Ngano Delikado ang Privatization?

Ang PPP kanunay mo ingon “efficient,” “modern,” “cost-saving.”
Pero ang tinuod lain ang giingon sa kasaysayan:

Mosaka ang water rates kay ang private firms manginabuhi para PROFIT, dili para public welfare.
Mawagtang ang kontrol sa presyo ug access.
Ang labing kabus maoy pinaka-igo.
Ang public accountability pulihan sa corporate confidentiality.
Kung i-turnover ang ICWS sa mga korporasyon, mag-antos ang Iliganon hangtod mga sunod henerasyon.

Kada mayor kaniadto Cabili, Quijano, Cruz, Regencia naghimo ug proyekto, bisan gamay ang pondo, bisan lisod, bisan puno ug problema.

Dili sila perpekto, apan naningkamot sila kay mutuo sila nga ang tubig dapat magpabilin sa katawhan.

Kung Tinood Siyang Nag-alagad sa Iligan, Unsa Dapat Buhaton ni Siao?
Lig-onon ang ICWS, dili ibaligya.
Mutukod ug reservoirs, dili magsalig sa private corporations.
Mopadugang ug pumping stations, dili mo-privatize.
Protektahan ang water system, dili ihatag sa lain.

NGANO DILI ANG PPP ANG SOLUSYON SA WATER CRISIS SA ILIGAN

Tinood, dugay na kaayo nga karaan ang atong water system old pipes, old facilities, ug old priorities. Pero ang pagsulti nga PPP ra ang “modern solution” kay dili saktu. That narrative is incomplete, misleading, and ignores a much bigger truth:

The problem is NOT the lack of privatization.
The problem is the lack of long-term public investment.

1. Karaang sistema ang ICWS, yes but dili tungod kay wala gi-privatize....Kundili tungod kay wala gi-prioritize.
Sulod sa kapin 30 ka tuig, misaka ang population, mitubo ang komunidad, pero Gamay ang annual budget para sa modernization

Daghan kaayo ug competing priorities like security, roads, industrial zones. Leaders focused on short-term repairs instead of long-term upgrades

Pero none of these justify privatisation.
Ang tinuod nga lesson ani?
We need a consistent, well-planned, and publicly funded LGU-led upgrade.

2. PPP sounds “modern” pero globally, daghan na’g failed PPP water systems.
Daghang countries and cities nga nag-PPP sa tubig ang nibalik sa public control kay...........ang rason

Ni-saka ang water rates
Na-wala ang accountability
Long-term contracts nga dili na mabag-o
Companies prioritizing profit over service

Examples: Jakarta, Berlin, Paris, Buenos Aires all moved AWAY from PPP kay daghan problema.

Water is not a business commodity.
Kung dunay profit motive, ang public pirmi ang luoy.

3. ICWS does NOT need privatization it needs modernization under LGU control.

There are THREE solutions nga dili kinahanglan i-privatize:

Phased LGU-led modernization
Pipe replacement and facility upgrades year by year.
Access to national grants and soft loans

LWUA, DBP, DOF programs exist for water districts way kinahanglan nga private takeover.

Professionalized ICWS management...
Less politics, more engineering.
Less patchwork, more planning.
More accountability, less padrino.,,

4. PPP is NOT cheap.

PPP is the MOST expensive path and the people will pay for it.
PPP works like this:
Private firm invests --> citizens pay higher rates --> LGU loses control.

Ang tubig dili libre kung PPP.
Mas mahal pa gani kay locked-in contract for 25–35 years.
Once mo-enter ug PPP, lisod kaayo mo-exit.

PPP is not “modernization.” its MONETIZATION!!
PPP is outsourcing the problem at a higher price.

5. The real question is NOT “support ba ta sa reform???

“Kinsa man ang mugunit sa tubig sa Iligan for the next 30 years?”

If ICWS is privatized through PPP...Control of water passes to a private entity...Pricing will follow corporate profit models

LGU loses direct authority
Citizens lose oversight
Ang contract halos dili na mabawi

Tubig is too essential to hand over to private hands.

6. Yes, Iligan needs reform

But reform does NOT require privatization.

Reform means......Transparent audit sa ICWS...Clear modernization roadmap...Better budgeting...Stronger engineering department
Long-term planning, not short-term politics

Public accountability not private control

PPP is the shortcut.
LGU-led modernization is the responsible solution.

Iligan deserves a modern, reliable, and affordable water system.
Pero dili kinahanglan i-prenda ang atong tubig para makab-ot na.

NO TO PPP IN ICWS.
YES TO A REFORMED, FUNDED, AND PUBLICLY CONTROLLED ICWS.
Ang tubig, dili negosyo. Dili ibaligya. Dili ipa-profit.

Iliganons need water reform.....
But we must ask: Do we fix ICWS ourselves, or ihatag nato sa private companies for 30+ years?

The smarter choice is clear.
Fix it publicly. Keep it public. Protect Iligan’s water.

DILI PWEDE.
ATO BABAGAN

Iliganon, barug ta! Protektahi ang Ditucalan!
Ayaw tugnawa nga ma-PRIVATIZE atong tubig.
FIX ICWS ayaw ibaligya!

Kung di ta MOBAROG, kuhaon nila.
Kung magtinabangay ta, di nila kaya hilabtan.

NO to Private Partnership!
YES to Fixing ICWS!
YES to protecting our water!
YES to protecting Iligan!**

Mass Motion Succeeds The ₱68 J.E. Hydro Tariff Hike Has Been Deferred!

Today, we thank our City Council led by Vice Mayor Wekwek Uy and Councilor Samuel Huertas for hearing the people’s voice. The deferment of the proposed ₱68 tariff by J.E. Hydro is a victory for every Iliganon who stood up, spoke out, and united for fairness.

This decision shows that there is still hope when our public officials choose to listen to the people they serve. But while we celebrate this moment, we remain vigilant. We will continue to guard against any decision that may burden our community.

To everyone who joined the mass motion, raised concerns, and made their voices heard padayon ta!

FACT #1: GILIMBUNGAN ANG PUBLIKO.
Sa public hearing sa Sangguniang Panglungsod, ingon sila nga ₱50 ra ang tariff.
Pero karon?
₱68 ilang gipaningkamotan.
Unya sa Cagayan de Oro, ang tariff sa J.E. Hydro ₱21 ra.
Ngano diri sa Iligan, tulo ka pilo ang presyo?
Ngano kita ang gipalabi’g pamilok?

FACT #2: ANG LGU MAKABALIBAD SA TARIFA.
Bisan pa og NWRB ang mo-final approve,
ang LGU Mayor ug City Council aduna’y gahom nga mo-issue og
RESOLUTION OF OBJECTION
Pwede sila mo-INGON:
“Dili mi mosugot kay BINUANG ang presyo.”
Pero unsa may ilang gibuhat????

FACT #3: ANG MAYOR MISUPORTA sa J.E.
Kahinumdoman natu ang MAYOR mismo MI-RECOMMEND ug “RESOLUTION OF NO OBJECTION.” Sa pagsulod sa J.E
Pasabot:
Gi-endorso niya.
Gi-uyonan niya.
Gi-suportahan niya.
Mao nga naglagot ang katawhan ug sakto ra.
Kay klaro kaayo ang “boka sa Mayor” dugay na gusto niya e P.P.P ang ICWS negosyohon ang tubig sa mga pribado companya.
Ug ang CPC sa J.E. Hydro usa sa mga pinaka-unang lakang paingon ana.

Mao ni ang tinuod nga pangutana:
Pwede ba mo-reject ang Mayor ug ang Konseho?
YES. Pwede kaayo.
Pero buhaton ba nila?
Tan-awa ilang lihok karon…

Kung overpriced, ang LGU dapat mo-OPPOSE.

LGU aduna’y gahom nga:
“Mo-kontra sa mga transaksyon nga makadaut sa katawhan.”
Apil na ang pagbalibad sa sobra ka mahal nga tariff.

RA 7160, Section 444(b)(1)(iv) – Powers of the Mayor
Ang Mayor kinahanglan:
“Siguraduhon nga protektado ang katungod ug interes sa katawhan sa syudad.”
Unsaon pag-ingon nga protektado ta kung sa CDO ₱21 presyo, pero diri ₱68 ang presyo?

Iligan, wake up. Water is life and life should NEVER be surrendered to a private corporation just because our leaders failed to do their job for decades.

Yes, ICWS is a mess. Yes, the pipes are ancient. But let's be brutally honest:

1. “Dili ni privatization” daw? Ayaw mi’g binuanga.

Kung ang private corporation ang:

mo-produce sa tubig
mo-distribute sa tubig
mo-decide sa presyo
mo-bill sa tanan
ug mo-operate sa system for decades

UNSA MAY TAWAG ANA?
That’s not “assistance.” That’s not “partnership.”
That is PRIVATIZATION plain and simple.

Ownership is irrelevant if control is handed over.
And control is exactly what JE Hydro wants.

2. “Modernization” kuno..its a NO. It’s monetization.

Walay private water company nga mosulod kay gusto sila motabang.
They enter because water is the most guaranteed profit machine on earth.

Dili ka kapili. You must drink.
Dili ka ka-negosyo kung walay tubig.
Dili ka kapuyo sa balay kung walay tubig.
Dili ka ka-CR kung walay tubig.

Water = absolute profit.
And they want to turn every Iliganon into a captive paying customer for decades.

3. Ang ₱68.20/cubic “proposal” kay bait-and-switch.

Ingon sila: “Proposed pa man.”
Mao pud na sulti sa Manila Water og Maynilad sauna. mao pod sulti sa j.e public hearing 50 pesos nya unsa man karon? mao man lagi ila tariff

Unsa’y ending?
skyrocketing rates
multiple price hikes
billion-peso profits
and consumers left with no choice but to pay or suffer

THIS IS NOT FEAR-MONGERING. THIS IS EXACTLY WHAT HAPPENED.

If Iligan lets JE Hydro in, prepare mo daan sa mga billing shock.
Once private control is in place, regulation becomes a joke.

4. Ang water crisis sa Iligan is NOT an excuse to sell control to a corporation.

Dugay nga wala gi-modernize ang ICWS
but that is a failure of leadership, not proof that privatization is the answer.

We don’t sell the hospital just because the mayor failed.
We don’t privatize the fire department just because equipment is old.
We don’t hand over the police just because the PNP has issues.

So why the hell would we surrender WATER the most essential human right to a corporation?

5. “Zero cost to LGU” is the oldest scam in the book.

Every private water operator uses the same script:

Step 1: Say “no cost to government”
Step 2: Lock the city into a long-term contract
Step 3: Charge consumers the cost PLUS profit
Step 4: Justify price hikes using “business sustainability”
Step 5: Laugh all the way to the bank for 25–30 years

This is not modernization.
This is colonization corporate colonization.

6. JE Hydro does not deserve “fair evaluation.” It deserves public scrutiny.

They want to manage a life-and-death utility.
They want Iliganons to pay them for generations.
They want control without owning the responsibility of full public accountability.

If they screw up, kinsa may masakitan?
ICWS? LGU? Of course not.
Tao rajud gihapon ang mag suffer

7. The poor will suffer the worst. Always.

Ang dato makabayad.
Ang politicians makabayad.
Ang businessmen makabayad.

Pero ang kabos?
Sila ang:
maghulat og water delivery
magpalit og refill kada adlaw
mag-antos sa presyo
mag-budget sa billing nga magsaka ug magsaka
mag-ampo nga dili sila putlan kung dili makabayad

Privatization is a punishment to the poor disguised as a solution.

8. The REAL choice is simple:

Do we FIX the public system or SELL the public system?

Because once a private entity takes over operations:

You can’t control prices.

You can’t take it back without massive penalties.

You can’t stop price hikes without hurting your own system.

You are hostage to the contract.

Ang tubig sa Iligan mahimong negosyo, dili serbisyo.
And every Iliganon becomes a customer, not a citizen.

FINAL

Water must remain PUBLIC.
Water must remain PEOPLE-CONTROLLED.
Water must remain UNTOUCHED by corporate greed.

Ang tubig sa Iligan dili dapat mahimong negosyo.
Dili dapat mahimong produkto.
Dili dapat ipahimulosan sa korporasyon nga ang tuyo kay ginansya, dili serbisyo.

Tubig ang kinabuhi.
Ug ang kinabuhi dili baligya.
