MANILA, 8 October 2025 โ The Bangsamoro peace process remains strong and continues to move at an accelerated pace as the Marcos Jr. administration upholds its unwavering commitment to sustaining and building on the gains of peace in the region.
โAs the Presidential Peace Adviser, I would like to reassure our fellow Filipinos that the Marcos Jr. administration stands firm in its commitments to the Bangsamoro peace process,โ Presidential Peace Adviser Secretary Carlito G. Galvez, Jr. said during a media briefing on Wednesday, Oct 8.
According to Galvez, all joint peace mechanisms of the Government of the Philippines and the Moro Islamic Liberation Front (M**F) remain fully engaged in fulfilling the deliverables of the Comprehensive Agreement on the Bangsamoro (CAB) in both letter and spirit, ensuring that the dividends of peace and inclusive development reach every Bangsamoro community.
โBoth the National Government and the M**F remain committed to peace and inclusive development for Bangsamoro citizens, as enshrined in the letter and spirit of the Bangsamoro Peace Accord,โ he stressed.
Galvez said these joint peace mechanisms continue to carry out their work amidst challenges in implementation.
โTuloy-tuloy pa rin ang implementation ng peace process. Nandun pa โyung different mechanisms. They continue their work in cordial coordination with the M**F,โ he said.
These mechanisms include the Joint Normalization Committee, Joint Task Force Camps Transformation, Task Force Decommissioned Combatants and Communities, and Joint Peace and Security Teams.
Former Moro front commander granted amnesty
Under the national governmentโs amnesty program, Galvez bared that an M**F front commander was recently granted amnesty by Malacaรฑang.
Member of Parliament (MP) Basit Abas, formerly known as M**F Northeastern Mindanao Front Commander Jannati Mimbantas, is now serving as a member of the Bangsamoro Parliament.
Galvez said that it has also granted amnesty to eight former members of the Communist Party of the Philippines-New Peoplesโ Army-National Democratic Front.
He said that the National Amnesty Commission is ensuring that all applications it has received shall undergo a thorough vetting process to ensure impartiality and fairness in the granting of amnesty.
Presidential Assistant for the Bangsamoro Transformation Cluster David B. Diciano, who joined Galvez during the briefing, also called on amnesty applicants to file their applications as soon as possible with the Local Amnesty Boards across the country.
Diciano said the application for amnesty will end in March 2026.
The granting of amnesty is among the main confidence-building measures under the Normalization Program under the CAB, Local Peace Engagement (LPE) framework, Transformation Program for MNLF members, Clarificatory Implementing Document signed between the government and the RPMP-RPA-ABB or KAPATIRAN, as well as the National Task Force for Ending Local Communist Armed Conflict.
Peace starts in the classroom
Galvez also announced the recent signing of a Memorandum of Agreement in September between the OPAPRU, Commission on Higher Education, Department of Education, and Technical Education and Skills Development Authority to mainstream and integrate peace education across all levels of the national curriculum.
He said that the use of a peace lens should be cultivated in classrooms, noting that peace should be at the center of everything that students do.
โSa lahat ng ginawa natin, what is the implication to peace? Ibig sabihin sa lahat ng ginagawa ng mga estudyante, dapat may peace lens. Ano ang added value nito sa peace, sa peace and order?โ Galvez asked.
The peace adviser emphasized that developing emotional intelligence among students at an early age is crucial, as it helps prevent bullying and other forms of harassment or violence, and fosters a culture of empathy and respect in schools.
