MIRASOL TO REACH TROPICAL STORM CATEGORY TODAY

WEATHER UPDATE: Tropical Depression Mirasol is forecast to reach Tropical Storm category today, Thursday, as it continues to move west northwestward in the next 24 hours.

In an advisory released at 5 a.m., Pagasa said the weather disturbance will exit the Philippine Area of Responsibility this morning or afternoon and move towards southern China.

As of 4 a.m., the center of Mirasol was located 165 km West of Calayan, Cagayan, with maximum sustained winds of 55 km/h near the center, gustiness of up to 70 km/h, and central pressure of 1004 hPa.

Tropical Cyclone Wind Signal No. 1 remains in effect in Batanes, Babuyan Islands, the western portion of mainland Cagayan (Santo Niño, Camalaniugan, Pamplona, Rizal, Claveria, Lasam, Aparri, Ballesteros, Abulug, Allacapan, Sanchez-Mira, Santa Praxedes), Apayao, the northern portion of Abra (Pidigan, San Juan, Tayum, Langiden, Lagangilang, Danglas, La Paz, Licuan-Baay, Tineg, Malibcong, Peñarrubia, San Isidro, San Quintin, Dolores, Lagayan, Bangued, Bucay, Lacub, Sallapadan), Ilocos Norte, and the northern portion of Ilocos Sur (Sinait, Cabugao, San Juan, Magsingal, Santo Domingo, Bantay, San Vicente, San Ildefonso, Santa Catalina, City of Vigan, Caoayan, Santa, Nagbukel, Narvacan).

Newly appointed provincial police chief of Cebu, Police Colonel Abubakar Mangelen Jr., paid a courtesy call to the office of Cebu Governor Pamela Baricuatro on Monday, September 15, 2025, a few weeks after assuming his post.

During the meeting, Mangelen outlined his programs aimed at improving the implementation of public safety in the province of Cebu.

The Cebu Provincial Government's executive is proposing a whooping P11.9 billion budget for its operation next year, with infrastracutre and health services getting the signifant share in the appropriation.

Cebu Governor Pamela Baricuatro said they have finalize thier budget propsal and ready to present it to the Sangguniang Panlalawigan for review and approval.

The Capitol is proposing P1.3 billion for health services, as its top priority program under the current administration.

Appropriations for this is for improvement in the operations of the 16 provincial and district hospitals, including the upgrading of its infirmaries to level 1 facilities, and level 1 to level 2 hospitals.

The projects for infracture also gets a big slice in the proposed budget, with P1.45 billion proposed allocations intended for various infrastracture initiative like road concreting and improvement of provincial roads, bridges, slope protection, among others.

"We don't want to focus only on infrastracture unya ang atong mga hospital gubot kaayo" Baricuatro told Capitol reports during a press conference at the Capitol today, September 17.

Fund are also allocated for the newly reconsituted Provincial Disaster Risk REduction and Management Office (PDRRMO), which is now an independent deparment of the Capitol.

The governor said a major portion for PDRRMO's budget is for the establishment of two warehouses in Danao city and Carcar city, which the Capitol identified as strategic areas to stock and release relief goods to the town and cities in the north and southern Cebu in times of disaster.

Furtheremore, these cities have provincial-run hospitals which would be big help in attending emergencies during disaster responses.

The proposed budget of Baricuatro is more than half lower compared to the Capitol's annual budget this year which is P25 billion.

Hingpit nang na-bagyo ang gi-monitor sa PAGASA nga Low Pressure Area kun LPA gawas sa Philippine Area of Responsibility kun PAR.

Sa uwahing weather bulletin sa PAGASA, kataposang nasigpatan ang maong bagyo gawas sa nasud sa gilay-on nga 1,330 kilometros sidlakang bahin sa Virac, Catanduanes.

Ang maong bagyo nga usa ka Tropical Depression adunay gikusgon sa hangin nga 45 kilometros matag oras ug paghaguros nga 55 kilometros matag oras.

Samtang ang Bagyong Mirasol kasamtangang mikuso-kuso sa vicinity sa Santiago, Isabela.
