents, exemplifying effective security measures, proactive community engagement, and collaborative efforts among various stakeholders.

The CCPO’s meticulous planning and coordination with community partners, law enforcement agencies, and local government officials contributed significantly to the event’s success. In the days leading up to September 21, 2025, the CCPO conducted a series of strategic coordination meetings to align security protocols and ensure seamless operations. Arestado ang usa ka lalaking suspek sa pagpanulis sa usa ka taxi drayber human kini madakpi sa Sawang Calero Police Station 6 gipanguluhan ni PCPT GIANN KARLO M REYES, hepe sa maong buhatan niadtong Setyembre 23, 2025 didto sa Brgy. San Nicolas Proper ning dakbayan sa sugbo.

Sa inisyal nga imbestigasyon sa Cebu City Police Office, nasuta nga ang biktima, mipasakay og pasahero nga suspek sa pagpanulis gikan sa Tabunok Flyover, Talisay City padulong sa Cebu City.

Pag-abot nila sa Brgy. Kinasang-an, ang suspetsado misulay og pangayo og kuwarta gikan sa drayber. Apan ang biktima, nga nagduda sa intensyon sa suspetsado, misalikway sa hangyo ug padayon sa ilang biyahe.

Sa ilang pag-abot sa Brgy. Basak, Cebu City, gikuha sa suspetsado ang selpon sa biktima nga gibutang sa daplin sa lingkuranan, nga wala’y pagtugot, ug miangkon nga gamiton kini sa pagtawag.

Pag-abot nila sa Brgy. San Nicolas Proper, naningkamot ang biktima nga kuhaon balik ang iyang cellphone nga usa ka smart phone (gibanabana og kantidad nga Php 6,600). Diha-diha, gihapak sa suspetsado ang nawong sa biktima, nga misangpot sa usa ka panagbangi tali sa duha. Ang suspetsado misulay og dagan dala ang selpon sa biktima.

Dali nga nangayo og tabang ang biktima sa mga nakapalibot nga tawo og pulis. Ang mga kapulisan nga nahimutang duol sa lugar dali nga miresponde sa insidente, hinungdan sa pagkadakop sa suspetsado. Nag-atubang sa kasong robbery with violence or intimidation ang maong suspek ug kasamtangan nga naka detained sa maong buhatan.

Cebu City, Philippines – The Cebu City Police Office (CCPO), under the leadership of Acting City Director PCOL ENRICO EVANGELISTA FIGUEROA, has taken a significant step toward addressing robbery incident targeting jewelry stores and pawnshops in the region.

In an ongoing effort to combat and deter criminal activities, the CCPO, through the City Intelligence Unit (CIU), hosted a comprehensive seminar and orientation on September 23, 2025 aimed at equipping business managers and stakeholders with the necessary tools to safeguard their establishments.

The seminar was attended by a diverse group of managers from various financial institutions, jewelry stores, and pawnshops across Cebu City. The event focused on identifying and addressing the various modus operandi employed by criminals in carrying out robberies. The session also emphasized effective reporting mechanisms to enhance response times and increase the likelihood of successful interventions.

Key discussions revolved around the importance of upgrading security systems, with emphasis on the installation of CCTV cameras, alarm systems, and the engagement of trained security personnel. PRO7 SEIZES PHP18.3-M WORTH OF SHABU IN SINGLE DAY ANTI-DRUG OPERATIONS

Authorities seized over PhP18-million worth of shabu in a single day anti-drug operation in Central Visayas on September 22, 2025.

A total of 14 anti-illegal drug operations were conducted across the region, resulting in the arrest of 16 individuals and the seizure of 2,697.56 grams of shabu with a Standard Drug Price of PhP18,343,408.00.

Among the highlights of the day’s campaign was the arrest of a bigtime drug personality during a buy-bust operation conducted along Aboitiz Street, Barangay Subangdaku, Mandaue City by personnel of the City Intelligence Unit, City Drug Enforcement Unit, Regional Intelligence Unit 7, and PDEA RO7 RSET MCO.

Confiscated during the operation were several packs of shabu, buy-bust money, and a sling bag. The seized shabu weighed approximately 1,600 grams with an estimated SDP of PhP10,880,000.00 and the suspect was brought to Police Station 2, Mandaue City Police Office for detention, while evidence was submitted to the Regional Forensic Unit 7 for examination.

In another major operation, Tagbilaran City Police Station and Bohol Police Provincial Office carried out a buy-bust operation in Barangay Bool, Tagbilaran City which resulted in the arrest of two suspects and the confiscation of several sachets of shabu, buy-bust money, a firearm with ammunition, a motorcycle, and other items.

The seized drugs weighed around 910 grams with an estimated SDP of PhP6,188,000.00. The suspects are detained at the custodial facility of Tagbilaran City Police Station, and seized items were submitted to the Bohol Provincial Forensic Unit for examination.

All evidence confiscated during the day’s operations are now under police custody, while appropriate charges for violation of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002 are being prepared against the suspects.

Regional Director, PBGen Redrico A. Maranan, issued a stern warning: “In strict adherence to the marching orders of the Chief, Philippine National Police, Police Regional Office 7 under my leadership will sustain intensified anti-drug operations with uncompromising resolve, ensuring that every syndicate, courier, and pusher is relentlessly pursued and held accountable under the full force of the law to protect the people of Central Visayas from the scourge of illegal drugs.”

SPEEDY POLICE RESPONSE FOILS TAXI ROBBERY IN CEBU CITY

A speedy police response by Sawang Calero Police Station 6, supported by vigilant residents, led to the swift arrest of a robbery suspect who assaulted a taxi driver and attempted to flee with his smartphone on September 23, 2025, in Brgy. San Nicolas Proper, according to Police Regional Office 7 (PRO7).

A report from the Cebu City Police Office (CCPO) revealed that the suspect posed as a regular passenger, boarding the taxi at Tabunok Flyover, Talisay City, for a trip to Cebu City. Along the route, he allegedly demanded money from the driver. When the driver refused, the suspect grabbed the victim’s smartphone valued at ₱6,600 struck him, and tried to escape.

Alert residents and nearby police officers immediately responded to the victim’s call for help. Within minutes, Sawang Calero police apprehended the suspect, preventing further harm. He is now detained and faces robbery with violence or intimidation charges.

In a statement on Wednesday, PRO7 Regional Director PBGEN Redrico A Maranan lauded the officers’ swift action and reaffirmed that community involvement remains a cornerstone of crime prevention efforts.

“This case proves that speedy police response and strong community cooperation are key to stopping crime. I commend our officers from Sawang Calero Police Station for their professionalism and the public for their vigilance. Together, we ensure Cebu City remains safe and secure,” PBGEN Maranan said.
