The so called โNO PERMIT, NO EXAM POLICYโ has been a hot topic in schools across the world. The idea of it is simple: if a student doesnโt pay for his/her tuition he/she cannot take the examination. This may impose a sense of responsibility to pay for his/her education but, doesnโt violates the students right for education?
Some students are getting pulled out on their own classes because of such policy, imagine getting ready for school, the hard work study nights you endure, and the busy traffic lights you conquer. All of a sudden you are getting drag out of the class because of your unpaid fees, the dignity, the embarrassment you put onto every students who wants to dream, to grow and to make the future a better place. Vanished in an instant. Is this what you called education? I think this is what we called vitriol.
According to RA 7722 or also known as the higher education act of 1994, implies that all students has the right to access quality education. Likewise, the CHED Memorandum Order No. 25, series of 2022, emphasizes prohibits schools from implementing โNO PERMIT, NO EXAM POLICYโ, this goes to show that no one has the right to deny education simply from financial struggle. The Department of Education (DepEd) also issued same guidelines for basic education. In short, the law is clear, the law is pure, the law is order.
Let us not forget that many Filipino families are living from paycheck to paycheck. Parents sacrifices everything, the happiness of their own, the desires they oath to own and the time they share from the hard work they bleed to own, just to let their children have the brightest future they deserve to own. Punishing them for not paying is like eating the words of Rizal that he states โang kabataan ang pag asa ng bayanโ. hindering students from taking the examination is like betraying the heroes who sacrifices their life for the betterment of this country.
At the end of the day, the measure of the school is not from the achievements they do. but also, how they emphasizes and nurtures those learners. Further more, violating the rights of every students is like stripping their integrity as a fellow filipino people. After all, education should never be treated as a privilege for those who can pay, but as a right for all who dream.
