SAND MINING & DREDGING AS MAJOR DRIVERS OF COASAL EROSION
(Insights from Dr. Fernando Siringan from the UP-MSI and colleagues)

🔍 1. How Sand Mining and Dredging Cause Erosion
Coastal zones are dynamic systems where sediment is constantly transported between land, beach, reef, and sea. Sand mining and dredging disrupt this balance by:
• Removing beach or nearshore sediments faster than they can be replenished.
• Lowering the seabed near the shore, which:
• Deepens wave energy pe*******on.
• Causes stronger wave backwash and scouring.
• Interrupting sediment supply from rivers and reefs.
• Triggering long-term beach retreat and dune collapse.
As Dr. Siringan explains in multiple works:
“Once you remove sand from the beach or its nearshore zone, the shoreline adjusts by eroding landward to try and rebalance itself.”

📍 2. Case Example: San Fernando Bay, La Union
• Mining Period: 1960s–1990s
• What Happened:
• Sand was extracted from the beach and river mouths for construction and land reclamation.
• Over time, shoreline retreated by up to 2 meters/year in some barangays (e.g., Pagudpud, San Francisco Norte).
• Dunes shrank in height and volume; seawalls were built to compensate, which only made erosion worse on nearby unprotected stretches.
• Findings by Dr. Siringan (2003–2010):
• Sediment budget deficit caused the erosion—not sea-level rise alone.
• Reefs nearby were not healthy enough to help replenish sand naturally.

🏗️ 3. Dredging in River Mouths and Bays
Dredging for flood control or navigation—especially under DAO 2019-13—can harm coastlines if poorly planned:
• Removes sediment that would normally nourish beaches.
• Deepens estuaries, altering sediment pathways and water flow.
• In some cases, sediment is exported for reclamation or sold, creating a net loss to the natural system.
📌 Example: In parts of Zambales, Botolan, and San Felipe, communities report worsening beach erosion after dredging of river mouths (e.g., Sto. Tomas River), even when done under IAC -DENR-sanctioned permits.

⚠️ 4. Long-Term Impacts on Communities and Ecosystems
• Loss of beachfront property and tourism areas.
• Weakened fish habitats due to disrupted sandy seabeds and nearshore ecosystems.
• Increased storm damage as natural buffers are stripped away.
• Permanent geomorphological changes that are hard to reverse.
As Siringan and others observed:
“Even if mining stops today, it can take decades—if at all—for the beaches to recover.”

✅ 5. Siringan’s Recommendations to Prevent Erosion from Sand Mining
🔹 Ban sand extraction directly from beaches and their nearshore zones.
🔹 Prohibit offshore dredging near sediment-starved coasts.
🔹 Use sediment budget studies and shoreline change maps before any extraction is approved.
🔹 Restore reefs and mangroves to help retain sediments and reduce wave energy.
🔹 Engage local communities in monitoring and beach profiling to detect early signs of erosion.
