1. Every Challenge Feels Like Distrust

When a woman questions every move,
it’s not curiosity — it’s doubt.

You tell her the plan; she finds a flaw.
You make a decision; she makes a debate.
You act with purpose; she counters with “why didn’t you ask me first?”

And soon, he stops deciding altogether.

"Lets blame those who make the present perpetually read like the past". - Ambeth R. Ocampo

After lives are taken, when cities and towns are devastated by a storm, flood, typhoon, or earthquake Filipinos console themselves by harping on our resiliency and our patient good nature. It is high time we get angry and demand that something be done to address recurring calamities. We have floods every year, what has been done to lessen its destruction? Who should we hold accountable?

Fabian de la Rosa, uncle of Fernando Amorsolo, the first National Artist, painted a flooded Manila street over a century ago, yet the scene and the experience is the same in 2020, some times much worse. Don't blame history, it does not repeat itself. Lets blame those who make the present perpetually read like the past.

Ang Teacher Salary Increase at Education Quality

Ayon sap ag-aaral ng Varkey Foundation, GTSI 2018, may direktang relasyon ang ibinibigay ng lipunan na mataas na status sa mga g**o sa magandang performance ng mga mag-aaral. Isang ebidensya na ang 2018 PISA result. Ang mga bansang nangunguna sa ranking ay nagkakaparepareho sa polisiyang ipinatutupad: mataas na pasweldo sa g**o, may ibinibigay na insentibo sa magandang performance, kumpletong pasilidad sa mga paaralan, may simple at malinaw na kurikulum, at may mga mahusay na school leaders na namumuno sa bawat paaralan.

Kapag mataas ang sweldo, mas magsusumikap ang g**o na magampanan ang kanyang tungkulin. Hindi na nya kailangang humanap ng sideline at mababawasan ang mga absenteeism. Mas malalim ang kanyang malasakit sa trabaho katumbas ng malasakit na ibinigay sa kanya ng lipunan. Mas maraming magagaling at matatalinong estudyante ang mangangarap na maging g**o dahil nakasisig**o sila ng maginhawang buhay sa hinaharap kapag ito ang kanilang naging propesyon.

Karaniwang konklusyon na kapag mataas ang pasahod sa g**o, tataas din ang kalidad ng edukasyon. Ngunit hindi ito ganito kasimple.

Sa Indonesio, dinoble ang sweldo ng mga g**o ngunit hindi ito nagresulta sa inaasahang pagtaas ng performance ng kanilang mag-aaral. Sa Uruguay, wala ring impact sa performance ng mag-aaral ang 25% na umento sa sahod ng mga g**o. Ganito rin ang nangyari sa Gambia at Zambia.

Marahil, ang mga ebidensyang ito ang humahadlang sa mga mambabatas sa Pilipinas upang sugalan ang paggawad ng mataas na pasweldo sa mga g**o. Dahil sa napakababang resulta ng mga evaluative assessments gaya ng NAT at PISA, hindi malayong mabawasan din ang kumpyansa ng lipunan sa performance ng mga g**o. Tayo man ang umupo sa kanilang pwesto, paano kaya natin kukumbinsihin an gating mga sarili na karapatdapat bigyan ng umento ang mga g**o kung hindi naman naibibigay ang inaasahang output sa pagganap sa katungkulan?

Ano ang estratehiya ng mga bansang may mataas na kalidad ng edukasyon?

Kung ating susuriin ang mga polisiya sa mga bansang nangunguna sa PISA, ang kombinasyon ng salary increase at critical reforms ang nagsilbing daan sa kanilang tagumpay.

Mataas ang standard na ipinatutupad sa Finland at Singapore bago tanggapin sa serbisyo ang mga aplikanteng g**o. Mahigpit din ang screening sa mga kukuha ng kursong edukasyon. Ang mga may excellent academic credentials ;amang ang pinapayagang kumuha ng education courses.

Noong 2009, dinoble ng Ecuador ang sweldo ng g**o. Kasabay nito, ipinatupad nila ang national hiring examination na sasala sa mga pinakamagagaling na aplikante. Ang lahat ng g**o ay sumasailalim sa mga evaluation system na syang magiging batayan ng pagtanggap ng mga incentives.

Kahalintulad nito ay ang mahigpit ding requirements sa Brazil. Tinaasan din nila ang budget sa mga paaralan sa kanayunan upang makasabay sa mga pasilidad sa mga paaralan sa siudad.

Sa Kenya, pinagtuunan naman ng pansin ang coaching at professional development ng mga g**o na dati nang nasa serbisyo.

Kung ang layunin ay iangat ang kalidad ng edukasyon, hindi pala sapat na itaas lamang ang sweldo ng mga g**o upang maipamalas ang kanilang husay sa pagtuturo. Kalakip ng pagbibigay ng umento sa sahod ang mga reporma na mag-aangat sa performance ng g**o - ang masusing pagpili sa mga tatanggapin sa serbisyo, ang pinaigting na professional development, kumpletong pasilidad at learning resources, malinaw na direksyon ng kurikulum, at mahusay na school leaders. Sa ganitong paraan, buong husay na magagampanan ng mga g**o ang kanilang tungkulin tungo sa pag angat ng kalidad ng edukasyon sa Pilipinas.

Naniniwala ako na darating din tayo sa panahon na itataas rin ang sweldo ng mga g**o.

Lesson Learned From the Nurses

It is noteworthy to know that as early as 2002, there is already a law (Section 32 of Republic Act 9173 or the 2002 Philippine Nursing Act) which expressly said that "the minimum base pay of nurses working in public health institutions shall not be lower than salary grade 15. Ang Nars partylist, through Cong. Leah Paquiz, went to the Supreme Court on 2015 appealing to uphold RA 9173. However, the government cannot be forced to implement the 17-year old law without a separate law providing for budget. It is only in October 2019 when the nurses won the case in the SC through the help of Cong. Leah Paquiz’ daughter Atty. Faye Paquiz who defended the nurses and faced all the justices alone but it has yet to be included in the GAA 2020 for it to be finally implemented.

For teachers, the 53-year old RA 4670 is vague and not as specific on the appropriate SG level as the RA 9713 for nurses. What we need is a law amending the Magna Carta for teachers not an executive directive to permanently effect salary grade improvement but sadly, teachers' representatives are not working hard to influence their fellow legislators and policy makers in justifying and making the long awaited reasonable teachers' salary increase implementation. When there is no law to support the salary increase that we pray for, nothing may be implemented even if our officials in the department would like it to happen too. Remember, DOH has done nothing to improve the salaries of their nurses. Even if we consume all our strengths in the streets or in the social media, we still need a LAW that supports the exclusive teachers’ salary increase apart from other government employees’ pay.

Lesson learned from the nurses: They patiently waited and gave their full trust to their representative in the congress who knows what to do and is sincere in making it happen.
