The Court of Appeals has found Philippine National Police (PNP) chief Gen. Nicolas Torre III and four other officers responsible for the disappearance of Bicol activist Felix Salaveria Jr.
In a 62-page ruling dated July 21, the CA’s former 13th Division concluded that Torre, who was then serving as director of the Criminal Investigation and Detection Group (CIDG), failed to exercise extraordinary diligence in investigating Salaveria’s case, a legal duty required under the writ of amparo.
Salaveria, 66, was abducted in broad daylight on August 28, 2024, just five days after his friend and fellow activist James Jazmines also went missing. Security footage showed Salaveria being forced into a gray van in Barangay Cobo, Tabaco City, Albay. The abductors remain unidentified.
Represented by the La Viña Zarate & Associates law firm, Salaveria’s daughters, Felicia and Gabreyel Ferrer, sought protection from the Supreme Court in November 2024. They petitioned for a writ of amparo and a writ of habeas data—legal remedies for victims or those threatened by enforced disappearances and privacy violations, respectively.
On January 13, the Supreme Court granted the writs and ordered the Court of Appeals to hold hearings and evaluate the case based on evidence.
After thorough review, the CA sided with Salaveria’s family, stating that PNP officials—led by Torre—failed to meet their legal responsibility to seriously and proactively investigate the disappearance.
This failure, the court said, made them accountable under the law for their inaction.
The decision casts a shadow over the leadership of Gen. Torre, who now faces questions about command responsibility and the PNP’s role in enforced disappearances.

Isa sa planong usisain ng magbabalik na quad committee (quadcom) sa House of Representatives sa 20th Congress ang posibleng koneksyon ng mga nawawalang sabungero at madugong war on drugs ni dating pangulo Rodrigo Duterte, ayon kay Bicol Saro Rep. Terry Ridon.

Sinabi ni Ridon na nais nilang imbestigahan kung totoo ang mga ulat na parehas na “kill team” ang pumaslang sa missing sabungeros at mga biktima ng drug war.

“We'd like to be able to see more details about it – the manner by which they undergo the killings for the sabungeros and the Duterte drug war,” dagdag niya sa panayam sa “The Morning Matters” ngayong Biyernes, August 1.

Siya ang chairperson ng committee on public accounts na isa sa apat na komite na bubuo sa quadcom 2.0, na kinabibilangan din committees on human rights, public order and safety, at dangerous drugs.

Sugatan ang magkapatid na 13-anyos na lalaki at 10-anyos na babae sa sunog na sumiklab sa residential area sa F. Bautista, Barangay Marulas, Valenzuela City, Huwebes ng gabi, ika-31 ng Hulyo, 2025.

Walong bahay ang natupok at walong pamilya ang apektado na katumbas ng 40 indibidwal.

Ayon sa Bureau of Fire Protection Valenzuela, bandang 11 pm ng Huwebes nagsimula ang sunog na itinaas sa ikalawang alarma ng 11:22 pm. Naging hamon sa mga bumbero ang makitid na daan sa lugar. May 45 na firetrucks ang rumesponde sa sunog.

Naideklara ang fireout ng 12:18 ng madaling araw ng Biyernes, ika-1 ng Agosto.

“Ito po ay nakatamo ng second degree burn at isa po ay minor injury po. ‘Yung isa 13 years old, ‘yung isa 10 years old,” sabi ni Fire Senior Inspector Jezreel Malapit, Operations Chief ng BFP-Valenzuela.

Halos isang milyong piso ang halaga ng pinsalang iniwan ng sunog.

Problemado ang mga nasunugan dahil hindi pa sila lubos na nakabangon mula sa baha.

“Ginising ako nung asawa ko makapal na ‘yung usok. Eh di lumabas na kami sa pinto, nakita ko ‘yung bata tumatalon na roon sa mismong bintana. Pumasok pa ako sa bahay namin, kumuha ako ng mga timba, pinilit pa rin naming buhusan nang buhusan, wala na,” sabi ni Jonathan Balolong, isa sa mga nasunugan.

“Naalimpungatan po ako, nakakaamoy po ako ng usok, tapos may sumisigaw na po na may sunog. Pagtingin ko po nasa likod na po namin ‘yung sunog, nanggaling po sa likod-bahay, lumikas na po kami agad wala na po kaming isinalba. Sunog po talaga lahat… tatanggapin na lang tsaka bawi na lang ulit,” sabi ng isa pang nasunugan na si Adonis Macedonio.

Ayon sa BFP, naiwang kandila ang tinitingnan nilang sanhi ng sunog.

“Mga bata po kasi ‘yung naiwan eh. Most likely po ay napaglaruan nila ‘yung mga kandila,” dagdag ni Fire Senior Inspector Malapit.

Inilikas muna sa barangay hall ng Barangay Marulas ang mga apektadong residente na binigyan ng paunang tulong ng City Social Welfare and Development Office
