Former Senior Associate Justice Antonio Carpio stated that President Ferdinand Marcos Jr. is directly responsible for the insertions of approximately P421 billion in the Department of Public Works and Highways budget for 2025. Carpio argues that while Marcos revealed the contractors involved, he is not absolved of culpability because he had the opportunity to veto these insertions but only vetoed P29 billion, calling the limited veto "window dressing."
Carpio considers this the largest corruption scandal in Philippine history, surpassing even those during the martial law era under Marcos Sr., and believes it represents a tipping point for the country. He concludes that by signing the budget bill, Marcos Jr. "owned" the insertions, and his credibility and family name are now at stake.
