Celebrating International Labor Day 2026//

SAMBAYANAN Western Visayas successfully celebrated International Labor Day 2026 at the Iloilo Freedom Grandstand, Iloilo City, carrying the theme: “Unite the workers with the government, let us stand together as a nation; we shall survive the crisis and threats of terrorism.”

The activity was attended by more or less 250 delegates coming from various sectoral organizations, demonstrating unity and collective commitment toward nation-building. Among the participating groups were Hugpong Obrero, SAMAKA – Urban Poor Sector, Sambayanan Youth, SAMBAYANAN Defense Assistance Multiplier Inc., and the Federation of Bantay Bayan Visayas Region.

The event was also graced by representatives from key government agencies and institutions, including the DSWD Field Office VI, Iloilo City Police Office, and the 61st Infantry Battalion of the Philippine Army.

The celebration highlighted the importance of solidarity among workers, communities, and government institutions in addressing current socio-economic challenges and ensuring peace and security in the region. It served as a platform to strengthen partnerships, promote mutual understanding, and reaffirm the shared responsibility of all sectors in overcoming crises and safeguarding the nation.

Through this meaningful gathering, SAMBAYANAN Western Visayas emphasized that unity remains the strongest foundation in building a resilient and progressive society.

Regarding the encounter in Toboso, Negros Occidental on April 19, 2026

We extend our deepest sympathies to the families and loved ones of those who perished in the violent clash in Toboso, Negros Occidental. Every life lost is a profound tragedy, and we share in the heavy burden of your grief.

We strongly condemn the deception and manipulation of vulnerable sectors, particularly the youth. It is unacceptable to exploit the idealism of students and young people, dragging them into armed conflict and placing their lives at grave risk. No cause justifies the loss of young lives or the destruction of future generations.

Violence brings only pain and division to our communities. We believe in the rule of law and that accountability will eventually reach those responsible for such suffering. While justice must prevail, it must be achieved through proper, humane, and lawful means.

We urge those remaining outside the bounds of the law to return to the fold of society. Abandon violence and choose peace so that you may be reunited with your families and build a stable, meaningful life.

SAMBAYANAN Panay calls upon all sectors of society to unite. Let us work together to build a Negros Island Region that is peaceful, progressive, and where everyone has the opportunity to thrive with dignity.

Let us not allow violence to persist in our land. Let us choose unity and understanding for the greater good of all.

SAMBAYANAN-PANAY CONDEMNS IN THE STRONGEST POSSIBLE TERMS the cowardly, barbaric, and terrorist act perpetrated by the Communist Party of the Philippines – New People’s Army (CPP-NPA), specifically the Romeo Nanta Command, which resulted in the senseless killing of Rodulfo Fajardo in Binalbagan, Negros Occidental.

Their admission of guilt, disguised under the false pretense of "revolutionary justice," is nothing but a blatant act of murder and a mockery of the law. There is no justice in ex*****on-style killings. There is no legitimacy in acts of terror. True justice is dispensed by duly constituted legal institutions, not by armed bands who arrogate unto themselves the power to act as judge, jury, and ex*****oner.

Mr. Fajardo was a former public servant, a leader in his community, and a human being. Regardless of whatever accusations were hurled against him, he was entitled to due process, the right to defend himself, and his day in court. By summarily executing him, the CPP-NPA has once again exposed their utter disregard for human life, the Constitution, and the very principles of democracy that our people fought so hard to preserve.

Their claim that this act was welcomed by the people is a blatant lie and sheer propaganda. What the CPP-NPA brings to our communities is not progress or justice, but an atmosphere of fear, intimidation, and violence. They are enemies of peace and destroyers of our society.

WE DEMAND that the full force of the law be applied against these criminals. We call on law enforcement agencies to leave no stone unturned in hunting down the perpetrators and holding them accountable for their heinous crimes.

We enjoin every peace-loving Filipino to stand united against this reign of terror. We reject the ideology of violence and bloodshed. We demand an end to these atrocities.

SUBJECT: SOLIDARITY WITH SAMBAYANAN-NIR: DEMANDING JUSTICE FOR VICTIMS OF VIOLENCE IN NEGROS

We, SAMBAYANAN-Panay, stand firmly with our colleagues in SAMBAYANAN-Negros Island Region (NIR) as they file a formal complaint before the Commission on Human Rights against the Armando Sumayang Jr. Command of the New People’s Army (NPA) over alleged crimes against humanity and serious human rights violations.

We are deeply alarmed by the documented incidents, including the summary ex*****on of 74-year-old Nora Anguit, Ariel Calumboy—a fellow SAMBAYANAN officer—and 40 other civilians in 2025 alone. These killings, reportedly justified through the practice of "spy-tagging," form part of a widespread and systematic attack against civilians. These acts violate Republic Act No. 9851 and International Humanitarian Law, which strictly mandate the protection of non-combatants.

No group has the right to act as judge, jury, or ex*****oner. Violence against civilians has no place in our society.

We support the call for a full and impartial investigation. We urge authorities to ensure that those responsible are held accountable and that justice is served for the victims and their families. We will continue to stand united in defense of human rights and the rule of law.

STATEMENT OF CONDEMNATION: TERRORIST ACTS BY THE CPP-NPA THREATEN NEGROS' PEACE AND PROGRESS

The Sentrong Alyansa ng mga Mamamayan para sa Bayan (SAMBAYANAN) Panay vehemently condemns the recent terrorist act perpetrated by the Communist Party of the Philippines-New People’s Army (CPP-NPA) on Sunday, March 8, at W.D. Anglo Agri Farm in Hacienda Baling, Barangay Libacao, Himamaylan City. The burning of vital agricultural equipment – including three tractors, one crane, and one backhoe – is a cowardly and destructive act that directly undermines the livelihoods of our farmers and the economic stability of our province.

This senseless act of violence, which has caused an estimated P7 million in damages, is a clear manifestation of the CPP-NPA’s desperate and destructive agenda. Their baseless accusations and attempts to justify their terrorism by claiming to champion the rights of workers are nothing more than a thinly veiled excuse for their criminal activities. True progress and welfare for our agricultural workers are achieved through dialogue, legitimate labor practices, and peaceful means, not through arson and intimidation.

For decades, the CPP-NPA has sown fear, halted development, and hindered the prosperity of our communities. Their continued acts of violence, extortion, and destruction serve only to deepen poverty and instability, further delaying the progress we all earnestly seek.

We call upon all Negrenses, from every city and municipality, every barangay, and every walk of life, to unite against these forces of destruction. Let us stand together as one, unequivocally rejecting the CPP-NPA’s twisted ideology and their barbaric methods. Our collective resolve is our greatest weapon against their terrorism.

It is time to decisively fight for the peace and sustainable development that Negros truly deserves. Let us work hand-in-hand with our government, law enforcement agencies, and peace advocates to ensure the safety and security of our communities. Let us build a future where our farmers can work without fear, where our businesses can flourish, and where every Negrense can live a life of dignity and prosperity, free from the shadow of terrorism.

We urge everyone to remain vigilant, report any suspicious activities, and actively participate in efforts to build a truly peaceful and progressive Negros Occidental. Together, we can overcome this challenge and achieve lasting peace and sustainable development for our beloved province.

Today, SAMBAYANAN-Panay stands in unwavering solidarity with the entire Filipino nation in commemorating the 40th anniversary of the EDSA People Power Revolution. This historic milestone remains the most definitive, sacred triumph of our people’s collective will—a moment when millions of Filipinos, from every walk of life, every corner of the archipelago, linked arms as one to dismantle systemic corruption, end widespread government abuse, and reclaim the democratic birthright that is our shared heritage.

The legacy of EDSA is no dusty relic of the past—it is a living, active mandate entrusted to every generation of Filipinos. It reminds us that democracy is not a gift to be taken for granted, but a trust that demands perpetual vigilance. It teaches us that good governance—rooted in transparency, accountability, and genuine public trust—can only be won and protected through the same fearless, unifying action that defined 1986.

Yet as we honor this legacy, we must remain resolute and unblinking in our vigilance against those who seek to distort and desecrate it. SAMBAYANAN-Panay vehemently and unreservedly condemns the CPP-NPA-NDF for its shameless, brazen exploitation of this sacred national milestone. It is an affront to our history, and an insult to the memory of all who marched, prayed, and stood their ground 40 years ago without firing a single shot, that a group defined by armed struggle and radical destruction would attempt to hijack the peaceful, people-led legacy of EDSA to lend false legitimacy to its violent agenda. This is not just a distortion of history—it is a cynical deception that betrays the very values EDSA represents.

We further condemn, in the strongest possible terms, the senseless, brutal terrorist acts perpetrated by the CPP-NPA—most notably the cold-blooded murder of innocent civilians, particularly across the island of Negros. These heinous acts are not “revolutionary” by any stretch of the imagination; they are cruel, cynical exploitation of the highest order. By preying on legitimate public grievances and unmet needs to fuel its bloodshed, this group betrays the peace, justice, and freedom that EDSA was fought for. These acts have left families shattered, communities gripped by paralyzing fear, and our region’s progress held hostage—with zero regard for the lives and well-being of the very people it claims to represent. Such violence has no place in a democratic society, and it will never be justified.


OUR CALL TO ACTION

We issue this urgent call to every Panayanon, every lover of freedom across Western Visayas: stand united once more, as our forebears did 40 years ago.

Let us defend our hard-won democratic institutions and our way of life from the twin, intertwined evils of corruption and terrorism. Let us reject the deceit of groups that cloak their destructive agenda in the language of the people, only to inflict harm and suffering on the very communities they claim to serve.

Let us honor the spirit of EDSA not with empty words, but with unyielding, collective action: demanding and building governance that is transparent, accountable, and unwavering in upholding the dignity, rights, and safety of every Negrense and every Panayanon. Sentrong Alyansa ng mga Mamamayan para sa Bayan (SAMBAYANAN) Panay vehemently and unreservedly condemns the recent wave of brutal, cowardly, and unprovoked killings allegedly perpetrated by the Communist Party of the Philippines – New People’s Army (CPP-NPA) in the Negros Island Region—acts that have claimed innocent lives and sown widespread terror and fear across local communities.

We are outraged by the latest killing of 39-year-old Renante Vedarte, who was shot in the head at close range in a brazen daylight attack on the afternoon of 23 February 2026 in Purok Tuburan, Barangay Tapi, Kabankalan City—mere moments before he was set to board his motorcycle. This heinous crime follows the slaying of 74-year-old Leonora Angguit in the same barangay, who was gunned down outside her home after being accused by the NPA of being a military informant—without any semblance of due process, fair trial, or even the basic right to defend herself against unproven allegations.

These are not isolated incidents. The Philippine Army’s 3rd Infantry Division has documented at least 28 civilian killings allegedly perpetrated by the CPP-NPA since 2025—a figure that does not even account for two additional civilian deaths in Central Negros recorded in mid-February 2026 alone.

These acts are a gross violation of human rights, basic human dignity, and international humanitarian law. To target unarmed, defenseless civilians, to s***f out their lives without just cause or due legal process, and to leave grieving families without any explanation or path to accountability is not just unconscionable—it is a crime against humanity and a blatant disregard for the sanctity of human life. No cause, no grievance, no political agenda can ever justify such senseless violence against innocent people. The fact that the NPA has yet to issue any statement on these killings only deepens the pain, anger, and uncertainty of the victims’ loved ones and the communities held captive by such acts of terror.

We call on all government instrumentalities to act with immediate, urgent resolve and unwavering commitment to address these crimes. Specifically, we urge the Commission on Human Rights – Negros Island Region (CHR-NIR) to lead a prompt, independent, transparent, and exhaustive investigation into all these killings, leaving no stone unturned to uncover the full truth. We demand that all those responsible—from the direct perpetrators who pulled the triggers to the masterminds, planners, infiltrators, and accomplices who ordered, orchestrated, and enabled these heinous crimes—be apprehended, prosecuted, and held fully accountable under the law.

Justice must not be an empty promise for the victims and their families. We call on authorities to ensure that the families of Renante Vedarte, Leonora Angguit, and all other civilian victims of alleged CPP-NPA killings receive comprehensive legal support, specialized psychosocial assistance, and all necessary financial and logistical resources to seek full redress and find meaningful closure. No family should be left to suffer alone after losing a loved one to such cruel, unprovoked violence.

The Sentrong Alyansa ng mga Mamamayan para sa Bayan (SAMBAYANAN) Panay expresses its utmost condemnation and profound indignation over the recent spate of brutal, premeditated killings claimed by the Communist Party of the Philippines-New People’s Army (CPP-NPA) in Central Negros. These acts constitute a flagrant violation of International Humanitarian Law (IHL), the rule of law, and the inviolable sanctity of human life.

Within a single week, two innocent lives were senselessly extinguished:

“Rey” (Alias): A sugarcane farmer shot dead on 17 February in Sitio Sulbod, Brgy. Santol, Binalbagan, while performing community road clearing. Another individual accompanying him was injured in the unprovoked attack.

Remund Francisco Nuevo (Alias “Pato”): A 39-year-old resident of Moises Padilla, shot on 11 February near the boundary of La Castellana and Canlaon City; his body was later found discarded in a river on 12 February.

The CPP-NPA’s attempt to justify these ex*****ons by labeling victims as “intelligence assets” is a desperate, baseless, and unproven tactic. No armed group holds the legal or moral authority to bypass due process, or act as judge, jury, and ex*****oner. These are not acts of revolution; they are cowardly extrajudicial killings designed to terrorize communities, sow pervasive fear, and dismantle the very foundations of a democratic society.

As documented by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), these murders are part of a systematic, malicious pattern of “spy-tagging.” This tactic falsely brands civilians as informants to justify their liquidation—a campaign that has claimed dozens of innocent lives from 2025 to the present. No group has the right to usurp the state’s judicial power and mete out death with impunity.

Our Demands

1. Commission on Human Rights (CHR): We urge an immediate, impartial, and transparent investigation into these killings. We demand that all perpetrators—regardless of affiliation or rank—be held criminally accountable to the fullest extent of the law.
2. Law Enforcement Agencies & Local Government Units (LGUs): We call for the immediate strengthening of robust protection mechanisms for at-risk communities, to prevent further bloodshed and end the practice of unsubstantiated targeting of civilians.
3. National Accountability: We demand an end to the culture of impunity that allows the CPP-NPA to usurp state judicial authority and inflict violence on innocent people.

We stand in unbreakable solidarity with the families of the victims and the people of Central Negros, who deserve to live in peace, security, and dignity. Violence has no place in our communities. We will not remain silent while innocent blood is spilled in the name of a lawless, unjust campaign.
