DIPOLOG CITY (October 10, 2025) --- Governor Darel Dexter T. Uy, accompanied by key officials from the Office of Civil Defense (OCD-IX) and the Provincial Government, conducted an aerial survey to assess the extent of damage caused by continuous rains over the past several days in the municipalities of Gutalac, Baliguian, Siocon, Sirawai, and Sibuco.

Joining the governor were OCD-IX Regional Director Atty. Ruel S. Halanes; OCD Operations Section Chief Al-Emran Asani; PDRRMO Head Atty. Arvin L. Bonbon; OIC Provincial Engineer Lane John Lim; Acting Provincial Agriculturist Armie A. Bergado; Acting PSWDO Hanna Lou G. Mandantes; and Samuel Amatong of the Provincial Information Center.

The aerial assessment was initiated by the provincial government to determine the severity of weather-related impacts and identify urgent areas for intervention. Fortunately, the survey revealed no large-scale destruction in the affected municipalities. However, several areas were noted to have experienced substantial flooding and multiple landslides, which have already prompted responses from local government units (LGUs), Municipal Disaster Risk Reduction and Management Offices (MDRRMOs), and engineering teams.

Governor Uy had earlier ordered the deployment of a Rapid Damage Assessment and Needs Analysis (RDANA) team composed of personnel from the PDRRMO, PSWDO, and OPAg to the Triple SB and Gutalac areas to consolidate data and validate field reports from affected communities. One of the most severely impacted areas is the road from Barangay San Isidro to Sas Road, Pitawe, Matunoy, San Vicente, Salvador, Sibalic, Imelda, and Panganuran in Gutalac, where road access has become extremely difficult due to landslides, flooding, and road collapses.

Evacuations were also carried out in Barangays Matunoy and Salvador in Gutalac, with the local MDRRMO, Bureau of Fire Protection (BFP), and Philippine National Police (PNP) facilitating the safe transfer of residents to evacuation centers.

Landslides have also been reported in Barangay Mamad, Sitio Brazil, Barangay Tanawan, and various other locations in Baliguian. Flooding in parts of Siocon and Baliguian has displaced residents and damaged properties.

In response, the Provincial Engineering Office (PEO), through Engr. Lane John Lim, has coordinated with its sub-office in Siocon to dispatch heavy equipment, including backhoes and graders, to begin debris-clearing operations.

As of this report, road clearing and rehabilitation efforts are ongoing, with the gradual restoration of accessibility in affected areas. The provincial government continues to monitor the situation closely and assures the public of continued support and a prompt response to affected communities. ---end---

No. ZN-25-222, kon “An Ordinance Institutionalizing the Provincial Scholarship and Educational Assistance (PSEdA) Program of Zamboanga del Norte for the Poor and Deserving Students.”

(PIC-mgp)
