LEGENDARY LENSMEN. Romualdez to new lawmakers: “With you, the 20th Congress can be even better”

MORE than 60 first-term lawmakers gathered on Tuesday evening as reelected Leyte Rep. Ferdinand Martin G. Romualdez, the Speaker of the 19th Congress, challenged them to exceed the accomplishments of the 19th Congress and deliver even more meaningful reforms in the 20th.

The event, held at Imelda Hall in the Aguado Residence in Malacañang, capped the second batch of the three-day Executive Course on Legislation for neophyte members of the House of Representatives organized by the House Secretariat in partnership with the University of the Philippines – National College of Public Administration and Governance (UP-NCPAG).

The training ended with a fellowship dinner and a call to action from Rep. Romualdez, Lakas-Christian Muslim Democrats (CMD), urging these new lawmakers to aid in exceeding the accomplishments of the 19th Congress.

“We wound up the 19th Congress as a very, very productive one,” Rep. Romualdez, a lawyer from the University of the Philippines (UP), told the attendees, referring to the House’s record of passing 61 out of the 64 priority measures identified as the Common Legislative Agenda (CLA) by the Legislative-Executive Development Advisory Council (LEDAC) during the recently concluded 19th Congress.

The 19th Congress House members filed a total of 11,557 bills and 2,393 resolutions; passed 1,565 measures; enacted 287 national and local laws; and processed an average of 29 measures per day in 188 session days.

“Many say, and I tend to agree with them, that it was the most productive and most hard-working Congress in recent memory,” he added.

“But I’m not going to leave it there,” Rep. Romualdez continued. “Because I think the 20th Congress may just live up to be the better one – with you there.”

Rep. Romualdez remarks served as both an affirmation of their role and a call for responsibility, as he emphasized that the effectiveness of Congress depends on how well its members rise to the challenge of public service.

He stressed that while the 19th Congress had proven the House’s capacity for collaboration and reform, the incoming batch of lawmakers has the opportunity to infuse governance with new energy, ideas and urgency.

Rep. Romualdez noted that the intensive workshop was meant to equip the new lawmakers with tools to navigate the institution and contribute early to legislative work.

The course covered key areas including the legislative process, committee work, budgeting, parliamentary rules and ethics in public service.

In his message, Rep. Romualdez also reminded them that legislative work goes beyond drafting bills or attending sessions.

“The House isn’t just about passing laws – it’s about listening, serving and lifting people up,” he said. “With your passion, drive and fresh perspectives, I truly believe we can make this 20th Congress the most dynamic yet.”

Throughout the evening, lawmakers shared insights from their training and discussed how they could align their legislative priorities with the national development agenda, particularly the Bagong Pilipinas vision of President Marcos.

Rep. Romualdez ended his remarks on a hopeful note, reaffirming his confidence in the collective strength of the new Congress.

“With you, the 20th Congress can be even better,” Rep. Romualdez said.

Rep. Romualdez was joined by Quezon Rep. David “Jay-jay” Suarez of Quezon, former Senior Deputy Speaker Aurelio “Dong” Gonzales Jr. of Pampanga, Manila Rep. Joel Chua, Davao de Oro Rep. Maricar Zamora, House Secretary General Reginald “Reggie” S. Velasco, Deputy Secretary General Sofonias “Ponyong” P. Gabonada, and Deputy Secretary General for Legislative Operations Department lawyer David Robert Amorin.

Some of the leaders of Young Guns who joined the fellowship dinner include Reps. Paolo Ortega V of La Union, Jay Khonghun of Zambales, Rodge Gutierrez of 1-Rider Party-list, Ernix Dionisio of Manila, and Lordan Suan of Cagayan de Oro City.

Speaker Romualdez also recognized the presence of the so-called House Hotshots or the rising young leaders in the House of Representatives that include Reps. Andrew Julian K. Benjie Paras to lead Philippine Youth Basketball Championship (PYBC) as Commissioner

BASKETBALL legend Benjie Paras will be heading the country’s future stars of the sport, as he is set to serve as the commissioner of the Philippine Youth Basketball Championship (PYBC).

Together with Deputy Commissioner, WMBPL Champion Coach Paolo Layug, and Tournament Director, Momentum PH founder Carl Villanueva, Paras is set to oversee the newest grassroots league which focuses on combining top-notch action and analytics.

“Having PYBC will help players to expose their talent and skills, and not just wait for coaches to find and discover them,” said the 4-time PBA Champion, who first made his mark with San Beda High School after being discovered while playing street hoops.

“Coaches from schools will have easy access to watch them, recruit them, and this may even come with more accessibility as their profiles will be readily available in social media,” added the 1989 PBA Draft 1st overall pick, who is also the only player in the PBA to win the Rookie of the Year and the Most Valuable Player award in a single season.

The PYBC’s goal is to be the youth’s premier and go-to platform for their development, and to do this, it is committing to deliver a program backed by structured competition that is complemented by digital solutions.

“In today’s technology, this is what players need. Data and analytics help players to work harder, play harder, and also build their confidence,” said Paras.

To commit to this, the PYBC will be providing teams with halftime analysis for team performance evaluation, post-game performance reports with detailed analysis, statistical review of player performance, strengths, and growth areas, and advanced analytics and performance metrics.

Another highlight of the league is its focus on being the pioneer of using player ranking per age group in the country, and the league will utilize this by adopting a system that is both used in the US and Europe.

“Ever since I started following grassroots basketball programs in the US and Europe, I’ve been inspired by how they use structure, data, and technology to guide player development,” shared Tournament Director Villanueva.

A former player himself, Villanueva believes that data and statistics can help provide players with a clear path to further improvement.

“Our vision has always been to mirror that kind of system here in the Philippines — not just to organize games, but to build a platform that truly helps young players grow. Through tools like player rankings and performance analytics, we’re able to give kids clear, objective feedback on their strengths and areas they need to improve,” he said.

“But more than just numbers, this system promotes accountability and direction. It shifts the mindset from just ‘playing to win’ to ‘playing to improve.’ It also helps coaches, parents, and the players themselves see progress in a measurable way.”

“At the end of the day, our goal is to provide an environment where kids not only compete, but evolve — mentally, physically, and skill-wise. Technology makes that vision possible. It’s a game-changer for the grassroots level, and we’re proud we’re bringing that kind of innovation to PYBC,” he added.

The inaugural season of the PYBC will run from August 2025 until June 2026, and it will feature two conferences with rotating age divisions under a single round-robin format.

The PYBC’s inaugural conference opens in August and ends in October, and it is set to feature 11-Under (Born 2014), 13-Under (Born 2012), and 15-Under (Born 2010) divisions.

After the single-round eliminations, participating teams will advance into the quarterfinals, winning teams will enter the knockout semifinals, and eventually the Best-of-3 Finals.
