Ang sine die adjournment sa Kongreso at Senado ay tumutukoy sa pagtatapos ng isang sesyon ng lehislatibo nang walang itinakdang petsa para muling magtipon. Ang terminong "sine die" ay Latin na nangangahulugang "walang takdang araw."

Sa konteksto ng Kongreso at Senado ng Pilipinas, ang sine die adjournment ay karaniwang nagaganap matapos ang isang regular na sesyon o bago ang pagsisimula ng recess o bagong sesyon ng lehislatura. Sa panahong ito:

1. Tapos na ang lahat ng opisyal na aktibidad ng sesyon – kabilang ang pag-apruba ng mga batas, resolusyon, at iba pang mahahalagang usapin.

2. Wala nang mga pulong o deliberasyon hangga't hindi nagsisimula ang susunod na sesyon, na karaniwang itinakda ayon sa Konstitusyon o batas (halimbawa, ang pagbubukas ng susunod na regular session ng Kongreso tuwing Hulyo, kasabay ng State of the Nation Address o SONA).

Kahalagahan ng Sine Die Adjournment

• Opisyal na pagtatapos: Itinatakda nito ang pormal na pagtatapos ng isang bahagi ng kalendaryo ng lehislatura.

• Pagpapahinga ng mga mambabatas: Ang mga senador at kongresista ay nagkakaroon ng panahon para sa iba pang tungkulin tulad ng konsultasyon sa kanilang mga nasasakupan.

• Pag-abiso sa publiko: Ang sine die adjournment ay isang indikasyon na ang Kongreso o Senado ay hindi na magpupulong hangga't hindi natatakda ang susunod na sesyon.

Halimbawa ng Sine Die Adjournment

• Ang huling araw ng regular na sesyon ay Pebrero 7, maaaring magdeklara ng sine die adjournment ang Kongreso o Senado sa araw na iyon. Pagkatapos nito, muling magtitipon ang mga mambabatas para sa pagbubukas ng bagong sesyon sa ikatlong Lunes ng Hulyo.

Kapag nag-adjourn ang 19th Congress (o anumang Kongreso ng Pilipinas) sine die at natapos na ang buong termino nito, narito ang mangyayari sa mga pending bills (mga panukalang batas na hindi pa naipapasa bilang batas):

1. Mga Pending Bills na Hindi Naaprubahan

• Mawawalan ng bisa o ituturing na "expired" ang lahat ng mga panukalang batas na hindi pa tuluyang naipasa sa parehong Kapulungan (Kongreso at Senado) at hindi napirmahan ng Pangulo bilang batas.

• Kailangang muling ipanukala ang mga ito sa susunod na Kongreso (20th Congress). Ang proseso ay babalik sa simula, ibig sabihin, magsisimula ulit ito sa unang pagbasa sa Kamara o Senado.

Ang Universal Social Pension ay isang programa na nagbibigay ng regular na tulong pinansyal sa mga nakatatanda (senior citizens) upang matulungan silang tugunan ang kanilang mga pangunahing pangangailangan. Tinatawag itong "universal" dahil layunin nitong maging accessible sa lahat ng senior citizens, anuman ang kanilang katayuan sa buhay o pinagkakakitaan.

Sa Pilipinas, ang kasalukuyang Social Pension Program ay nagbibigay ng PhP1000 kada buwan sa mga indigent senior citizens (mahihirap na walang regular na kita, pensyon, o suporta mula sa pamilya). Gayunpaman, may mga panukala sa Kongreso, tulad ng Universal Social Pension Bill, na naglalayong gawing mas inclusive ang programa upang makinabang ang lahat ng senior citizens, hindi lamang ang mga indigent.

For purposes of clarity and to put the issue of an overstaying OSCA head to rest. The following text is taken from Republic Act 9994;

"SEC. 6. The Office for Senior Citizens Affairs (OSCA). – There shall be established in all cities and municipalities an OSCA to be headed by a senior citizen who shall be appointed by the mayor for a term of three (3) years without reappointment but without prejudice to an extension if exigency so requires. Said appointee shall be chosen from a list of three (3) nominees as recommended by a general assembly of senior citizens organizations in the city or municipality.

“The head of the OSCA shall be appointed to serve the interest of senior citizens and shall not be removed or replaced except for reasons of death permanent disability or ineffective performance of his duties to the detriment of fellow senior citizens."

In nowhere was there any mention of a three (3) month extension nor was it mentioned of any penalties.

The law supercedes any memorandum or directive to that effect.

As long as the OSCA Head enjoys the trust and confidence of the Mayor, the OSCA Head may be reappointed as much.
