Sa kabila ng pagsabog, nilinaw ng mga awtoridad, kabilang ang Philippine Institute of Volcanology and Seismology (PHIVOLCS), na nananatili sa Alert Level 2 ang status ng Bulkang Kanlaon.

Ayon sa PHIVOLCS, ang Alert Level 2 ay nangangahulugang may "palagiang pagtaas ng unrest" na maaaring humantong sa phreatic o steam-driven explosions.

COMELEC 2ND DIVISION DISQUALIFIES CANDIDACY OF ALBAY GOVERNOR NOEL E. ROSAL, DECISION NOT YET FINAL - COMELEC SPOX 📰

The Commission on Elections (COMELEC) Second Division has disqualified Noel E. Rosal from seeking the position of Governor of Albay in the upcoming May 2025 National and Local Elections. However, the decision is not yet final and executory, according to the poll body's spokesperson.

Disqualification Grounds
In a resolution dated October 03, 2024, the Second Division granted the petition for disqualification (SPA No. 24-179 (DC)) filed by Adrian N. Loterte. The decision cites two main grounds:

Material Misrepresentation: Rosal was found to have committed material misrepresentation in his Certificate of Candidacy (COC) regarding his eligibility for public office.

Grave Misconduct: The ruling emphasizes that Rosal was previously found guilty of Grave Misconduct by the Office of the Ombudsman in a decision dated June 18, 2024.

The COMELEC noted that the Ombudsman found Rosal guilty of two counts of Grave Misconduct, oppression, and two counts of Conduct Prejudicial to the Best Interest of the Service. The penalty imposed was dismissal from service with perpetual disqualification from re-employment in government service. The poll body ruled that this prior finding renders Rosal ineligible to run, thus the denial of due course and/or cancellation of his COC for Governor of Albay.

Despite the resolution, the disqualification is not yet final and executory.

COMELEC Spokesperson Atty. John Rex Laudiangco clarified the situation in an interview this Friday morning:

"The decision of the second division has yet to become final and executory. Hindi pa po ito final at executory at hindi pa po maipapatupad (This is not yet final and executory and cannot yet be implemented)," Laudiangco stated.

He further added that no changes in the Albay provincial government will occur immediately: "At dahil dito sa ikalawang punto, wala pa pong pagbabago sa pamahalaan ng Albay. Sa puntong to, wala pa pong pababain (Because of this second point, there is no change yet in the Albay government. At this point, no one is being removed)," he added.

Laudiangco explained that Mr. Rosal has a period of five days to file a motion for reconsideration.

"Mayroon pong remedy si Mr. Rosal na umakyat sa Commission en Banc sa pamamagitan ng isang motion for reconsideration (Mr. Rosal has the remedy to elevate the matter to the Commission en Banc through a motion for reconsideration)," Laudiangco concluded.

The ruling was promulgated on October 03, 2024, by the Second Division, with Commissioner Rey E. Bulay as Presiding Commissioner, and Commissioners Nelson Celis and Noli Pipo as members.

Sinabi ni Ombudsman Jesus Crispin Remulla nitong Huwebes, Oktubre 23, na susubukan niyang ipatupad ang 2016 dismissal order laban kay Senador Joel Villanueva na orihinal na inisyu ni dating Ombudsman Conchita Carpio-Morales.

Sa isang panayam, inihayag ni Remulla na personal niyang iaabot ang isang sulat kay Senate President Tito Sotto kinabukasan (Biyernes) tungkol sa naturang hakbang.

Matatandaan na noong 2016, iniutos ni Morales na tanggalin si Villanueva sa serbisyo publiko dahil sa “grave misconduct, serious dishonesty, at conduct prejudicial to the service.” Ito ay kaugnay ng umano'y maling paggamit ng kanyang Priority Development Assistance Fund (PDAF) allocations noong siya ay kinatawan pa ng CIBAC party-list.

PNP REGION 5 VOWS TO SOLVE "SAMAR" CASE, PROMISES NO IMPUNITY IN BICOL

LEGAZPI CITY, BICOL – The Philippine National Police (PNP) Region 5 is intensifying its efforts to solve the "SAMAR" case, following the conclusion of its third high-level Case Conference this evening.

PBGEN Nestor Babagay, the Regional Director of PNP Region 5, personally presided over the meeting of the Special Investigation Task Group "SAMAR" (SITG "SAMAR"). In a post-conference statement, he emphasized the sustained and intensive nature of the investigation.

"This sustained, intensive effort shows our clear resolve to solve this case," said PBGEN Babagay. He issued a direct charge to the task group: "pursue every lead, analyze every piece of evidence."

The Regional Director reaffirmed the PNP's dedication to the victim's family, stating, "We will not stop until we bring justice to the victim's family."

PBGEN Babagay also delivered a strong message of assurance to the public in the Bicol region. "To the people of Bicol, let me be unequivocal: this demonstrates that impunity has no place here," he declared. "Your police force is determined, focused, and we will protect our community."

The frequent and high-level case conferences underscore the priority being placed on the investigation by the regional police leadership.
The PNP Region 5 continues to urge the public to cooperate with authorities and provide any information that may assist SITG "SAMAR" in their ongoing work.

PALACE DECLARES OCTOBER 31, 2025 AS SPECIAL NON-WORKING DAY FOR LONG UNDAS BREAK

The Office of the President has declared Friday, October 31, 2025, an additional special (non-working) day nationwide.

The declaration comes by virtue of Proclamation No. 727 and aims to provide families with more time to prepare for and observe the solemn holidays of All Saints' Day (November 1) and All Souls' Day (November 2), collectively known as Undas.

Since November 1 falls on a Saturday and November 2 falls on a Sunday, the declaration of October 31 (Friday) as a special non-working day effectively creates a long weekend for the public.

This measure is traditionally implemented to strengthen family ties, allow citizens to travel to their provinces and visit cemeteries without congestion, and promote domestic tourism.

Reminder on Holiday Pay

As a special (non-working) day, the "no work, no pay" principle generally applies, unless a company policy, practice, or a collective bargaining agreement dictates otherwise. Employees who are required to work on this day are typically entitled to a premium pay.

LAND DISPUTE SUSPECTED IN DOUBLE HACKING FATALITY IN BACACAY, ALBAY

BACACAY, ALBAY—Authorities are investigating a double killing after two people die in a hacking incident in the mountainous area of Barangay Sula, Bacacay, Albay, on the afternoon of October 20, 2025.

Local police and emergency response teams rush to the scene shortly after 1:40 PM yesterday following a request for assistance. Responding police officers, along with personnel from the Municipal Disaster Risk Reduction and Management Office (MDRRMO), find two male individuals lying on the ground, bleeding heavily from multiple hack wounds on different parts of their bodies.

The two victims, a 65-year-old farmer and a 27-year-old fisherman, both residents of the same village, are rushed to the Rural Health Unit (RHU) in Bacacay, Albay, but are pronounced dead on arrival by the attending physician.

Arrest Made and Motive Determined

Following a quick follow-up investigation, responding police officers apprehend a 25-year-old construction worker from the same community. The suspect is informed of his constitutional rights and is currently in police custody.

Investigators recover the bladed weapon allegedly used in the crime, based on information provided by a witness. The initial investigation points to a land dispute as the motive for the incident.

The remains of the deceased are now at a funeral center in Legazpi City for autopsy examination. The duty investigator is preparing to file a case of murder against the suspect.

FATAL FALL: ONE DEAD, ONE INUURED AFTER PLUMMETING INTO RAVINE IN CASIGURAN, SORSOGON

CASIGURAN, SORSOGON—A 21-year-old woman is dead and a 28-year-old man is injured after they fall into a ravine in Barangay Inlagadian, Casiguran, Sorsogon, on the evening of October 20, 2025.

The Casiguran Municipal Disaster Risk Reduction and Management Office (MDRRMO) reports that it immediately requests assistance from the Bureau of Fire Protection (BFP) after receiving the incident report via radio.

Personnel from BFP Casiguran, led by SFO4 Lolito F. Cañares, respond quickly to the scene, along with the MDRRMO and the Casiguran Philippine National Police (PNP).

During the subsequent retrieval operations, responders find the victims at the bottom of the ravine. The woman is deceased, while the man is unconscious. Rescuers immediately transport the injured man to the Sorsogon Provincial Hospital for medical treatment.

Authorities continue their investigation to determine the exact cause of the incident.

Mass Hyperventilation Hits BU HATAW 2025: Smoke Bombs Trigger Student Health Crisis

LEGAZPI CITY, Albay — The closing moments of the Bicol University (BU) HATAW 2025 were marred by a health emergency today after the excessive and premature use of smoke bombs inside the BU Sports Complex caused multiple students to suffer from hyperventilation and suffocation.

In a scene of immediate chaos, dozens of students were hastily pulled out of the venue by medical teams. The rush of patients, exhibiting symptoms of breathing difficulties and other respiratory complications, quickly overwhelmed the emergency triage area set up on the ground floor of the BU Library.

The Incident

Eyewitnesses attribute the health crisis to the rapid and uncontrolled detonation of colored smoke bombs intended as part of the celebratory performance. While the devices were meant to be popped at the conclusion of the event, reports indicate that several students prematurely deployed them at the start, prompting a chain reaction of explosions and a dense cloud of smoke that saturated the complex.

"The rapid explosions caused mild to severe breathing difficulties," reported an eyewitness, adding that the frenzied and uncontrolled throwing of the smoke bombs also led to concerns of minor burn injuries.

The sudden shift from a festive atmosphere to a medical emergency caused significant worry and panic among the crowd outside the complex, as rescuers worked to stabilize the affected students.

The Bicol University administration has yet to release an official statement regarding the safety protocol breach and the total number of students affected.
