Former President Rodrigo Roa Duterte’s leadership style had a profound impact on the Filipino value system, shaping social behavior, political discourse, and cultural attitudes. His frequent use of profanity and strong language, even in formal addresses, contributed to a shift in public communication norms. While some Filipinos viewed his bluntness as a sign of authenticity and relatability, others feared that it eroded traditional values such as delicadeza (propriety) and galang (respect). This normalization of offensive language influenced how people, especially the youth, engage in discussions, often fostering a more aggressive and confrontational tone in debates.

Duterte’s strong stance on crime and his controversial war on drugs reinforced a belief in swift and often violent justice. His administration’s approach led to the desensitization of many Filipinos to extrajudicial killings and human rights violations. While some saw this as necessary to maintain peace and order, it also undermined respect for due process and legal institutions. Over time, this shift in perspective affected how justice and morality were perceived, with many prioritizing immediate results over ethical considerations.

PRESCRIPTION:

Duterte’s presidency left a lasting impact on Filipino values, both positively and negatively. While he instilled a sense of nationalism and strong leadership, his approach also contributed to a decline in respect for human rights, traditional Filipino courtesies, and democratic principles. Moving forward, it is essential to promote a culture of respectful discourse, uphold ethical leadership, and reinforce the importance of due process and human dignity. ENSURING FAIR ELECTIONS: THE BAN ON "AYUDA" DISTRIBUTION AND ABUSE OF STATE RESOURCES

As election season approaches, the integrity of the electoral process must remain a top priority. One of the most pressing concerns during this period is the potential misuse of government resources and financial aid programs for political advantage. To safeguard fairness, a total ban has been imposed on the distribution of financial assistance programs such as TUPAD, AKAP, AICS, and 4Ps within ten days before elections and on election day itself. While these programs serve as vital support for many Filipinos, their timing and source must be carefully scrutinized. Any distribution by candidates—especially those who are incumbent officials, their family members, or known supporters—during the restricted period is presumed to be a form of vote-buying. This measure seeks to prevent undue influence over voters, ensuring that decisions are made based on merit rather than monetary incentives.

Additionally, the abuse of state resources (ASR) in elections is a significant concern. Public officials and government employees are prohibited from using government funds, manpower, and properties for election-related purposes. Acts such as storing campaign materials in government facilities, transporting paraphernalia using state vehicles, or utilizing government-owned spaces for political gatherings constitute a clear misuse of public assets. Furthermore, the provision of food, beverages, and campaign-related items in government buildings or facilities is strictly prohibited, as it compromises the neutrality of public institutions. These regulations emphasize the need for ethical governance and accountability, reinforcing that public resources must serve all citizens equally, rather than being leveraged for political gain.

The enforcement of these measures is a crucial step in promoting fair elections and protecting democratic institutions. The ban on the distribution of "ayuda" close to election day ensures that social welfare programs remain separate from political agendas. This move prevents candidates from manipulating the electorate by exploiting financial aid as a tool for securing votes. Moreover, prohibiting the abuse of state resources safeguards public funds, ensuring that government assets are used for their intended purpose rather than being diverted for personal or political gain.

PRESCRIPTION AND CALL TO ACTION

To strengthen the integrity of the electoral process, a multi-sectoral approach is needed. First, election monitoring bodies must enhance their enforcement capabilities by increasing surveillance, implementing digital tracking mechanisms, and swiftly prosecuting violators. Second, public awareness campaigns should be intensified to educate voters about the dangers of vote-buying and ASR, empowering them to report any illicit activities. Third, political parties and candidates must be held accountable through transparency measures, requiring them to disclose funding sources and expenditures. Finally, long-term reforms should be explored, such as institutionalizing stricter penalties for election offenses and ensuring that social welfare programs operate independently of political cycles.

A truly democratic society thrives when elections are free from undue influence, and leaders are chosen based on their qualifications, platforms, and ability to serve the people. Upholding these election laws is not merely a legal obligation but a moral imperative in securing a just and transparent governance system for all.

Addressing the Principal Shortage: Implications and Challenges

The Department of Education’s (DepEd) commitment to deploying 15,000 principals this year marks a significant shift in the country’s approach to addressing the longstanding leadership vacuum in public schools. With 55% of schools currently operating without principals, this move is both necessary and urgent. However, the initiative also raises several challenges and implications that warrant closer examination. President Ferdinand Marcos Jr.’s recognition of teachers and school leaders as the backbone of the education system underscores the importance of having competent principals in every school. The planned deployment, combined with policy reforms such as the reclassification of Head Teachers and the reassignment of surplus principals, aims to bridge the leadership gap. If executed effectively, these measures could improve administrative efficiency, enhance teacher support, and ultimately lead to better learning outcomes for students. The push for a 1:1 principal-to-school ratio by 2026 is particularly ambitious. This standardization under the School Organizational Structure and Staffing Standards (SOSSS) promises long-term stability, giving every school a dedicated leader to oversee operations, manage teacher development, and drive academic performance.

While the initiative is commendable, it is not without hurdles. The historically low passing rates in the National Qualifying Examination for School Heads (NQESH) indicate that a significant number of aspiring principals struggle to meet existing competency requirements. Addressing this issue requires a more structured capacity-building program that includes mentorship, coaching, and targeted professional development. Additionally, the reassignment of principals currently detailed to offices may face resistance. Many of these professionals have settled into administrative roles that differ from the demands of school leadership. Ensuring a smooth transition back into school-based positions will require careful planning and support. Another potential obstacle is the decentralized administration of the NQESH. While regional-level testing may improve accessibility and efficiency, it also poses risks such as inconsistent evaluation standards across different regions. DepEd must establish clear guidelines to ensure uniformity in the assessment and selection process.

A well-led school fosters a positive learning environment, improves teacher morale, and enhances student performance. The deployment of principals, especially those who have been acting in leadership roles without formal titles, recognizes their contributions and provides them with the authority needed to enact meaningful change. This move is expected to motivate teachers, as they will receive better guidance, mentorship, and professional growth opportunities under experienced school leaders. However, the rapid deployment of principals also means that schools must be prepared to accommodate these changes smoothly. Clear communication and transition plans are essential to prevent disruptions in school operations.

DepEd’s plan, if successfully implemented, has the potential to be a game-changer in the Philippine education system. However, it must be accompanied by sustained efforts in leadership training, continuous professional development, and policy refinements. More than just filling vacancies, the focus should be on ensuring that the right individuals assume these critical roles. As the education sector undergoes these reforms, stakeholders—including teachers, parents, and local government units—must actively engage in supporting these transitions. Strengthening school leadership is not merely about appointing principals but about empowering them to transform the education system from the ground up.
