House lead prosecutor Rep. Gerville Luistro said the Senate impeachment courtโ€™s revised voting threshold will have consequences for both the prosecution and defense in Vice President Sara Duterteโ€™s impeachment trial.

Regardless, we will be exerting the same amount of effort to present the case against the respondent Vice President in this impeachment trial.

He also pointed out na, if ever ma-lowered ang threshold for the conviction, nalo-lowered din naman ang threshold for the acquittal. So itโ€™s a two-way consequence for both the defense and the prosecution,โ€ Luistro said.

Luistro said the prosecution would nevertheless continue presenting its case against Duterte with the same effort, regardless of how the threshold is ultimately applied.

Former chief presidential legal counsel Salvador Panelo criticized the Senate impeachment courtโ€™s decision to overturn the earlier 16-vote conviction threshold in Vice President Sara Duterteโ€™s impeachment trial, saying the senator-judges openly violated the Constitution.

โ€œThe ginawa nila, talagang nakalulungkot. Isang trahedya na nilabag nila ang Saligang Batas nang lantaran,โ€ Panelo said.

โ€œThey voted in violation of an expressed language of the Constitution,โ€ saad ni Panelo.

Panelo argued that the senator-judges could not alter a requirement expressly provided under the Constitution, which he said may only be amended through constitutionally prescribed methods.

Actress Ynah Zimmerman shared a message for former President Rodrigo Duterte following his first public appearance in 18 months at the International Criminal Court (ICC) in The Hague. Duterte appeared in person during an ICC hearing on September 16, where judges heard arguments concerning his ability to stand trial.

In her message, Zimmerman acknowledged that Duterte appeared to have aged but said she believed the former president continued to have the support and affection of many Filipinos. โ€œThey may have taken him far from home, but they can never take him away from the hearts of millions of Filipinos,โ€ Zimmerman wrote. She also stressed that regardless of the accusations against him, Duterte remains entitled to dignity, due process, and a fair and impartial trial.

Zimmerman likewise expressed hope that Duterte would eventually return to the Philippines. Duterte was transferred to ICC custody in The Hague in March 2025 and is facing crimes-against-humanity charges related to his administrationโ€™s anti-drug campaign. His trial is currently scheduled to begin in November.

Former Executive Secretary Vic Rodriguez condemned the Senate impeachment courtโ€™s decision to lower the voting threshold for convicting Vice President Sara Duterte, accusing the 13 senator-judges who supported the move of violating their constitutional oath.

โ€œToday, we mark the death of our Constitutionโ€”not through martial law, a military junta, civil war, or foreign occupation, but through the ignorance and willful violation of the 13 senator-judges who reneged on their oath to do impartial justice according to the Constitution and the laws of the Philippines. The rule of law is dead.โ€
