Senator Francis β€œChiz” Escudero today called on the government to strengthen safeguards against rising consumer prices, as headline inflation climbed to 7.2 percent nationwide in April and reached 10.8 percent in Central Visayas and 9.9 percent in Zamboanga Peninsula, among the highest outside Metro Manila.

Escudero said Central Visayas’ double-digit spike and Zamboanga’s near double-digit rate highlight the urgency of coordinated action between fiscal and monetary authorities, noting that households and farmers are bearing the brunt of rising food, fuel, and transport costs.

β€œBukod sa monitoring, kailangan natin ng agarang tugon para hindi tuluyang lamunin ng presyo ang kita ng mga pamilya, lalo na sa Visayas at Mindanao kung saan mayroon tayong pinakamataas na inflation rates,” he stressed.

The Philippine Statistics Authority (PSA) reported that headline inflation accelerated sharply from 4.1 percent in March and just 1.4 percent a year earlier, with core inflation also rising to 3.9 percent. The surge was driven mainly by food, transport, and housing costs, underscoring broad pressures across the economy.

Food inflation reached 6.1 percent, with rice climbing 13.7 percent and corn 21 percent, alongside higher costs for fish, seafood, and vegetables. Transport inflation jumped to 21.4 percent, while housing, electricity, gas, and fuels rose 8.2 percent. These increases were felt most in regions where logistics and agriculture are central to daily life.

Outside the National Capital Region, inflation averaged 7.7 percent, with Central Visayas remaining the country’s inflation hotspot for the ninth straight month, posting a steep 10.8 percent driven by food and transport costs. Zamboanga Peninsula followed at 9.9 percent; Davao Region at 9.7 percent; SOCCSKSARGEN at 9.6 percent; and Caraga at 9.4 percent.

The lowest was recorded in Negros Island Region at 4.9 percent, showing wide disparities across the country.

While expressing confidence in the administration’s economic team, he stressed the need for tighter alignment between the Department of Finance (DOF) and the Bangko Sentral ng Pilipinas (BSP).

β€œImproved coordination between fiscal and monetary authorities will be important in the coming months. By working closely with the DOF and the BSP, the government can craft a more responsive strategy that addresses pressures currently affecting the regions,” he pointed out.

β€œThe fight against inflation must be felt most in the regions where families are struggling to keep pace with rising costs,” Escudero said.

Long before jeepneys, buses, and other modern vehicles became part of everyday life in Cebu, the city’s streets were once ruled by the Parada, also known as the Tartanilla, the oldest form of public transportation in Cebu.

Pulled by a single horse and driven by a paradista or cochero, this charming carriage could carry up to five passengers, including the driver.

Often compared to the Filipino calesa, the Parada became an important symbol of Cebuano life and culture. Aside from being affordable, it was also environmentally friendly, requiring no fuel and producing no carbon emissions.

In many ways, it was a practical and sustainable mode of transport long before the concept of β€œgreen transportation” became popular.

Historically, Paradas were commonly seen in the village of Duljo, a name believed to have come from the Cebuano word dulhog, meaning β€œto descend,” referring to the area’s sloping landscape leading toward the riverbanks.

Across the river was Labangon, whose name originated from labang, or β€œto cross,” as people and goods frequently crossed the river between the two communities.

In earlier times, Labangon was known for its wide grasslands where horses grazed and rested. Nearby was Basak, derived from basakan or rice paddies, where grass thrived after harvest season β€” providing a natural feeding ground for horses.

The Paradas played an important role in local trade and transportation. Horses carried goods across the river to Duljo and transported products to the bustling tabo or marketplace in Taboan. Their routes even extended to Pasil, a name associated with pasilan or coastline, connecting communities and commerce throughout the area.

As Cebu modernized and jeepneys became the dominant mode of transportation, the once-popular Tartanillas gradually faded from the city streets. What was once a common sight across Cebu can now only be found in a few areas, particularly in Barangays Pasil and Duljo Fatima, as well as near Carbon Market along Magallanes Street.

Today, the Parada remains more than just a means of transportation, it is a living reminder of Cebu’s heritage, resilience, and old-world charm.

CHIZ FILES BILL TO STRENGTHEN ENFORCEMENT, ACCOUNTABILITY UNDER ANTI-DRUNK DRIVING LAW

Francis Escudero on Monday (May 4) filed Senate Bill No. 2078, aiming to tighten enforcement of the country’s anti-drunk and drugged driving law following growing calls from road safety advocates and victims’ families for stricter accountability.

The proposed measure, titled β€œAn Act Strengthening Mechanisms Against Driving Under the Influence of Alcohol, Dangerous Drugs, and Other Similar Substances,” seeks to amend Republic Act No. 10586.

Escudero said the bill addresses enforcement gaps that have resulted in downgraded charges and delays in justice, particularly in fatal incidents such as the crash that claimed the life of Cebuano entrepreneur Kingston Ralph Cheng earlier this year.

He emphasized that the decade-old law needs updating to reflect current realities and to ensure timely and reliable testing after road accidents.

β€œHindi dapat nagiging butas ng batas ang mabagal o kulang na aksyon sa mga insidente ng pagmamanehong lasing,” Escudero said, noting that the measure responds to public frustration over weak enforcement.

Under SB 2078, law enforcers would be required to conduct field sobriety, breath, chemical, and drug tests within two hours of any crash involving injury or death. Officers who fail or refuse to comply within the prescribed period would face administrative penalties to ensure accountability.

The bill also establishes clear blood-alcohol concentration limits based on vehicle type and driver classification, increases penalties under RA 10586 to strengthen deterrence while maintaining proportionality, and safeguards the integrity of evidence by reducing opportunities for delay or evasion.

These provisions align with stricter limits proposed in House Bill 8939 filed by Eduardo Rama Jr., which sets a zero-alcohol limit for high-risk drivers and a 0.02 percent limit for private motorists.

β€œKung may nasaktan o namatay, dapat awtomatiko at mabilis ang pagsusuri. Hindi puwedeng hintayin pang mawala ang ebidensya bago kumilos,” he added.

Escudero said the swift passage of the bill would honor victims like Cheng by ensuring that impaired driving cases are handled with consistency, urgency, and credibility.

β€œThis bill is about saving lives and restoring public trust in the law,” he said.
