โSouthern Leyte State University (SLSU)โHinunangan Campus conducted a Campus Security, Safety, and Medical Emergency Preparedness Program on August 13, 2026, at the SWADC, bringing together campus personnel, students, responders, security personnel, ROTC members, and other participants for a day of security awareness, medical training, and multi-hazard emergency simulations.

โThe program featured a Gunshot Incident Awareness Seminar, Basic Medical Response Training, and Multi-Hazard Simulation Exercise covering three emergency scenarios: active shooter incidents, earthquakes, and fire emergencies.

โThe morning sessions began with Campus Security Awareness and Gunshot Incident Awareness, led by Gary Boy, Head of Security. He discussed key campus safety regulations, including speed limits, the prohibition of unnecessary horn blowing, proper traffic flow, designated parking areas, the prohibition of practice driving, and the importance of staying within designated campus areas and buildings.

โThis was followed by a session on Active Shooter Survival Strategies, Evacuation Procedures, and Lockdown Protocols, facilitated by Sgt. Jason G. Anguilid. Participants were introduced to the DropโCoverโObserve silence approach and took part in an application activity designed to reinforce appropriate responses during an active shooter or gunshot incident.

โThe session emphasized the importance of staying calm, making appropriate decisions, and following established safety procedures during critical situations.

โMedical preparedness was then highlighted through a session on Basic Medical Response, facilitated by John Paul H. Roc, RN, MM, BLS Trainer. The discussion and demonstration covered first aid, basic life support, bleeding control, cardiopulmonary resuscitation (CPR), victim transport, and triage.

โIn the afternoon, participants underwent tailored first aid training covering common emergencies and injuries, including fainting, convulsions, nosebleeds, heat-related conditions, poisoning, insect and snake bites, wounds, burns, musculoskeletal injuries, and drowning.

โThe program proceeded with an orientation on the Multi-Hazard Simulation Exercise, Incident Command System (ICS), safety rules, and the roles of observers and evaluators. Edward Berh Cruz, Incident Commander and DRRM Coordinator/Responder, facilitated the orientation before the practical exercises.

โThe first simulation featured an earthquake scenario, where participants practiced the โDuck, Cover, and Holdโ procedure, followed by building evacuation and accountability procedures.
โ
โThe second simulation focused on a fire emergency, involving alarm activation, fire extinguisher demonstration, rescue operations, and evacuation procedures.

โThe final simulation, held at the BSAB Building, portrayed an active shooter or gunshot incident requiring coordinated medical response, casualty extraction, emergency triage, and ambulance evacuation. PNP personnel, campus security, students, responders, and ROTC members participated in the exercise, demonstrating the importance of coordination and teamwork during an emergency.

โThe practical activities allowed participants to apply the knowledge gained from the seminars and training sessions. The exercises highlighted the importance of communication, coordination, quick decision-making, and adherence to established emergency procedures.

โThe program reinforced the importance of preparedness before an emergency occurs, particularly in situations where immediate and appropriate action can help protect lives and minimize risks.

โThrough the integration of security awareness, medical response training, and multi-hazard simulations, SLSUโHinunangan Campus continues to strengthen its efforts toward building a safer, more responsive, and better-prepared campus community.
