READ: President Ferdinand Marcos Jr. has issued an executive order abolishing the Office of the Presidential Adviser on Military and Police Affairs (OPAMPA).

Signed on July 11, Executive Order No. 89 officially dissolves the mentioned office and transfers its functions to agencies including the Office of the Executive Secretary, Department of National Defense, National Security Council, Philippine National Police, and National Police Commission.

Under the order, Marcos cited the administration’s push for streamlining and rightsizing, saying the Office of the President no longer needs a separate office to handle military and police matters.

All records, resources, and properties of the OPAMPA are to be turned over to the Office of the Deputy Executive Secretary for Support Services and Auxiliaries.

Originally formed in 1993 to streamline police and military coordination under the Office of the President, the OPAMPA was previously placed under the Special Assistant to the President through Marcos’ first executive order in 2022.

NATIONAL UPDATE: The Office of the Ombudsman has ordered the filing of graft and falsification charges against former Department of Education (DepEd) Secretary Leonor Briones and other related officials over the controversial procurement of Php 2.4 billion worth of outdated laptops for distance learning in 2021.

In a resolution dated July 4, the Ombudsman recommended the filing of the aforementioned complaints against Briones, former Department of Budget and Management Procurement Service chief Lloyd Christopher Lao, and other DepEd officials.

In 2022, the Commission on Audit flagged the DepEd’s procurement of Php 2.4 billion worth of laptops for public school teachers, which are allegedly outdated and overpriced. This prompted the Senate Blue Ribbon Committee to launch an investigation which revealed irregularities in the bidding and procurement process.

READ: Senator Alan Peter Cayetano has filed a resolution today, June 10, seeking the Senate to negotiate the house arrest of former president Rodrigo Duterte.

In the resolution, he called the government to pursue Duterte's interim release, citing his fragile health condition and old age as grounds. Cayetano argued that it would be “[the height of injustice] to allow the former President […] to spend his twilight years far from not only home, but also his family and friends.”

Cayetano also proposed appealing before the International Criminal Court to allow Duterte’s house arrest or a similar arrangement under the custody of the Philippine embassy in The Hague, Netherlands.

This comes after Australia declined a petition from Duterte’s camp to host him for interim release in an undisclosed country.

INTERNATIONAL UPDATE: The Department of Migrant Workers (DMW) has confirmed the rescue of five Filipino crew members who were aboard Eternity C. The vessel sank after being attacked by Yemeni Houthi rebels in the Red Sea on July 7 and 8.

Rescue efforts are ongoing for the other crew members who remain missing after the assault.

Maritime security sources said the attack involved sea drones, speedboats, and grenades, forcing the crew to abandon ship. Yemen’s Houthi group later claimed responsibility and said it had rescued some of the crew, taking them to a “safe location.”

Meanwhile, a separate Houthi attack on MV Magic Seas, which carried 17 Filipino crew members, ended without casualties. All have been accounted for, and are set for repatriation, the DMW added.

Philippine officials are currently coordinating with the families of affected seafarers as the search continues. Moreover, the DMW reminded Filipino seafarers about their rights to refuse sailing through the Red Sea and the Gulf of Aden.
