CREATING DEPARTMENT OF HOMELAND SECURITY

Atty. Raul Lambino has stirred up an interesting conversation with his proposal to create a Department of Homeland Security (DHS) in the Philippines, moving the Philippine National Police (PNP) under its wing. His idea focuses on shielding the PNP from the political shenanigans that have often hampered its effectiveness. Let’s be honest: the interplay between politics and law enforcement can often lead to compromised justice and security. By establishing a standalone DHS, we could give the PNP the freedom it needs to do its job without the looming shadow of political interference.

Imagine a scenario where police operations are guided purely by the principles of law enforcement rather than political agendas. Atty. Lambino's perspective suggests that this realignment could allow the PNP to prioritize public safety more effectively. In a time when security concerns are on the rise, having an independent body solely focused on maintaining law and order seems like a step in the right direction.

Ultimately, it raises a crucial question: should we separate law enforcement from the political sphere? Atty. Lambino’s proposal could be a starting point for a more efficient, impartial police force, ensuring that peace and security aren’t just lofty ideals but realities for every Filipino. Kini ang gikasabotan human sa tigom didto sa Kapitolyo nga gitambongan ni Pangulo Bongbong Marcos ug mga gobernador sa Kabisay-an.

Apan kita makapangutana: kining maong presyo malungtaron ba?

Ang ideya nga barato ang bugas makaibog. Apan dili kaha kini maisip lang nga band aid solution?

Alang sa kadaghanang magbabaol, ang ilang paningkamot dili lang bahin sa bili sa bugas apan kini may labot sa pagpananom sa binhi ug pagpatubo niini.

Kini lay hunahunaa: irigasyon, de kalidad nga binhi, abuno ug binag-ong teknolohiya sa panguma nga mao gayoy atubangon sa mga mag-uuma.

Ang pagpakunhod sa bili sa bugas nga wala kining mga butanga nahisama sa pagpawong sa sunog ginamit ang garden hose inay trak sa bombero unta ang gikinahanglan.

Dihang nahiduaw ako sa Vietnam, natingala ako kay ang bili sa ilang premium rice mikabat lang og P1,000 ngadto sa P1,300 matag sako.

RICE AT 20? FOR REEL OR REAL

The Department of Agriculture (DA) has recently announced that its budget rice program, priced at P20 per kilo, will kick off across the Visayas next week. This decision came after a meeting between President Ferdinand Marcos Jr. and governors from the Western, Central, and Eastern Visayas on April 23, 2025, at the Cebu Provincial Capitol. While this initiative certainly sounds promising and aims to alleviate the burden of rising rice prices for consumers, we need to take a step back and ask: Is this move really feasible and sustainable?

At first glance, the idea of affordable rice is very appealing. But isn't it just a band-aid solution? Cutting down the price of rice is great for the short term, but it doesn't address the underlying issues that Filipino farmers face. For most farmers, the struggle is not just about the sale price of rice; it’s about the entire process of growing it. Think about it: irrigation systems, quality seeds, fertilizers, and the adoption of modern agricultural technology—these are the real concerns for farmers. Lowering rice prices without investing in these crucial farming inputs feels like putting out a fire with a garden hose when a fire truck is what you really need.

I recently had the opportunity to visit Vietnam, and I was astonished to find premium rice selling for only P1,000 to P1,300 per sack. One of the biggest factors contributing to this affordability is the abundance of water from the Mekong River, which supports their agricultural system. Unfortunately, we don't have such a luxurious water supply. However, this doesn’t mean we’re out of options. One intriguing solution could involve utilizing solar-powered desalination plants. By harnessing renewable energy to produce fresh water, we could mitigate our water challenges and provide farmers with the essential resource they need for irrigation.

The crux of the issue is that unless we tackle the foundational elements of rice farming—starting from irrigation down to modern agricultural practices—any attempts to reduce rice prices are going to be temporary, at best. We know that prices can’t stay low forever if the quality and yields don't improve. It’s like placing a bandage on a deep cut instead of doing the necessary suturing.

While the budget rice program may offer immediate relief to consumers, it’s vital to recognize that lasting change comes from addressing the root causes of the problem. Let’s invest in the infrastructure and technology that our farmers need to thrive, ensuring not just a cheap product, but a sustainable future for rice in the Philippines.
