I did some data crunching. I went to the journals of the Senate of the Philippines and looked for the budget version for each year as proposed by the House of Representatives and the Senate. I have only found detailed committee reports in the years 2011, 2013, 2017, 2019, 2020, 2022, 2023, 2024, and 2025.
I compared the Budget of House of Representatives with the final Budget Signed by the President in that year, a.k.a. GAA. The GAA is a product of the bicameral conference of the House and Senate.
The fifth column shows how many percent the final budget of the House of Representatives deviated from the chamber version that has the higher value.
And what I found solidifies our hunch that the most hungry House of Representatives is under the speakership of MARTIN ROMUALDEZ.
2023, 2024, and 2025 show historically high increases in the final budget of the House of Representatives compared to either of the chamber versions.
Martin Romualdez's tenure as Speaker (2023β2025) corresponds to the sharpest budget increases in the dataset. The Speakerβs influence may indicate a shift in the balance of power toward a negotiation style that allows for substantial last-minute adjustments during the Bicameral Conference, which is SECRET and NOT PUBLIC IN ITS DELIBERATIONS. The House and Senate Chamber Versions are publicly deliberated. Increases happen during the non-transparent, non-public BICAM Conference.
Look at previous speakers that oversaw budget deliberations:

From 2011 to 2020, reconciliation percentages ranged from 0% to 13.06%, indicating a relatively predictable process. 2023β2025 show a sharp departure, with final budgets significantly exceeding the chamber versions.
Are there underlying political incentives or pork barrel allocations influencing these increases? Is the recent pattern of massive increases under Romualdez a reflection of political dynamics (e.g., executive-legislative collaboration or appeasement)?
