The University of San Agustin โ College of Law faculty and students, in collaboration with the Sigma Alpha Lex, participated in the Western Visayas Multi-Stakeholder Forum on the Review and Amendment of the Local Government Code of 1991, held from November 26โ29 at the Gateway Hotel, Pavia, Iloilo City. The event was organized by the Department of the Interior and Local Government, Region VI.
This event brought together stakeholders and representatives from a wide range of sectors. This event was designed as a three-day program, aimed to foster dialogue and analysis, and advance the objectives of this undertaking - to contribute to the review and amendment of the Local Government Code.
The Department of the Interior and Local Government (DILG) has launched a renewed nationwide effort to reassess and update the 1991 Local Government Code (LGC), or Republic Act No. 7160. This initiative is grounded in the lawโs original framework while responding to the current challenges and realities of local governance in the Philippines. More than thirty years after the Codeโs passage, changing local government needs, new national policy directions, and ongoing limitations in decentralization highlight the necessity of revisiting its provisions.
To carry out this reform effort, the DILG released a Memorandum dated October 13, 2025, instructing all Regional Offices to organize consultations, dialogues, and multi-stakeholder forums at the regional level. These activities aim to gather evidence-informed perspectives and practical policy proposals that will guide the national process of reviewing and amending the LGC.
The participation of the academe, through the University of San Agustin College of Law, will be instrumental in shaping the next chapter of local governance policies. As an institution grounded in legal scholarship, research, and community engagement, the USA Law brings a depth of expertise that can enrich the review process with evidence-based analyses and a broad understanding of both legal principles and on-the-ground realities.
Its involvement secures that the reform agenda is informed not only by administrative and political considerations but also by rigorous academic insight, critical perspectives, and a commitment to public service.
