Luz del Carmen Ibáñez Carranza, a Peruvian judge serving at the International Criminal Court (ICC), has spoken out about the impact of US sanctions imposed on her, saying the travel restrictions — which extend to immediate family members — have prevented her daughters from attending academic and professional conferences in the United States.
Ibáñez Carranza was among ICC judges sanctioned by Washington in response to the court’s actions in politically sensitive cases. Beyond the personal consequences, she has remained a central figure in major international rulings. She is the ICC judge who presided over the Appeals Chamber that rejected former Philippine president Rodrigo Duterte’s request for interim release, affirming that he should remain in ICC custody as proceedings over alleged crimes linked to his anti-drug campaign continue.
