⟋ Thunderstorms, roughly an 80% chance of rain, and winds at 10 to 15 km/h are expected throughout Monday to Wednesday this week.

⟋ Scattered thunderstorms are possible by nighttime on Monday while rainy showers are possible on Tuesday and Wednesday evening.

𝗡𝗘𝗪𝗦 | Beat the Lines: New Vending Machine arrives

While students wait in line at the Finance department to settle their accounts, a new Grab N Go Bar smart vending machine was introduced on the ground floor of the College of Management and Accountancy (CMA) building on August 12, with the goal to bring convenience, especially for those in queue.

General Service Department (GSD) stated that the machine is owned by a monthly tenant. From the price range of 50 pesos to 150 pesos, the automat offers a variety of choices of drinks, candy bars, snacks, and a meal.

The vending machine is well-situated in that it is located to easily access refreshments and snacks, so as to minimize the need for students, parents, and visitors from having to leave the line at the CMA hallway to grab a snack during an often-lengthy wait.

There are still no immediate plans to expand the initiative or install additional machines in different areas of the campus.

While many commend the initiative towards convenience, students from different departments expressed their concerns about the price range of the goods. “It is a bit more pricey compared sa food na nasa SP and the riverside cafeteria. But there’s a positive side pa rin naman,” from a 2nd year nursing student at University of Pangasinan.

“Convenient naman tapos if you want something new sa taste mo, mayroon silang ibang products that cannot be found sa SP and RS,” she added.

A 2nd year political science student also shared her thoughts. “Okay siya. Para may other options ng foods aside sa student plaza.”

While it cannot replace the busy and vibrant atmosphere of the student plaza, this initiative may serve as a pilot program for reconciling convenience, accommodating diverse tenants, and campus innovation.

𝗡𝗘𝗪𝗦 | CE builders rise at NCES Quiz Reg‘l Eliminations, bag championship tilt

Romnick Lord Ramos, fourth year civil engineering (CE) student of PHINMA University of Pangasinan (UPang), emerged as champion during the National Civil Engineering Students' (NCES) Quiz Regional Elimination held at the Pangasinan Fourth District Engineering Office of Department of Public Works and Highways (DPWH) , Sta. Barbara, Pangasinan, attended by various schools across the region on Saturday, August 23, 2025.

Meanwhile, Prince Lorenz Tugade and Ericson Abalos also fourth year CE students from PHINMA UPang participated on the said competition.

Guiding the team are their coaches Engr. Glenn P. Paragas and Engr. Ralph Dave Aquino.

"We are humble yet proud to say that our quizzers already have the strong foundation na na-acquire nila all throughout their college journey with the help of their subject teachers." Engr. Paragas said in his message via messenger, also extending its gratitude to the support of Philippine Institute of Civil Engineers (PICE) - PHINMA UPang Student Chapter officers and to the whole CE community.

Ramos will advance to the next stage of the competition which is the National Civil Engineering Quiz to be held next year, January, with the specific venue yet to be announced.

𝗡𝗘𝗪𝗦 | Path to Chivalry: CCJE Knights commence 2025 General Assembly

With a vision of nurturing commitment, knowledge, and dignity, the College of Criminology and Justice Education Student Council (CCJESC) brought together students for the 2025 General Assembly at the University of Pangasinan (UPang) Gymnasium on August 22.

CCJE cadets from the 2nd, 3rd, and 4th years were accompanied by teachers, staff, parents, and visitors as they enjoyed the event celebrating their hard work and preparing them for what is yet to come.

Dr. Raymunda R. Moreno, the CCJE Dean, declared that all the CCJE students are gathered for the event not just as students of criminology but as future guardians of justice, peace, and order in the society and talked about three pillars that are crucial for each student: 𝗗𝗶𝘀𝗰𝗶𝗽𝗹𝗶𝗻𝗲, 𝗚𝗼𝗼𝗱 𝗖𝗵𝗮𝗿𝗮𝗰𝘁𝗲𝗿, 𝗮𝗻𝗱 𝗟𝗼𝘃𝗲 𝗼𝗳 𝗖𝗼𝘂𝗻𝘁𝗿𝘆.

"In criminology, discipline is not just about following rules; it is about internalizing them. It is about doing what is right even when no one is watching you. It is about punctuality in your duties and your responsibilities as criminology students. It is about thoroughness in your studies, integrity, and in your actions. Remember, UPang CCJE, as future law enforcers, your ability to maintain discipline will directly impact your effectiveness and credibility," Dr. Moreno shared.

In continuation, Dr. Moreno stated that criminology is a field where ethics are constantly challenged and that good character means having a strong moral compass and being honest in every dealing, along with empathy, respect, and commitment to the law. Lastly, one of PHINMA Education Network (PEN) Values, Patriotism, reflects on criminologists, as it's their duty to serve and protect fellow Filipinos and ensure that justice prevails in the nation.

Subsequently, Ms. Shaireen S. Lagaylay, CCJE Program Head and Officer-in-Charge (OIC) Dean, then introduced the faculty, and student council officers and began the presentation of the correct uniform for the students.

Ms. Catherine R. Garcia, the Chief Operating Officer, imparted an inspirational message to the students. "When you are at PHINMA UPang, you're not just together with 30,000 students; you're also one with the 163,000 students across the PHINMA Network, both in the Philippines and Indonesia and soon to be Vietnam. You belong to the team not only showing the numbers but also our academic excellence. I hope that in the coming years, kayo po ang kikilalanin nating board passers and topnotchers ng CCJE."

The CCJE Student Council revealed the past activities that the CCJE has helped with, noting the National Citizens' Movement for Free Elections (NAMFREL) 2025, LEAD Camp, Brigada Eskwela, First Week Hi (FWH) 1.0 and 2.0, ZUMBAYANIHAN, and the 100th Foundation Day Celebration (FDC).

CCJE students are advised to engage and wait for the present and future plans of their department: CCJE Festival, Success Ladder 2025, FDC, Lamparaan, and more to come.

𝗡𝗘𝗪𝗦 | Global Youth Summit 2025: Empowering Voices of Next Generation

More than 200 student leaders, youth organizations, and advocates gathered at SM Center Dagupan on August 22, 2025, for the Dagupan leg of the Global Youth Summit (GYS) 2025—part of a nationwide initiative that brings discussions on the Sustainable Development Goals (SDGs) closer to the Filipino youth.

Now in its 13th year, GYS is a celebration of youth potential that engages and inspires the world’s future leaders. The summit aimed to equip young people with knowledge and inspiration to take on leadership roles in health, education, environmental sustainability, and entrepreneurship. It is organized in collaboration with the Global Peace Foundation and SM Cares.

Ms. Eileen V. De Los Santos, Mall Manager of SM Center Dagupan, encouraged the youth to use their passion to create meaningful change. “Because the truth is, success should serve people and the planet. I strongly believe that youth can make it happen because you’re not here just to be inspired. You’re here to become an inspiration,” she told the participants.

Dagupan City Vice Mayor Dean Bryan L. Kua also graced the summit, underscoring the vital role of the youth in shaping the future. “Nananatili ang aking paniniwala na ang tunay na pag-unlad ay nagsisimula sa pagpapalakas ng ating kabataan,” he emphasized in his message.

The summit’s plenary sessions spotlighted key Sustainable Development Goals (SDGs), beginning with SDG 3: Health and Well-being. Dr. Racki Senin Ogoy, Medical Officer III of the Provincial Hospital Management Service Office, opened the discussions by challenging the youth to become champions of accessible and quality healthcare. “Let us shift the mindset of your generation from, ‘I don’t feel about this’ to ‘I, we will conquer this,’ as we work hand-in-hand to keep our world happy, healthy, and resilient,” she urged.

This was followed by a session on SDG 4: Quality Education, led by Mr. Nicanor Germono Jr., Lecturer on Pangasinan Studies and Local Governance at Pangasinan Polytechnic College. He emphasized the role of young people as partners in shaping the future of education. “Young people are not just recipients of education; you are co-creators. Your energy, creativity, and passion are the driving forces behind a vibrant campus life,” he told the participants.

Rounding out the discussions was SDG 6: Clean Water and Sanitation, presented by Mr. Albino P. Ancheta, Project Development Officer II of the Provincial Environment and Natural Resources Office (PENRO) of Pangasinan. He called on the youth to transform global goals into local action. “That vision begins with you. That change begins with us, together. Let us make Clean Water and Sanitation for all not just a global dream, but a local reality,” he said.

Beyond the SDGs, the summit also spotlighted entrepreneurship and innovation through an MSME talk delivered by Ms. Clarissa Leizel T. Yalong, owner of Kappuru Pangasinan. Sharing her journey as a young entrepreneur, she encouraged participants to embrace resilience in pursuing their goals. “To end, I want to remind everyone that success is not instant. It requires patience, consistency, and the willingness to learn. Challenges will always be there, but what matters most is how we face them and what we become after overcoming them,” she reminded the youth.

Adding color to the event was a special intermission performance by Idelfa May Songcuan and Jellycris France Andaya, students from the University of Pangasinan (UPang), who showcased the creativity and artistry of Pangasinense youth. The summit concluded with an engaging Q&A panel session.

Through inspiring talks and interactive exchanges, the GYS 2025–Dagupan leg affirmed its vision that empowering the youth today is key to creating a healthier, sustainable, and inclusive future.

As of 5:00 p.m. on August 22, 2025, Tropical Depression Isang was last tracked in the vicinity of Aglipay, Quirino, moving west-northwest at 15 km/h after slightly slowing down. The system is packing maximum sustained winds of 55 km/h near its center and gusts reaching 90 km/h.

The Philippine weather bureau raised Tropical Cyclone Wind Signal (TCWS) No. 1 in several Northern and Central Luzon provinces, including Cagayan, Isabela, Quirino, Nueva Vizcaya, Apayao, Kalinga, Abra, Mountain Province, Ifugao, Benguet, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Aurora, and the northern portion of Nueva Ecija. Areas under this warning may experience light to moderate damage from strong winds, particularly in exposed and coastal locations.

Aside from winds, residents are warned of heavy rains that may trigger flooding and landslides in susceptible communities across Northern and Central Luzon. The enhanced Southwest Monsoon (Habagat) is also expected to bring gusty weather in Zambales, Bataan, Metro Manila, CALABARZON, MIMAROPA, Bicol, Western and Central Visayas, Dinagat Islands, Southern Leyte, Surigao del Norte, and Camiguin.

In terms of sea conditions, rough waters up to 3.0 meters are expected along the seaboards of Batanes and Cagayan, while moderate seas will prevail off Isabela, Ilocos Norte, Ilocos Sur, Aurora, and Zambales. Small boats and motorized bancas are strongly discouraged from venturing out due to risky sailing conditions.

Tropical Depression Isang is projected to cross Northern Luzon tonight before emerging over the West Philippine Sea by tomorrow, August 23. Forecasters expect it to strengthen into a tropical storm once it reaches open waters, with a possibility of further intensification as it moves toward the South China Sea near Hainan.

Disaster officials are urging local governments to prepare for possible evacuations in flood- and landslide-prone areas. Communities are advised to monitor local announcements, follow safety protocols, and remain vigilant as the weather system continues to affect the region.
