Typhoon Uwan Rapidly Intensifies, Threatens Cavite and Luzon Provinces

MANILA, Philippines – Typhoon Uwan (Fung-Wong) continues to rapidly intensify as it moves closer to Catanduanes, posing a significant threat to life and property, according to the 5:00 AM bulletin issued by DOST-PAGASA on November 9, 2025.

The eye of Typhoon Uwan was located 195 km east of Virac, Catanduanes (13.8°N, 126.0°E) as of 4:00 AM. The typhoon packs maximum sustained winds of 175 km/h near the center and gustiness of up to 215 km/h, with a central pressure of 940 hPa. It is moving west northwestward at 35 km/h. Strong to typhoon-force winds extend outwards up to 800 km from the center.

Tropical Cyclone Wind Signal (TCWS) No. 4 is in effect over Polillo Islands, eastern and central portions of Camarines Norte, eastern Camarines Sur, Catanduanes, and eastern Albay. These areas face typhoon-force winds, posing a significant to severe threat.

TCWS No. 3 is raised over the southern portion of mainland Cagayan, Isabela, Quirino, Nueva Vizcaya, Kalinga, southern Abra, Mountain Province, Ifugao, Benguet, central and southern Ilocos Sur, La Union, Pangasinan, Zambales, Bataan, Tarlac, Pampanga, Nueva Ecija, Bulacan, Aurora, Metro Manila, Cavite, eastern Batangas, Laguna, Rizal, the rest of Quezon, the rest of Camarines Norte, the rest of Camarines Sur, the rest of Albay, Sorsogon, and Ticao and Burias Islands, Northern Samar, the northern portion of Eastern Samar, and the northern portion of Samar. Storm-force winds are expected in these areas, posing a moderate to significant threat.

TCWS No. 2 is in effect over the rest of Cagayan including Babuyan Islands, Apayao, the rest of Abra, Ilocos Norte, the rest of Ilocos Sur, the rest of Batangas, northern and central Occidental Mindoro including Lubang Islands, northern and central Oriental Mindoro, Marinduque, northern and eastern Romblon, the rest of Masbate, the rest of Eastern Samar, the rest of Samar, Biliran, and the northern portion of Leyte. Gale-force winds are expected, posing a minor to moderate threat.

TCWS No. 1 is raised over Batanes, the rest of Romblon, the rest of Oriental Mindoro, the rest of Occidental Mindoro, Calamian Islands, Cuyo Islands, the rest of Leyte, Southern Leyte, Bohol, northern and central Cebu including Bantayan and Camotes Islands, northern and central Negros Occidental, the northern portion of Negros Oriental, Guimaras, Iloilo, Capiz, Aklan, Antique, Dinagat Islands, Surigao del Norte, the northern portion of Agusan del Norte, and the northern portion of Surigao del Sur. Strong winds are expected, posing a minimal to minor threat.

Heavy rainfall is expected. Severe winds and storm surge may be experienced outside the landfall point. The highest wind signal that will likely be hoisted is Wind Signal No. 5.

A storm surge with peak heights exceeding 3.0 m is expected within the next 48 hours over the low-lying coastal communities of Cagayan, Isabela, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Aurora, Zambales, Bataan, Pampanga, Bulacan, Metro Manila, Cavite, Batangas, Quezon, Camarines Norte, Camarines Sur, Catanduanes, Albay, Sorsogon, Northern Samar, Eastern Samar, Dinagat Islands, and Siargao and Bucas Grande Islands.

A gale warning is in effect over the seaboards of Northern and Central Luzon, the eastern and southern seaboards of Southern Luzon, the eastern and central seaboards of Visayas, and the eastern seaboard of Mindanao. Sea travel is risky for all types of vessels.

UWAN is forecast to move west northwestward and may pass close to Catanduanes this morning and make landfall over Aurora tonight or tomorrow early morning. It is forecast to reach super typhoon category and may make landfall at or near its peak lifetime intensity.

The public and disaster risk reduction and management offices are advised to take all necessary measures to protect life and property.

DILG-DepEd Region IV-A Launches Anti-Drug Contests for High Schoolers
CALAMBA, Laguna — The Department of the Interior and Local Government (DILG) Region IV-A, in partnership with the Department of Education (DepEd) Region IV-A, has called on junior and senior high school students across CALABARZON to participate in a Digital Poster Making Contest and a Short Film Making Contest as part of the Youths' Choice: Drug-free Life Engagement Program.

The contests aim to celebrate Drug Abuse Prevention and Control Week—traditionally observed in the third week of November in the Philippines—by engaging youth in the campaign for a drug-free life. The program is held under the banner of and .
Contest Details
Both contests are open to all junior and senior high school students from public and private schools in Region IV-A (Cavite, Laguna, Batangas, Rizal, and Quezon).

Digital Poster Making Contest
* Theme: "Youth's Choice: A Drug-Free Life."
* Format: Digital Poster, JPEG or PNG, portrait or landscape, 8.5" \times 11" (minimum resolution 2550 \times 3300 pixels).

As the author and sponsor of this law, I want to make it clear: nowhere does it require registration with the DOE or empower the Highway Patrol Group (HPG) to conduct inspections to verify a vehicle’s eligibility for a green plate.

Such actions add red tape and burden motorists. Instead of roadside checks, the HPG should coordinate with the LTO and concerned agencies on green plate usage. Walang probisyon sa batas na ganito kaya huwag nating dagdagan ng patakarang labag sa diwa ng EVIDA.

BIR Files Landmark Charges in Multi-Billion Peso Case

MANILA – In a rare and significant move underscoring the government’s intensified revenue drive, Bureau of Internal Revenue (BIR) Commissioner Romeo Lumagui Jr. personally appeared at the Department of Justice to file criminal charges against a pair of government contractors.

The case alleges that Sarah and Curlee Discaya failed to remit a staggering ₱7.1 billion in taxes to the national coffers.

The charges, detailed in a BIR statement, accuse the couple of a comprehensive failure to meet their fiscal obligations over a four-year period from 2018 to 2021. The allegations include not filing mandatory income tax returns, as well as neglecting to submit and pay taxes on documentary stamps, a levy on certain legal and financial documents.

Commissioner Lumagui's direct involvement in filing the complaint signals the case's high priority for the administration. It represents one of the largest individual tax evasion cases pursued in recent years and is being positioned as a stark warning to other corporate entities and high-net-worth individuals.

“The personal filing by the Commissioner is a powerful symbol of the state’s resolve,” said a legal analyst familiar with the matter. “It transforms a standard legal proceeding into a public statement on fiscal accountability.”

Marcos Jr. Must Resign — Who Really Runs the Republic?

In a single day in May 2024, Speaker Martin Romualdez, cousin to President Ferdinand Marcos Jr., distributed ₱3 billion in cash aid under the Ayuda sa Kapos ang Kita Program (AKAP) to over one million Filipinos across 334 sites nationwide.

The spectacle was not just about relief—it was a political parade. Posters, tarpaulins, and shirts bore the faces of Romualdez and Marcos, turning public assistance into a campaign-style blitz. The message was clear: this was not governance—it was self-promotion, funded by taxpayers.

Romualdez claimed the program was “under the directive of President Marcos Jr.”. If true, then the President must be held accountable for allowing his cousin to dominate the national stage with billions in public funds.

If false, then Romualdez has hijacked the machinery of state for personal gain—and Marcos Jr. stood by and watched.

But the rot goes deeper.

Seventeen generals of the Armed Forces of the Philippines reportedly visited Romualdez in the House of Representatives.

AFP Chief Gen. Romeo Brawner was allegedly recorded expressing gratitude to Romualdez for the military’s subsistence allowance. This is not just inappropriate—it’s dangerous.

The Commander-in-Chief allowed his top brass to pay homage to a legislator, not for oversight, but for favors. It reeks of patronage, not professionalism.

Where is the line between executive authority and legislative influence? Between governance and dynasty?

Marcos Jr. has not only tolerated this erosion of institutional boundaries—he has enabled it.

By permitting Romualdez to act as de facto head of state, by allowing military leaders to grovel before a House Speaker, and by turning social welfare into a billboard for political ambition, the President has abdicated his role as steward of the republic.

This is not mere negligence. It is complicity.

The AKAP program, with its ₱26.7 billion budget allocation, could have been a lifeline for the poor.

Instead, it became a stage for Romualdez’s national tour. The optics were unmistakable: a man campaigning, not governing.

And Marcos Jr.? Silent. Absent. Or worse—complicit.

If the President cannot—or will not—reassert control over his administration, if he continues to allow his cousin to run the show, then he has forfeited the moral and constitutional authority to lead.

President Marcos Jr. must answer: Who governs the Philippines? If the answer is Martin Romualdez, then Marcos Jr. must resign.

The republic deserves a leader—not a spectator.
