Right to Information Law
TUNGOD sa nadiskubrihan nga mga minilyon-milyon ka pesos nga mga anomaliya sa pagtukod sang linibo nga flood control projects - nga tani nalikawan bag-o maudakan sang mga buaya sa gobyerno – napilitan na gid man mag-aksyon ang Kongreso agud mapasar ang isa ka Right to Information Act.
Ini nga kinamatarong ginapaseguro sang aton 1987 Constitution, sa pagsiling:
“The right of the people to information on matters of public concern, and to documents, and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as a basis for policy development, shall be afforded the citizen, subject to such limitations as may be provided by law.”
Nga pwede karon naton masalig sa ginapatigayon nga pagpasar sang isa ka Right to Information Act sa pagbantay man sang mga independent People’s Watch.
Labi na gid ang nahanungod sa pagpatuman sang “strategic allocation and adequacy of budget provisions for public services, infrastructure, health, education, and social protection” nga importante kaayo sa mga pumuluyo.
Ginpasar sadtng Hunyo 2, 2025 sang Kamara ang HB9397 (Right to Information Bill) nga gin-ugyunan sang 284 ka affirmative votes, 0 nga negative votes, kag 0 abstention.
Samtang nagpasar naman ang Senado sang Senate Bill 189, nga nagaduso sang People’s Freedom of Information Act of 2025 sadtong Setyembre 30, 2025, nga gin-author ni Senador Vicente Sotto III.
On the other hand, ginatugtan ang Access to Information sa Statement of Assets, Liabilities and Net Worth (SALN) nga dapat ma-disclose sa publiko sa official website sang Presidente, Bise Presidente, Cabinet members, members of Congress, Supreme Court justices, members of constitutional commissions kag other constitutional offices, pati na sang mga opisyal sang Armed Forces nga may ranggo nga Heneral ukon Flag Rank.
Samtang, ginamanduan man ang tanan nga government agencies nga mag-upload sa ila websites sang masunod: “annual budget, itemized monthly collections and disbursements, summary of income and expenses, component of the IRA utilization, annual procurement plan and list, plantilla of positions and vacant positions, items to bid, bid results on civil works and goods and services, abstract of bids, procurement contracts entered into, construction or concession agreements or contracts with any domestic or foreign person or entity, public funding extended to any private entity, licenses or permits granted to any person for the extraction or utilization of natural resources add a list of the grantees, guarantees given to GOCCs and private entities, loans obtained, and compromise agreements entered into, among others.”
Subong man ang contracts and agreements nga ga-involver sang at least PhP50 Million nga dapat ma-upload in full sa website sang concerned government agency ukon sa Official Gazette online.
Suportado ni PBBM ang pagpapasar sining Right to Information Law, nga ginpahayag niya as early as September 2025 pa, nga tani maaprubahan na sa indi madugay.
