Episode 1: The Letter We Could No Longer Keep Silent

before the sandbags,

before the lights—
there was a voice.
A voice that had been silent for years, not because it had nothing to say, but because it had been unheard for far too long. This was the voice of a community—
Purok 10, Riverside, Pala-o, Iligan City.
A place often seen in photos,
in news reports, in disaster statistics… but never truly seen.
For fifteen years, the river has risen without mercy. And every time it does, it takes something with it— homes, belongings, memories, and peace of mind. When the rain starts, sleep disappears. Fear takes its place. Children cry in the dark. Mothers gather what they can, holding on to whatever remains. Fathers stand in floodwaters, lifting what is broken, trying to rebuild again. The elderly sit quietly, staring at what used to be their homes.
This is not a one-time story.
This is a cycle.
Fifteen years of the same flood.
The same destruction.
The same promises.
The same waiting.
Every disaster brings attention.
Cameras arrived. Relief is distributed. Sympathy is expressed.
And then… silence.
But the water always returns.
And so do the people—
rebuilding not because we are strong, but because we have no other choice.
That is where the letter began. Not from anger, but from exhaustion.
Not to blame, but to be seen.
Because the truth is simple, and heavy:
This was never just about nature.
The danger was known.
The risks were clear.
The solutions were possible.
Flood control.
Preparedness.
Training.
Proper response.
These are not luxuries.
They are responsibilities.
And yet, for years, they remained undone.
What continues to happen in this community is no longer just a natural disaster.
It is what happens when action is delayed, when voices are unheard, and when responsibility is left unfulfilled. Still… We- the people did not stop.
We cleaned. We rebuilt.
We helped each other.
We did everything within our power.
Because even in neglect— we chose to care. But there are things a community
cannot do alone.
And so the letter asked, simply:
See us.
Hear us.
Protect us.
Not tomorrow. Not when it trends again. But now. Because no family should have to live wondering if the next rain will take everything from us. And maybe…
this letter was not just a message to leaders.
Maybe this was the beginning
of a community finally finding its voice.
