July 28, 2025 โ€“ Current Philippine President Ferdinand โ€œBongbongโ€ Marcos Jr. delivered his fourth State of the Nation Address at 4 PM today, addressing the current issues faced by the country and putting forward the accomplishments of his administration in the past three years.

PBBM started off by acknowledging the members of the Congress, his family and relatives, as well as the newly elected senators and municipal government officials. On the issue of the widely advertised platform of PBBMโ€™s P20-per-kilo rice which he promised during his campaign, the President believes that the current administration has proven that this stunt is indeed possible. It should be noted, however, that this was made accessible as a subsidy project funded by the government which benefitted low-income families, but caused a loss to the rice farmers who were forced to sell their rice at a very low price.

Other accomplishments reported by PBBM during his SONA are the established biosecure facilities and nationwide vaccines against ASF virus in response to the continuous price hike of pork in the market. As for the education sector, the Academic Recovery and Accessible Learning or ARAL Program continues its effectivity, focusing on enhancing studentsโ€™ skills in math and science subjects. Tutoring and remedial programs were also conducted and PBBM encouraged schools to continue such initiatives to promote volunteerism and to provide internship and preemployment opportunities for the youth.

PBBM also flaunted the Bagong Urgent Care and Ambulatory Service or BUCAS Centers, as well as the operation of the eGOV app which serves as an accessible means to acquire government services.

The President mentioned several projects and programs that he will implement before the end of his administration, with major projects covering the economic, education, social, and development sectors of the Philippines.

PBBM pushes the strengthening of government programs related to agriculture by increasing the production of rice and agricultural products as well as high-class hybrid coconuts for export. The President also mentioned investing in science and technology for improved farming as well as scholarships in agriculture.

The arrival of laptops and other teaching materials for public school teachers was also mentioned and PBBM ensured that there were no anomalies in its acquisition. More subsidies and financial assistances will also be offered which is targeted to benefit around 200,600 students.

PhilHealth will also cover more benefits, as per PBBMโ€™s statement, which will now include cardiac-related diseases, cancer, dialysis, medicine and check-ups, and other outpatient services. Medical assistance services will also be more accessible via eGOV app, and PBBM states that all transactions will be free in DOH hospitals.

PBBMโ€™s administration also gave way to several infrastructure developments under the Build Better More (BBM) Program, with promises for future projects such as the Bataan-Cavite Interlink Bridge, PNR Bicol Line rails, and the rehabilitation of the Guadalupe Bridge.

Acknowledging that corruption is present within his administration, PBBM called out those involved in plundering and graft. He called out water districts and their joint venture partners responsible for poor rendering of services in water resource, as well as those who conspired in acquiring funds meant for flood-control projects. With this, PBBM will require a list of projects per region which will be audited, reviewed, and published for public scrutiny and assessment.

A community neither needs a perfect leader, nor a flawless council to be dynamic. It is not ideal to demand a leader who never fail, as taking responsibility is a suppression of your own freedom. If leadership is perceived as a duty, then probably it will only result as a repercussion, but through a shared commitment of the council, a whole term of leadership is worthy of every teardrop of farewell and gratitude.

As the current president of the College of Engineering, Hannah Erika Magayanes failed to hold back her tears throughout her farewell message during the BUCENG Foundation Day. It was supposed to be a delivery of gratitude but turned into an emotional moment as she started reminiscing her journey in a year-term as the College Student Council (CSC) president. Every hard works, challenges, and joggled torture started to flashback before her eyes, yet she was smiling as if she found comfort even in the most tormenting days of her leadership.

โ€œBuild a family within your organization,โ€ Magayanes stated.

It is the most efficient foundation of having a dynamic and working student body that caught the attention of the crowd. Leadership is indeed a burden if you will not enjoy it, and the president found the benefit within the family that she built.

Magayanes added that the student council is a dependable committee that served as her support system. They remained resilient and proactive even during her on-job-training. Her absence did not halt the progress that they had started; during her silent battles, family matters, and emergency plannings during the Typhoon Kristine, they still managed to stand together, watching everyoneโ€™s back.

The BUCENG CSC President said, โ€œThereโ€™s a quiet strength in everyone, a shared understanding that no one is left behind. We donโ€™t just function as officers; we function as people who genuinely care about each other and the work we do.โ€

The CSC is not an organization that was built overnight. It took time for everyone to gain each otherโ€™s trust, learn to listen, and let go of things when needed. Over time, the team started to become a family. Magayanes wanted to thank the CSC family for the shared laughter, the long nights, the pressure, the plans, the small wins, and the big ones. It is evident that her words were sincere; her smiles along with tears flowing from her eyes were genuine as it reflects the beauty of her soul and character.

โ€œYou have been the most dedicated, responsible, and passionate group of people Iโ€™ve had the privilege to work with. You never needed to be pushedโ€”you just knew what had to be done, and you did it with heart. Continue to be the kind of leaders who serve with purpose, who show up even when itโ€™s hard, and who uplift one another. I may be stepping away, but my heart stays with this family weโ€™ve built,โ€ she said.

Even the hardest suffering that you might encounter will seem to be painless once you found comfort in your surroundings. It is indeed a torture to joggle your duty as a student, a child, a sibling, and might have more responsibilities that a normal student should not carry, but finding a safe space around you is treasure that you will forever cherish. Take every opportunity to find a family in your every journey, because the scarcity of time will be the agony of a sanguine living.

A message to the CENGians:

To my fellow cengians, never confine yourselves within the four corners of the classroom. While academics are important, they are only one part of the experience. Go beyondโ€”explore your potential, discover your passions, and challenge yourselves by joining organizations. Leadership, teamwork, and service will teach you things no textbook ever can. Donโ€™t just aim to excel in gradesโ€”strive to achieve more, to grow, and to make a difference.

Laid upon the hard bedrock of prowess, creativity, and wit โ€“ the Bicol University College of Engineering celebrates its 56th Founding Anniversary in commemoration of delivering nearly six decades of quality education, research, and engineers this 20th of June, with the theme โ€œBUCENG Foundation Day 2025: Come One, Come All Pyestahan sa BUCENGโ€ rewound time back to the days of innocent fun in tradition.

The event was spearheaded and organized by the BUCENG dean, Engr. Amelia B. Gonzales and the BUCENG Administration, together with the newly elected BUCENG-CSC Executive Officers for A.Y. 2025-2026, leading the program. The activity was also graced by the presence of the outgoing BUCENG-CSC President, Ms. Hannah Erika Magayanes and was actively participated by the 2025-2026 Department Based Organizations (DBOโ€™s) executive officers, BUCENG faculty members, BUCENG alumni, and students.

As brightly coloured as they come, flaglets lined the perimeter of the BUCENG Gymnasium and luminescent prizes hung above the streets ripe for the picking. Inside the venue, thereโ€™s the occasional whiff of every delicacy on display, the lively music keeping every foot in the hall kicking, and, of course, the fiesta-themed stage styled to eleven facing the seated audience. Precious time was allotted off the event to host the presentations of the BUCENG DBOsโ€™ semestral report for the second semester A.Y. โ€˜24-โ€™25, detailing their organizationโ€™s work and achievements until lunch break.

Adding flavor and flair to the festivities, invited food and service vendors elevated the celebration into a true pyestahan experience. Participants and guests were treated to a variety of delights from a local catering services; while a guest barista from Young Bloodโ€™s Barista, Mr. Ron Peter Pabelion, engaged with the participants with a live coffee-making demonstrationโ€” filling the air with the rich aroma of freshly brewed beans. The menagerie of activities had everyone resurface their youthful selves as they sat down for free face paint services, free photo booth pictures, and coffee stall with free ice cream and cotton candy earlier that afternoon

Festive as the occasion was and with this coming academic yearโ€™s DBOsโ€™ collaboration efforts, attendees were invited to participate in a team building activity including a modified version of calamansi relay, pabitin, and pukpok-palayok.

According to a representative from the Institute of Integrated Electrical Engineers - Bicol University Student Chapter (IIEE-BUSC), โ€œI think that team building [activity] allowed us toโ€ฆ establish important bonds and relationships that will support our future collaboration with each other.โ€

โ€œ...motivated us that we can also do better and not only within ceng, we can also establish relationships outside, yung mga fellow chapters namin, fellow student chapters, and I think as a leader, parang not only do we strive to lead but also, for us to lead, we have to know how to collaborate with others para collective yung ating success.โ€ IIEE-BUSC officer added.

After an hour under the sun, the attendees retreated to the venue for miss Hannah Erika Magayanesโ€™ State-of-the-Students Address as BUCENG-CSC President of the Academic Year 2024-2025 highlighting the achievements of the organization under her term and leaving her final wishes and tearful gratitude to her fellow officers. With her final speech on the podium finished, Engr. Romeuel Sese ushered the new batch of BUCENG-CSC Officers to the front for the Oath-Taking Ceremony.

With a voice full of gratitude and commitment, President-elect Jureen Dominique Sese stepped forward to deliver his acceptance speech, outlining his vision for the BUCENG student body in the upcoming academic year, highlighting the vision โ€œAMPLIFY-CENGโ€, stating that the new set of council is anchored towards the excellence of the CENGians. With that, the dayโ€™s formalities later came to an end making way for the BUCENG Faculty, Administration, and Alumni to party it out to the sound of the 1970s, all of whom were invited for dinner.

As the BUCENG steps into another academic year, its 56th Founding Anniversary served as both a tribute to its legacy and a reminder of commitment to academic excellence, innovation, and student empowermentโ€” shaping great leaders and future engineers; with the new set of student council, ready to sail and stride forward; across boundaries, across the limits.
