Regarding the shooting incident in Zamboanga City involving an Ateneo student, we should not immediately ask, “Was there a failure on the part of the police?”
Before placing the blame solely on the police, I believe there are several important areas that need to be addressed:
1. Lawmakers should consider reviewing and strengthening laws concerning criminal liability, especially for minors.
2. Schools should strengthen their anti-bullying programs and provide proper counseling and guidance to students who experience or engage in bullying.
3. School security should also be strengthened. Schools must have appropriate security measures, controlled access, trained security personnel, and effective protocols for responding to threats and emergencies.
4. Parents and responsible fi***rm owners must exercise greater responsibility by properly securing fi***rms and ensuring that they are inaccessible to children and unauthorized persons.
Preventing incidents like this requires a collective effort from lawmakers, schools, parents, communities, and law enforcement.
It should not be the sole responsibility of the police. Instead of simply asking, “May pagkukulang ba ang pulis?”,
WE SHOULD ALSO ASK! “
What could each sector have done to prevent this tragedy?”
