Core Knowledge You MUST Master (as a future 3/O)

These are the main responsibilities of a Third Officer, especially on bulk carriers:



🧭 Navigation & Watchkeeping
• COLREGs (non-negotiable)
• Radar & ARPA basics
• ECDIS (route monitoring, alarms, safety settings)
• Bridge watch routines
0800–1200 / 2000–2400 (varies by vessel)

🎯 You are mainly a WATCHKEEPING OFFICER
Safe navigation is always your first priority.



🕒 Overtime Duties
• 1300–1500
• Safety rounds & inspections
• LSA / FFA checks
• Deck maintenance assistance
• PMS, checklists & records (as assigned)



🔥 Safety Duties (VERY IMPORTANT)

On most ships:
• Chief Officer = Safety Officer
• Third Officer = Assistant Safety Officer

You must know:
• Firefighting systems (CO₂, foam, hydrants)
• Lifesaving appliances (LSA & FFA)
• Muster list & emergency roles
• Fire drills & abandon ship drills
• ISM Code & basic ISPS awareness



📋 Port & Documentation Duties

Often handled or assisted by the 3/O:
• Port arrival & departure documents
• Checklists & forms
• Supporting Master & C/O during port stay
• Liaising with deck records when required



📡 GMDSS Duties
• On some vessels, the 3/O is also the GMDSS Officer
• Equipment checks & tests
• Log entries & maintenance reporting



⚓ Seamanship & Deck Work
• Mooring operations
• Anchoring procedures
• Rigging pilot & accommodation ladders
• Cargo watch during loading/discharging

Bulk carrier–specific:
• Hatch cover safety
• Enclosed space / hold entry procedures
• Cargo dust, grabs & spillage awareness

PH’s Worst Sea Mishaps (Past Decades)

The Philippines has suffered several major maritime disasters over the years, claiming thousands of lives:
• M/V Doña Paz (Dec 20, 1987): The deadliest sea disaster in Philippine history. After colliding with an oil tanker near Tablas Strait, the vessel caught fire, killing over 1,800 officially—with unofficial estimates reaching 4,000. Only 26 survived.
• M/V Doña Marilyn (Oct 24, 1988): Sank between Cebu and Masbate, resulting in over 250 deaths.
• M/V Princess of the Orient (Sept 18, 1998): Sank near Fortune Island, Batangas, leaving 70 dead and 80 missing.
• M/V Princess of the Stars (June 21, 2008): Sank off Sibuyan Island, Romblon, causing 473 deaths and 605 missing.

A yacht caught fire near Tingloy Island, Batangas, but all 7 crew members were safely rescued by the Philippine Coast Guard. No injuries were reported. The fire reportedly started in the engine room, possibly due to an electrical issue. The yacht was en route to Nasugbu for a competition.
