FROM COMMANDING OFFICER TO TRUE PUBLIC SERVANT.

Before, his rank as Brigadier General and Regional Director gave him the authority to command, lead, and guide the men under his watch. But today, as a Cebu City Councilor, we witness a different kind of leadership — no longer the one giving orders, but the one answering the call of the people.

Councilor Paul Labra has shown that true leadership is not defined by position, but by the heart to serve. Wherever he is placed, whatever waves life may bring, he knows how to navigate, stand firm, and continue moving forward.

Ang amahan sa Cebu City ug ang inahan sa Cebu Province nagkahiusa ug nagtinabangay para sa tinuoray nga kausaban sa tibuok Isla sa Cebu.

Mao ni ang klase sa liderato nga angay nato suportahan — dili kawatan, dili tikasan, ug grabe ka transparent sa serbisyo. Mga lider nga ang tumong mao lang gyud ang kaayuhan sa katawhan.

In just 4 months under Mayor Nestor Archival, Cebu City has already seen strong, decisive, and transparent leadership.

✔️ Fiscal discipline in action — the city’s projected deficit was reduced by ₱832 million through smarter spending and responsible governance.
✔️ Workforce right-sizing — from 8,569 to 6,014 employees, saving the city ₱252.5 million in personnel costs.
✔️ Clear roadmap for Cebu City’s future — prioritizing health, food security, education, digital governance, traffic solutions, housing, and the completion of CCMC.
✔️ Transparency & accountability — Mayor Archival publicly expressed willingness to undergo lifestyle checks and open his SALN.
✔️ Improved revenue collection — pushing for efficient tax collection without increasing tax rates.
✔️ Stronger barangay partnerships — working closely with barangay leaders and accelerating infrastructure support across communities.

The Cebu City Government convened a meeting with various shipping lines in response to the alarming rise of scalping incidents in the city. These scalpers, now infamously called “Korimaw,” have been victimizing countless tourists—overcharging them for tickets and even issuing tickets that do not match the accommodation they paid for. Some passengers who paid for Business Class were given only Tourist Class tickets, causing frustration and inconvenience.

To put an end to these illegal activities, the City Government, led by Mayor Nestor Archival and supported by the ever-dedicated Councilor Paul Labra, took immediate action. Their leadership and swift response show the city’s unwavering commitment to protecting both locals and visitors.

Together, they are paving the way toward a safer, fairer, and more trustworthy travel experience for everyone entering and leaving Cebu City—proof that good governance can truly make a meaningful difference.

Councilor Paul Labra made safety his top priority as he personally led the inspection of the venue for the annual Christmas Tree Lighting at Fuente Osmeña—a tradition that has stood for more than 25 years.

No one can stop the spirit of Christmas from coming, but true leadership means making sure every celebration is safe for everyone. With the overwhelming number of people expected to gather, steps were taken to prevent overcrowding, stampede, or any accident that could harm the public.

Because of Councilor Paul Labra’s firm leadership in safety and security, yesterday’s event was held peacefully, safely, and successfully.

Let us continue to welcome the Season of Hope with gratitude, unity, and protection for one another.

Do you know why I always admire Councilor Paul Labra?

Because even when he stands alone, he stands firm. He faces every challenge head-on, no matter how heavy or complicated it may be. His dedication to public service is clear—not once did he fail to show up for his duty. From the flag ceremony to the council sessions, especially the most important ones, he is always there.

Some may call it the bare minimum, but this is exactly what the people are looking for—leaders who show up, leaders who move, leaders who serve not just in words but in action.

True leadership isn’t measured by grand speeches or loud promises. It is seen in consistency, commitment, and presence. And that is what Councilor Paul Labra has always shown.

Alang sa pagtahod ug paghinumdum sa atong bayani nga si Andres Bonifacio, gihimo sa Cebu City Government ang usa ka matahom ug makasaysayong pag-celebrar sa ika-162th Bonifacio Day gahapong adlawa. Ang seremonya gipangulohan ni Mayor Nestor Archival, uban nila Councilor Paul Labra, Councilor Francis Espares, CITY DIRECTOR PCol. George Ylanan, ug ang tanang mga hepe sa 13 ka police stations sa dakbayan. Apil usab ang BFP ug ang BJMP sa maong kalihukan.

Grabe ang dedikasyon sa atong mga empleyado sa Cebu City Government nga walay hunong sa pag-atiman, pag-prepare, ug pagputos sa relief goods para sa mga pamilya nga naapektuhan sa bagyo. Bisan kapoy, bisan ulanon, padayon gihapon ang ilang kasing-kasing sa pagserbisyo.

Gepasalamatan ni Councilor Paul Labra ang tanan nga walay puas sa pagkugi — gikan sa pag-alsa, pag-habwa, hangtod sa pag-putos sa matag item. Dili ni basta trabaho… kini buhat sa tinuoray nga pagpakabana.
