The RP-Mission and Development Foundation Inc. (RPMD) recently conducted the "Boses ng Bayan" performance survey, focusing on members of the House of Representatives from the Bicol Region. This independent and non-commissioned study reveals that Joey Salceda of Albay stands out with a remarkable performance score of 91.6%, earning him the position of the top-performing Representative in the region.
According to statistical analysis, Wowo Fortes of Sorsogon and Tsuyoshi Anthony Horibata of Camarines Sur, who received performance scores of 90.7% and 90.9%, respectively, closely match Salceda's performance. The survey emphasizes these representatives' competitiveness and outstanding achievements within their constituencies.
Marie Bernadette Escudero from Sorsogon, who scored 88.3%, along with Edcel Lagman from Albay with 87.5%, and Luis Raymund Villafuerte from Camarines Sur with 87.2%, share the second position in the rankings.
In the third rank, Gabriel Bordado Jr. from Camarines Sur earned an assessment score of 84.3%. Following closely, Olga Kho from Masbate and Miguel Luis Villafuerte from Camarines Sur are in the fourth rank with scores of 81.6% and 81.2%, respectively. Arnie Fuentebella of Camarines Sur and Rosemarie Panotes of Camarines Norte, with scores of 76.5% and 78.7%, respectively, are in fifth place.
In the subsequent positions, Rircardo Kho and Wilton Kho, both from Masbate, are ranked 6th with 74.3% and 73.8%. Fernando Cabredo of Albay ranks 7th with 71.6%. Josefina Tallado of Camarines Norte and Eulogio Rodriguez of Catanduanes scored 67.7%, tying them for eighth place.
Dr. Paul Martinez of the RP-Mission and Development Foundation Inc. (RPMD) elucidated the specific survey parameters utilized to evaluate the performance of the members of the House of Representatives, as well as their respective constituents. According to Dr. Martinez, the assessment criteria were methodically framed around three key areas: district representation, legislative performance, and constituent service. These dimensions were carefully chosen to provide an accurate and comprehensive understanding of the representatives' effectiveness in fulfilling their roles and responsibilities.
The "Public Satisfaction Survey for the House of Representatives" for the Bicol Region is a part of the nationwide "Boses ng Bayan" survey that the RPMD carried out between June 25 and July 5, 2023. The survey spanned all districts in every region and involved 10,000 registered voters. The selection of respondents was randomized, with the number from each district being proportional to the official voter population data. Maintaining a 95% confidence level, the survey presents a sampling margin of error at Β±1 percent.
