SALUG, ZAMBOANGA DEL NORTE (July 22, 2025 โ€” As part of the 51st Nutrition Month celebration and in support of Governor Darel Dexter Uyโ€™s health agenda, the Municipality of Salug held its second round of medical and dental outreach on July 22, 2025, in Barangay Caracol.

The activity, led by Mayor Ruth Brillantes in collaboration with the Provincial Health Office (PHO) and the Salug Rural Health Unit (RHU), aimed to deliver free health services to residents in remote communities.

A total of 458 services were provided to 370 individuals of all ages. Medical consultations and free medicines were given to 2 infants aged 0 to 1, 19 children aged 2 to 5, 45 children aged 6 to 11, 52 young adults aged 12 to 18, 101 adults aged 19 to 59, and 16 senior citizens aged 60 and above.

Dental services, mostly tooth extractions, were availed by 23 children aged 6 to 11, 48 young adults aged 12 to 18, 37 adults aged 19 to 59, and 14 senior citizens aged 60 and above.

In addition, 13 boys underwent circumcision. Laboratory services included 24 urinalysis tests, 24 Urine Albumin Creatinine Ratio (UACR) tests, and 40 X-ray procedures.

"Bringing healthcare services closer to our people, especially in remote barangays, is a top priority," Mayor Brillantes said. "This program is a reflection of our continued effort to care for every Salug resident."

Similar medical missions are scheduled in Barangay Poblacion on July 24 and Barangay Canawan on July 28. Local officials and healthcare workers continue to work together to ensure that essential medical services remain accessible to all, in line with the goals of Nutrition Month. (REY GARCIA)

Gibatbat ni Mayor Adasa sa iyang SOMA ang daghang mga natapos nga mga proyekto sa lungsod nga gisuportahan sa mga nagkalain-laing pribadong kompanya, lakip na ang lokal ug nasyonal nga ahensya sa gobyerno. DAPITAN CITY, JULY 22, 2025 โ€” In celebration of the 47th National Disability Rights Week, the City Government of Dapitan, through the City Social Welfare and Development Office (CSWDO) and in partnership with the Persons with Disability Affairs Office (PDAO), held a commemorative program at the Dapitan City Cultural Center with the theme: โ€œInnovation for Inclusion: Building Inclusive Communities Together.โ€

Highlighting the event was the announcement of the Quarterly Honorarium Project for 50 barangay-level presidents of Persons with Disabilities (PWDs), a first-of-its-kind initiative in the city. Under the program, each PWD president will receive โ‚ฑ500 per quarter, amounting to a total annual honorarium of โ‚ฑ100,000, to be disbursed across four quarters. The fund will be sourced from the cityโ€™s General Fund.
Dapitan City Mayor Evelyn T. Uy, who delivered an inspirational message during the event, emphasized the cityโ€™s commitment to inclusive governance. She noted that the program aims to recognize the contributions of PWD leaders and support their continued service in their communities.

โ€œThis is a meaningful step toward acknowledging the leadership and efforts of our PWD presidents in all 50 barangays,โ€ Mayor Uy said.

CSWDO Officer Marilou Saldon-Sy expressed her heartfelt gratitude to Mayor Uy for approving the honorarium. โ€œFor many of our PWD leaders, this is the first time they will receive a quarterly allowance. It serves not just as financial aid but as a symbol of recognition,โ€ she said.

Serving as guest speaker was Ms. Elsie E. Rubio, SPED Teacher I and Inclusive Education Coordinator of the Department of Education. DIPOLOG CITY, July 22, 2025 โ€“ In a meaningful display of responsive and compassionate public service, the Provincial Government of Zamboanga del Norte (PGZN), through the initiative of Governor Darel Dexter Uy and the Provincial Social Welfare and Development Office (PSWDO), successfully facilitated the reunion of Ms. Analyn Capuno with her family in Zamboanga City today.

Ms. Capuno, 25 years old, was initially found wandering in Oroquieta City and was brought to Dipolog City under the assumption that she was a resident of Barangay Latabon, Siocon. She was referred to the Zamboanga del Norte Medical Center for medical evaluation prior to efforts to reunite her with her family.

However, during a follow-up assessment conducted by Social Welfare Officer Johanna Wong Lozada, it was discovered that Ms. Capuno is actually a resident of Barangay Tagasilay in Zamboanga City.

The initial confusion regarding her origin was due to her inability to provide consistent and accurate information, which is believed to be linked to her psychosocial condition. SWO Lozada, Womenโ€™s Welfare Program focal, conducted a thorough evaluation and noted that Ms. Capuno may have specific psychosocial needs that contributed to her disorientation and difficulty in communicating her identity and home address.

Through the instruction of Governor Darel, OIC-PSWDO Hannah Lou Gumapon-Mandantes, in close coordination with the CSWDO of Zamboanga City, facilitated the swift and safe reunion of Ms. Capuno and her mother, Ms. Lorna Capuno, a widow and solo parent of eight children, who had been desperately searching for her daughter for over two weeks since she went missing.

Ms. Lorna expressed her heartfelt gratitude to Gov. Darel Uy for really looking into her daughter's case and personally ensuring that her daughter would be brought back to her safely. She acknowledged the governorโ€™s genuine concern, which played a crucial role in bringing her daughter back home.

Following Analynโ€™s return, and upon recommendation of the Zamboanga del Norte PSWDO, her family, together with Brgy. Tagasilay Chairman Edwin Ibaรฑez, agreed to seek further medical and psychosocial support to address her needs. Additional assistance and benefits were also arranged for the Capuno family to aid in her ongoing care and recovery.

DIPOLOG CITY (July 22, 2025) โ€“ A Provincial Committee on Good Governance (PCGG) has been established by Zamboanga del Norte Governor Darel Dexter T. Uy and concurred by the Sangguniang Panlalawigan to conduct a comprehensive review and assessment of the programs, performance, and expenditures of previous administrations.

Created through Executive Order No. 4, signed on July 18, 2025, the PCGG is a temporary, fact-finding, and advisory body tasked with evaluating the current state of the provincial government. It will examine the accomplishments, efficiency, and integrity of past initiatives, reflecting the current administrationโ€™s commitment to transparency, accountability, and good governance.

Among its key responsibilities, the PCGG will assess the success and shortcomings of major government programs, review financial transactions for legal and procedural compliance, examine asset management, and evaluate personnel practices. It will also recommend strategies to enhance transparency, efficiency, and anti-corruption efforts across the provincial government.

To strengthen its mandate, the committee is authorized to establish Technical Working Groups (TWGs) composed of technical personnel and subject-matter experts. These groups will conduct in-depth investigations and analysis of records, transactions, and operations relevant to the review.

The Office of the Provincial Administrator will serve as the PCGGโ€™s secretariat, providing logistical, technical, and administrative support. It will also facilitate coordination with all concerned offices to ensure timely access to necessary data and documents.

All departments and offices under the Provincial Government of Zamboanga del Norte are mandated to fully cooperate with the PCGG and provide the information required for the review and assessment.

DIPOLOG CITY, (JULY 21, 2025) โ€” In a major step toward transforming communities through innovation, the Provincial Local Government of Zamboanga del Norte (PLGU-ZN) has formally partnered with the Department of Science and Technology Region IX (DOST-IX) to implement the Smart and Sustainable Communities Program (SSCP) across the entire province.

The agreement was formalized during a courtesy visit by DOST-IX OIC Regional Director Rosemarie S. Salazar to Governor Darel Dexter T. Uy at the Provincial Capitol in Dipolog City. The meeting highlighted the shared commitment between DOST-IX and the provincial government to foster development through science, technology, and innovation.

Governor Uy signed the โ€˜๐™ˆ๐™–๐™ฃ๐™ž๐™›๐™š๐™จ๐™ฉ๐™–๐™ฉ๐™ž๐™ค๐™ฃ ๐™ค๐™› ๐™„๐™ฃ๐™ฉ๐™š๐™ฃ๐™ฉโ€™, officially signaling the Provincial Governmentโ€™s full support and participation in the SSCP. This collaboration marks the beginning of a province-wide implementation strategy, expanding beyond earlier efforts in Dipolog and Dapitan Cities to include all municipalities and localities within Zamboanga del Norte.

It builds on the success of previous initiatives, such as the DOST-funded โ€œ๐™€๐™ญ๐™ฅ๐™ก๐™ค๐™ง๐™š ๐˜ฟ๐™ž๐™ฅ๐™ค๐™ก๐™ค๐™œโ€ mobile application developed during Gov. Uy's time as city mayor.

The SSCP is designed to integrate science and technology solutions into various aspects of community development. The program will focus on creating smarter systems in governance, mobility, healthcare, agriculture, local industries, and environmental management. Planned projects for Zamboanga del Norte include the establishment of a satellite calibration laboratory, a solid waste management initiative aligned with circular economy principles, assistance for micro, small, and medium enterprises, community-based livelihood support, and smart agriculture programs.

๐—”๐—ž๐—ฆ๐—ฌ๐—ข๐—ก ๐—”๐—š๐—”๐—— || Upon learning of a public report posted via PNN (Abiso Publiko), Governor Darel Uy, together with OIC-PSWDO Hannah Lou Gumapon-Mandantes and Social Worker Joanna Lozada of the Zamboanga del Norte PSWDO, immediately responded to the case of Ms. Annalyn Capino, a resident of Sitio Sicanan, Barangay Latabon, Siocon.

Ms. Capino was found aimlessly wandering the streets of Oroquieta City without a clear destination or purpose. Local barangay officials promptly ensured her safety and turned her over to the PSWDO of Misamis Occidental. She was then safely brought back to Dipolog City, Zamboanga del Norte for further assistance.

Governor Darel Uy directed OIC-PSWDO Mandantes to accompany Ms. Capino to the Zamboanga del Norte Medical Center for a medical evaluation and to facilitate efforts to reunite her with her family in Siocon.

TROPICAL Storm "Crising" has exited the Philippine Area of Responsibility (PAR) as of 10:00 AM today, July 19, 2025.

According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the storm continues to move west-northwest at a speed of 15 km/h.

It was last located 235 km west of Itbayat, Batanes, with maximum sustained winds of 100 km/h near the center and gusts reaching up to 125 km/h.

PAGASA reports that the storm has further intensified over open waters and is now classified as a "Severe Tropical Storm."

Although it is now outside the PAR, the stormโ€™s trough or outer rainbands may still affect some parts of the country.

Tropical Cyclone Wind Signal (TCWS) No. 2 remains in effect over Babuyan Island and the northwestern part of Ilocos Norte, while Signal No. 1 is still raised over the entire province of Cagayan.
