The Office of the Municipal Treasurer in San Rafael, Iloilo extends a warm welcome to the newly appointed Acting Municipal Treasurer (AMT) as per Department Personnel Order No. 937-2025, which was signed by Undersecretary Joven Z. Balbosa, the Officer-In-Charge of the Department of Finance (DOF) on August 5, 2025.

In a formal transfer of office facilitated by Mr. Marlon E. Bayona and Mr. Kirin Christopher Juanon from this office, the outgoing AMT, Ms. Mariel Mae S. Agnes, officially handed over her responsibilities to the incoming AMT, Angelique Carmille G. Medez.

This office expresses its gratitude for the commitment and diligence demonstrated by Ms. Agnes, who served as the head of the MTO San Rafael for one year.

On the other hand, we extend our heartfelt congratulations and best wishes to Ms. Medez as she embarks on her new role.

𝐀 𝐒𝐇𝐎𝐑𝐓 𝐁𝐔𝐓 𝐀 𝐒𝐖𝐄𝐄𝐓 𝐈𝐂𝐎 𝐌𝐓 𝐄𝐗𝐏𝐄𝐑𝐈𝐄𝐍𝐂𝐄

Given the approved travel abroad of Anilao Municipal Treasurer Maricel Rodriguez, Ms. Sheryl Rose Alegario, Local Treasury Operations Officer II of the Office of the Provincial Treasurer, was designated In-Charge-Of-Office (ICO) Municipal Treasurer of the said municipality on July 26 upto 30, 2025.

BLGF Memorandum Circular No. 013-2023 on the Updated Guidelines on Processing of Designation Orders of Local Treasurers and Assistant Treasurers states that an In-charge-of-Office is being designated, with limited authority as signatory for routine transactions only, due to the temporary absence of the regular incumbent up to ten (10) days.

Ms. Alegario was truly grateful for the warm acceptance and accomodation of MTO Anilao and for the experience she earned even just in a short period of time.

𝐅𝐑𝐎𝐌 𝐅𝐀𝐑𝐌𝐄𝐑 𝐁𝐄𝐍𝐄𝐅𝐈𝐂𝐈𝐀𝐑𝐈𝐄𝐒 𝐓𝐎 𝐑𝐄𝐀𝐋 𝐏𝐑𝐎𝐏𝐄𝐑𝐓𝐘 𝐎𝐖𝐍𝐄𝐑𝐒 𝐀𝐍𝐃 𝐓𝐀𝐗𝐏𝐀𝐘𝐄𝐑𝐒

A total of sixty-three (63) beneficiaries of a CARP-covered property in the municipality of Barotac Viejo were beaming with pride upon receiving their respective notices of assessment and first-ever real property tax billing statements during an assembly held on July 29, 2025.

The subject lot covering a total area of 195.6243 hectares was recently subdivided into one hundred thirty-six (136) parcels of land with their corresponding tax declarations.

Municipal Assessor Rona B. Barreto emphasized that with the distribution of notices of assessment, the beneficiaries are now called real property owners who are liable to pay their respective real property taxes.

RPT Focal Person Prosie Buenavista and Ms. Kimberly M. Balbon, both from the Office of the Municipal Treasurer, led the distribution of the billing statements to the declared owners.

Mr. Marlon Bayona, Provincial Treasury Supervisor of the said municipality, reminded the attendees that real property ownership is tangled with a responsibility as taxpayers and encouraged them to pay promptly or in advance.

Also present during the saud activity were Punong Barangay Pacifico Laida of Brgy. San Fernando and Punong Barangay Remo Batacondolo of Brgy. Santo Tomas.

We laud the pro-active approach of Ms. Barreto and the assessment team of Barotac Viejo for answering the request of the farmer beneficiaries relative to the parcelization of the subject lot in the assessment roll.

Pursuant to Memorandum Circular No. 91, s. 2025 issued by the Office of the President, office operations at the Iloilo Provincial Capitol are hereby suspended on Thursday, July 24, 2025, due to the anticipated continuous heavy rainfall brought about by the Southwest Monsoon.

This measure aims to ensure the safety and welfare of all government employees and clients amid prevailing weather conditions.

Offices involved in vital, basic, and health services, as well as emergency response, shall remain operational to ensure the continuity of essential government functions.

Stay safe and updated through official government channels.

Participants from the first and second district of Iloilo were “all eyes on screen” during the workshop proper in the ongoing Deciphering the Delinquencies training-workshop organized by AMTI, Inc.

Municipal treasury and assessment personnel are hands-on in the identification and profiling of real properties qualified under the restriction-criteria set by the Bureau of Local Government Finance (BLGF) as per Memorandum Circular 19-2016 on the Use of Assessment Data on Properties with Restrictions as Target Parameter for Real Property Collection.

The said activity was made easy with the guidance of treasury supervisors from Iloilo Provincial Treasury Office under the Tax Enforcement Division.

With a goal to equipping municipal treasury and assessment personnel in Iloilo on advanced strategies in the analysis of real property tax data, the two-day Deciphering the Delinquency training-workshop continued with Batch 3 participants from the first and second districts of Iloilo.

AMTI President Randy S. Ocera reiterated the importance of the said training to elevate the participants' level of understanding on actual issues related to bloated amounts of real property tax arrears.

In her message, Iloilo Provincial Treasurer Jean Maire G. Umadhay reminded the participants of the importance of working as a team to achieve a common goal in an organization. She also highlighted that strong partnership and collaboration among treasurers and assessors in the province are essential to a robust economy of local government units.

Iloilo PTO Tax Enforcement Division Chief Fatima R. Bayona presented the overview of the said activity focusing on the data-based presentation of the actual number of delinquent real properties with corresponding amount in each LGU.

In the enforcement of the collection of delinquent real property taxes, one of the major challenges faced by the Real Property Tax (RPT) team is the collection from real properties covered by the Comprehensive Agrarian Reform Program (CARP).

Our partners in DAR - Province of Iloilo made CARP-related issues understandable through generously updating our municipal treasurers with data related to their SPLIT program which will allow treasury personnel to determine potential taxpayers - the agrarian reform beneficiaries.

OIC Provincial Agrarian Reform Program Officer I Alfred Beare, alongside OIC Senior Agrarian Reform Program Officer Oliver Aguirre, discussed the Status of the SPLIT Program and Issues on the Installation of ARBs during the two-day Deciphering the Delinquency workshop attended by municipal treasurers and assessors together with their technical staff in the fourth and fifth districts of Iloilo.

Strong collaboration with agencies like DARPO Iloilo is relevant in giving solutions to current issues on RPT delinquency from CARP-covered properties and is essential in the revenue generation activities in the province of Iloilo.

Personnel from CENRO Barotac Nuevo shared their expertise relative to the topic "Determining the Alienable and Disposable Lands for Taxation Purposes" during the two-day Deciphering the Delinquencies workshop last July 17-18, 2025.

Forester III Jory Provido shared data on the total land area declared as forest land in barangays within the municipalities under their jurisdiction. Forester Provido alongside Mr. Ramon O. Gison, Jr., Chief of Regulation & Permitting Section, and Ms. Estrellita Subong, Chief of Patents and Deeds Unit of CENRO Barotac Nuevo answered queries from Batch 2 participants of the Deciphering the Delinquency workshop.

Identification of real properties tagged as forest land/timberland is essential for the determination of strategies and activities in the collection of delinquent real property taxes.

Participants from the 3rd and 4th districts of Iloilo were enthusiastic after their two-day Deciphering the Delinquency workshop organized by the Association of Municipal Treasurers of Iloilo (AMTI), Inc. with the support of the Iloilo Provincial Treasury Office.

In the said workshop, municipal treasury and assessment personnel generated list of real property units qualified for restriction including those which are subject for further assessor's validation and developed strategies to strengthen collection efforts especially for real properties with high tax dues that have long been unpaid.
