Iloilo — The Department of Public Works and Highways (DPWH) Iloilo 2nd Engineering District reported minimal damage to ongoing and completed infrastructure projects following the recent series of earthquakes that struck the Visayas.

District Engineer Eduard Oren told Talking Point that a quick structural assessment was immediately conducted to ensure the safety and integrity of public projects under their jurisdiction.

According to Oren, repairs on affected projects will be shouldered by the contractors, while those still within their warranty period will be covered accordingly.

Despite the challenges and ongoing issues faced by the department, Oren expressed pride that the Iloilo 2nd Engineering District remains among the top-performing districts nationwide.

Together with Assistant District Engineer Desierto, he extended his gratitude to the dedicated men and women of the district for their continued hard work and commitment to public service. TCT/JRP/NICOLE- Talking Point

ILOILO CITY — “We are entering a new chapter,” said Felino “Lino” Bernardo, the new President and CEO of MGen Thermal Energy Corporation, as Meralco PowerGen Corporation (MGen) unveiled its refreshed brand and leadership during a press conference held on October 7, 2025, at Waterfront Seafood and Cocktails, General Luna Street, Iloilo City. The event gathered top executives including MGen President and CEO Emmanuel V. Rubio, PEDC Plant Head Atty. Jun Cabalhug, and Meralco Power Academy Director Marc Lester Malibiran, together with local partners and members of the media.

Effective October 1, Bernardo officially took the helm of MGen Thermal, with Arnel Santos joining as Senior Vice President for Operations, marking a new phase for MGen’s expansion in the Visayas. “This refreshed brand reflects who we are now—one MGen, united in powering a better tomorrow,” Bernardo said. He announced plans to install solar panels and a battery energy storage system (BESS) to replace the 40-megawatt diesel units in Iloilo, which are set to be fully decommissioned by the first quarter of 2026.

MGen President Emmanuel Rubio said Iloilo and Panay remain vital in the company’s energy network, anchored by the Panay Energy Development Corporation (PEDC) power plant. “Our goal is to deliver energy that is not only reliable but also responsible,” Rubio said, reaffirming that MGen will continue to strengthen Iloilo’s power backbone while exploring more renewable options. The brand evolution, Rubio added, “unites our portfolio under One MGen, enabling us to power a better tomorrow for every Filipino.”

“I WILL WORK TO REGAIN THE TRUST” – OIC RD JOSE AL FRUTO

ILOILO CITY – The Department of Public Works and Highways (DPWH) Regional Office 6 held a turnover ceremony yesterday as outgoing Regional Director Limpengco, who will be reassigned to the Central Office, formally passed the leadership to Assistant Regional Director Jose Al Fruto.

Fruto, a true-blooded Ilonggo who has served the department for nearly three decades, now steps into the role of Officer-in-Charge Regional Director. For many within the agency, the promotion is long overdue. “He truly deserves the position,” shared one senior engineer.

In an earlier interview with Talking Point, Fruto said he never worked to impress his superiors for promotion but rather to help the department regain public trust. “I am nearly at my retirement stage. I am just happy that I spent almost half of my life in public service,” he humbly remarked, holding back tears.

Known for being at the forefront in addressing issues and often defending his superiors in challenging times, Fruto has earned respect both inside and outside the department. His assumption as OIC RD is seen as a fresh start for DPWH Region 6.

A Night of Making History

The Vice Mayor’s Night has become one of the highlights of Dueñas’ annual town fiesta. This year’s celebration was made possible through the sponsorship of incumbent Vice Mayor Aimee Paz Lamasan together with the Lamasan family, who have long been part of the town’s legacy of public service—including former Mayor Numeriano Lamasan and former Vice Mayor Pangga Lamasan Piccio.

Adding excitement to the evening was a performance by a popular millennial band from Manila, whose high-energy set electrified the crowd. The fine weather made the night even more memorable for the audience, who enjoyed the uninterrupted festivities.

Beyond the entertainment, what made the event meaningful were the reflections on Vice Mayor Aimee Paz Lamasan’s programs that continue to benefit the community, free scholarship grants, free hospitalization, and livelihood assistance. As the presiding officer of the legislative council, she not only formulates and enacts ordinances but also actively seeks external funding to support Duenasanons in need.

Prizes were also given to participants, adding to the joy and excitement of the celebration. One winner shared a heartfelt remark: “Gapasalamat gid ako sa prize nga nagikan kay Vice Mayor hay may inogdarawat ako sang bugas” (“I am truly grateful for the prize from the Vice Mayor because now I have something to bring home, rice for my family”).

This simple yet profound statement captured the spirit of the evening, a celebration not only of music and merriment but also of service, gratitude, and community.
