₱86.8-MILYONG PAG-AARAL SA CATANDUANES–CAMARINES SUR FRIENDSHIP BRIDGE MULING ISINUSULONG

CATANDUANES — Muling pinag-aaralan ang panukalang Catanduanes–Camarines Sur Friendship Bridge matapos maglaan ang Department of Public Works and Highways (DPWH) ng panukalang ₱86.8 milyon para sa bagong feasibility study ng proyekto.

Layunin ng pag-aaral na matukoy kung teknikal at ekonomikong maisasakatuparan ang napakalaking proyektong mag-uugnay sa Catanduanes at mainland Bicol.

Ayon sa liham ni DPWH Secretary Vince Dizon kay Catanduanes Governor Patrick Alain T. Azanza noong Nobyembre 4, 2025, iminungkahi ang muling pagsusuri sa proyekto bilang bahagi ng 2026 National Expenditure Program (NEP).

Kabilang sa mga susuriing aspeto ang posibleng alignment ng tulay, engineering requirements, inaasahang dami ng trapiko, kondisyon ng kapaligiran at seabed, gayundin ang potensyal na epekto nito sa ekonomiya.

Isasagawa rin ang topographic, traffic at geotechnical surveys, hydrographic surveys, seabed at coastline bathymetric surveys, at panibagong socioeconomic at economic assessments.

Batay sa naunang pagsusuri, tinatayang aabot sa ₱522.665 bilyon ang investment requirement para sa proyekto. Nakapagtala rin ito ng negatibong Net Present Value na humigit-kumulang ₱379.72 bilyon, Benefit-Cost Ratio na -0.005 at Economic Internal Rate of Return na -7.8%.

Dahil dito, hindi nito naabot ang itinakdang 10% economic hurdle rate at itinuring na technically not feasible sa nakaraang assessment.

Sa kabila nito, muling sinusuri ng DPWH ang proyekto upang matukoy kung maaaring baguhin ang disenyo, alignment o paraan ng konstruksyon upang matugunan ang mga naunang hamon.

Kapag maisakatuparan, maaaring mapabilis ng permanenteng koneksyon ang transportasyon ng mga produkto at tao sa pagitan ng Catanduanes at mainland Bicol. Maaari rin itong magbukas ng karagdagang oportunidad para sa kalakalan, turismo, pamumuhunan at access sa mga serbisyo.

Gayunman, nilinaw na ang ₱86.8 milyong pondo ay para sa feasibility study lamang at hindi pa nangangahulugan na aprubado na ang konstruksyon ng tulay.

Ang resulta ng bagong pag-aaral ang magiging mahalagang batayan kung teknikal, pinansyal at ekonomikong maisasakatuparan ang matagal nang pangarap na direktang maiugnay ang Catanduanes sa mainland Bicol.

THE BRIDGE THAT COULD CHANGE BICOL? ₱86.8-MILLION STUDY REVIVES CATANDUANES–CAMARINES SUR LINK

CATANDUANES — For years, the vision of connecting Catanduanes to mainland Bicol has remained one of the region’s most ambitious infrastructure dreams.

Now, that dream is getting another look.

The Department of Public Works and Highways (DPWH) has proposed ₱86.8 million for a new feasibility study of the proposed Catanduanes–Camarines Sur Friendship Bridge, reopening discussions on a project that could potentially reshape transportation and economic connectivity in the region.

The proposed funding is not yet for construction. Instead, it is intended to determine whether the massive project can be made technically and economically viable following challenges identified in an earlier assessment.

A SECOND CHANCE FOR A BOLD VISION

In a November 4, 2025 letter addressed to Catanduanes Governor Patrick Alain T. Azanza, DPWH Secretary Vince Dizon confirmed that the project was being proposed for re-evaluation under the 2026 National Expenditure Program (NEP).

The fresh study is expected to revisit key aspects of the proposed bridge, including its alignment, engineering requirements, projected traffic, environmental and seabed conditions, and potential economic benefits.

The proposed technical work includes:

• Topographic surveys
• Traffic surveys
• Geotechnical investigations
• Hydrographic surveys
• Seabed and coastline bathymetric surveys
• Updated socioeconomic and economic assessments

The results could help determine whether alternative designs, alignments, or construction approaches could address the concerns raised during the previous evaluation.

A PROJECT OF ENORMOUS SCALE

The earlier assessment revealed just how challenging the proposed connection could be.

The project's estimated investment requirement was placed at approximately ₱522.665 billion. The assessment also reported a negative Net Present Value of about ₱379.72 billion, a Benefit-Cost Ratio of -0.005, and an Economic Internal Rate of Return of -7.8%.

It also failed to meet the required 10% economic hurdle rate and was considered technically not feasible under the previous assessment.

Those figures underscore the enormous financial and engineering challenges involved.

But instead of closing the door on the proposal, DPWH is taking another look.

The new feasibility study could provide updated data and explore whether changes in the project's concept could improve its viability.

MORE THAN A SHORTER JOURNEY

For Catanduanes, the proposed bridge carries significance far beyond transportation.

A permanent connection to mainland Bicol could potentially make the movement of agricultural products and other goods more efficient, improve access to markets and services, and create opportunities for tourism, trade and investment.

It could also strengthen the province's integration with the broader Bicol economy.

For Camarines Sur and other parts of the region, the project could create another major transportation corridor and potentially open new economic linkages with the island province.

FROM DREAM TO DATA

Yet for all its promise, the Friendship Bridge remains far from construction.

The ₱86.8 million proposed funding is intended for a feasibility study. It does not constitute approval to build the bridge, nor does it guarantee that the project will ultimately proceed.

What it does provide is another opportunity to test the idea against updated technical and economic realities.

After years of discussion, one of Bicol's biggest infrastructure dreams is once again being put under the microscope.

And this time, the question is not simply how spectacular the bridge could be.

The bigger question is whether the numbers, engineering and economics can finally make it possible.

For Catanduanes and mainland Bicol, the answer could shape the region's future for generations.

OLD ALBAY CELEBRATES ITS FIESTA: A COMMUNITY ROOTED IN FAITH AND HISTORY

LEGAZPI CITY, ALBAY — September 3, 2026. — The historic Old Albay District comes alive today as residents and devotees celebrate its annual fiesta in honor of St. Gregory the Great, the patron of the St. Gregory the Great Cathedral, popularly known as Albay Cathedral.

The September 3 celebration is more than a religious observance. It is also a reflection of the long history of a district that has stood at the center of Albay's religious, civic, and cultural life for generations. The Cathedral's feast is officially observed on September 3.

The story of this community stretches back to 1587, when Franciscan missionaries established the Mission de San Gregorio Magno in Sawangan. The mission became a full parish in 1616, establishing a religious tradition that would continue through centuries of change.

Much of the story of present-day Old Albay was shaped by Mayon Volcano.

Following the catastrophic 1814 eruption of Mayon, communities were relocated to safer ground. The settlement that developed inland eventually became Albay Nuevo, helping establish the historic civic center that would later be associated with Old Albay.

From this community grew a landscape where faith and public life stood side by side.

The Albay Cathedral, Albay Provincial Capitol, Legazpi City Hall, and Peñaranda Park became enduring landmarks of the district—each representing a different chapter in the story of the community.

Today, the Cathedral remains at the heart of the district's religious identity. In 2026, the parish is also marking the 75th anniversary of the elevation of St. Gregory the Great Church to cathedral status, which took place in 1951 when the Diocese of Legazpi was established. Recent activities of the Cathedral have included novena celebrations, a historical forum, and other events leading to the feast.

The September 3 fiesta therefore carries a meaning that extends beyond a single day.

It is a celebration of faith preserved through generations, a community rebuilt after disaster, and a historic district that continues to evolve without losing its identity.

From the shadow of Mayon to the bells of the Cathedral, Old Albay continues to tell the story of a people who have endured, rebuilt, and remained rooted in their heritage.

Today, Old Albay celebrates not only its patron saint, but also the history that makes the district uniquely its own.

CARETAKER PATAY MATAPOS BAR*L*N SA ULO; SUSPEK TUMAKAS

BACACAY, ALBAY — Patay ang isang caretaker matapos umanong barilin sa ulo ng hindi pa nakikilalang suspek sa Sitio Pasulmok, Purok 3, Barangay Sula, Bacacay, Albay noong Setyembre 1, 2026.

Kinilala ang biktima sa alyas na “Inggo,” nasa hustong gulang at residente ng Barangay Caracaran, Rapu-Rapu, Albay. Siya umano ang caretaker ng Taksay kung saan naganap ang insidente.

Ayon sa paunang imbestigasyon, nagtamo ng tama ng bala sa ulo ang biktima matapos umanong barilin ng suspek. Idineklarang patay ang biktima, habang tumakas naman ang suspek patungo sa hindi matukoy na direksiyon.

Agad nagsagawa ng hot pursuit operation ang Bacacay Municipal Police Station (MPS), sa pangunguna ni PMAJ Niño V. Aquitan, Chief of Police, upang matukoy at maaresto ang suspek.

Naglatag din ang mga awtoridad ng mga chokepoint at checkpoint sa mga estratehikong lugar upang maharang ang posibleng ruta ng pagtakas.

Patuloy ang imbestigasyon at follow-up operations ng Bacacay MPS. Nanawagan ang pulisya sa sinumang may impormasyon tungkol sa insidente, pagkakakilanlan o kinaroroonan ng suspek na agad makipag-ugnayan sa pinakamalapit na himpilan ng pulisya o sa Bacacay MPS.

PM2.5 SA BICOL, UMABOT SA “VERY UNHEALTHY” NA ANTAS

BICOL REGION — Umabot sa “Very Unhealthy” na antas ang naitalang Air Quality Index (AQI) para sa PM2.5 sa Continuous Ambient Air Quality Monitoring Station ng Central Bicol State University of Agriculture (CBSUA), ayon sa DENR Environmental Management Bureau (EMB) Bicol.

Batay sa pinakahuling monitoring data, nasa 151 hanggang 198 ang PM2.5 AQI readings sa monitoring period.

Samantala, nasa 52 hanggang 58 AQI ang naitalang PM10, na kabilang sa “Fair” na kategorya.

Ayon sa DENR-EMB Bicol, patuloy na minomonitor ang kondisyon ng hangin sa gitna ng haze na nakaaapekto sa ilang bahagi ng Pilipinas at iniuugnay sa usok mula sa mga sunog sa Kalimantan, Indonesia.

Gayunman, maaaring magbago ang kalidad ng hangin depende sa direksiyon ng hangin, pag-ulan at iba pang kondisyon ng panahon.

Hinikayat ng EMB Bicol ang publiko na regular na tingnan ang pinakabagong air-quality readings at limitahan ang matagal o matinding aktibidad sa labas kapag hindi maganda ang kalidad ng hangin, lalo na ang mga taong mas sensitibo sa air pollution.

LUNGSOD NG MASBATE, NIYANIG NG MAGNITUDE 2.4 NA LINDOL

Nayanig ng magnitude 2.4 na lindol ang Lungsod ng Masbate ngayong Martes, Setyembre 1, 2026, ganap na 1:23 ng hapon.

Ayon sa Earthquake Information No. 1 ng Philippine Institute of Volcanology and Seismology (PHIVOLCS), natukoy ang epicenter ng lindol sa lokasyong 12.37°N, 123.62°E—mismong sa katimugang bahagi ng Lungsod ng Masbate. May babaw itong dalawang kilometro (002 km).

Tectonic ang sanhi ng nasabing pagyanig at walang inaasahang pinsala o mga kasunod na pag-uyog (aftershocks) mula rito.
