Mother of Hope and tender love,
We come to you this morning with a humble heart.
Thank you for watching over us through the night
and for guiding us to the light of this new day.

Mother Mary, lead us closer to your Son, Jesus.
Teach us to trust in Godโ€™s plan even when we cannot see it,
to hope when we feel discouraged,
and to love even when it is hard.

Protect us and our family today from all harm and temptation. Wrap us in your mantle of peace and comfort.
Help us to speak with kindness, act with patience,
and live this day with faith, hope, and joy.

Mother of Hope, pray for us,
that our hearts may always remain faithful and full of love.

Amen.

The Lapu-Lapu City Government has declared a state of calamity following the severe impact of Typhoon Tino, which brought heavy rains and strong winds affecting several barangays. The declaration was made upon the directive of Mayor Cindi King-Chan after assessing the aftermath of the typhoon and was approved during the regular session of the 16th Sangguniang Panlungsod held today, November 5, at the Session Hall.

The resolution was presented by City Councilor Marciano Alforque, Jr., Chairperson of the Committee on Disaster Risk Reduction. Its passage authorizes the use of city and barangay calamity funds to support relief, rehabilitation, and recovery efforts for affected residents.

According to reports from the City Social Welfare and Development Office (CSWDO), as of 6:00 a.m. on November 4, a total of 7,672 families, or 31,666 individuals, from 30 barangays sought shelter in 91 evacuation centers across the city. No casualties or injuries were recorded, although several houses and public facilities sustained damage, and assessments are ongoing.

The City Council also passed a separate resolution expressing appreciation and the highest salute to Mayor Cindi King-Chan for her decisive and compassionate leadership during the typhoon, and to Congressman Junard โ€œAhongโ€ Chan for his hands-on monitoring of affected areas. The motion was moved by City Councilor Annabeth Cuizon, SP Pro-Tempore.

This recognition follows Mayor Cindiโ€™s preemptive evacuation efforts before the typhoonโ€™s landfall and Congressman Ahongโ€™s personal monitoring of flood-prone areas, including the water retention pond in Barangay Basak.

The resolution also commended the City Disaster Risk Reduction and Management Office (CDRRMO), frontliners, and barangay officials for their vigilance and coordination, which contributed to a zero-casualty and zero-incident record.

PRESS RELEASE | LAPU-LAPU CITY CONDUCTS EARLY RECOVERY UPDATE MEETING LED BY MAYOR CINDI KING-CHAN

Lapu-Lapu City Mayor Cindi King-Chan led the Early Recovery Update Meeting today, November 5, 2025, at the Mayorโ€™s Conference Office.

As of 10:00 a.m., 90 percent of the cityโ€™s power supply has been restored, while water services and transportation are back to normal.

The Mactan-Cebu International Airport, Angasil Port, Hilton Wharf, Muelle Port, and inter-islet ports have resumed full operations. Major roads and bridges are cleared and passable.

As of 11:00 a.m., most evacuees have returned home, but 223 out of 7,470 families (856 out of 30,925 individuals) remain in 6 of 91 evacuation centers due to household damage. Some families are hesitant to return home because they live near the coast and have young children to protect. Several houses were also partially or totally damaged.

These families will be transferred to barangay gymnasiums to allow time for the cleaning and preparation of classrooms before face-to-face classes resume next week.

Classes remain suspended as the Department of Education conducts safety inspections, cleaning operations, and assessments to ensure readiness for reopening.

Active evacuation centers to be relocated to barangay gymnasiums include Babag National High School, Gun-ob Elementary and High School, Looc Elementary and High School, Pajo Elementary School, Sabang Elementary School, and Tingo Elementary School.

Government offices and essential services are fully operational, and 90 percent of telecommunications services have been restored.

Business establishments, including public markets, banks, and export processing zones, have resumed normal operations, allowing workers to return to their livelihood activities.

The meeting was attended by City Councilors Annabeth Cuizon and Marciano Alforque, City Administrator Atty. Danilo Almendras, Secretary to the Mayor Atty. Misaellee Tejano, CDRRMO Head Nagiel Baรฑacia, and members of the City Disaster Risk Reduction and Management Council, including department and office heads, as well as representatives from the City Budget Office, City Planning and Development Office, City Legal Office, City Engineering Office, and Assistant Schools Division Superintendent Dr. Ronald Ferrer.

Under Mayor Cindi King-Chanโ€™s leadership, the Lapu-Lapu City Government remains committed to restoring normalcy and ensuring all Oponganons recover and move forward together.
