Malacaรฑang defended the National Food Authority (NFA) amid criticism over its sale of P20 per kilo rice in calamity-hit areas instead of giving it for free. The issue arose after social media posts showed NFA rice being sold in provinces affected by recent typhoons and earthquakes.

Communications Undersecretary Claire Castro clarified that the NFAโ€™s mandate under the law is to sell rice, not to distribute it for free. She added that providing aid and relief is the responsibility of other agencies such as the Department of Social Welfare and Development, the Department of Public Works and Highways, and the Department of Human Settlements and Urban Development.

Malacaรฑang also reported that the Office of the President has released P158.3 million in cash donations to local government units in Davao Oriental after the province was struck by twin earthquakes last week.

๐—ช๐—”๐—ง๐—–๐—› | As of 11 a.m. today, October 18, Tropical Storm โ€˜๐—ฅ๐—ฎ๐—บ๐—ถ๐—นโ€™ has slightly intensified as it nears the waters off Northern Samar, the PAGASA reported.

The storm is forecast to make landfall in Northern Samar around noon or early this afternoon before moving toward the Bicol Region. It is likely to make another landfall in Albay or Sorsogon, and may also affect Catanduanes.

PAGASA also said that โ€˜๐—ฅ๐—ฎ๐—บ๐—ถ๐—นโ€™ is forecast to intensify into a severe tropical storm.

Tropical Storm Ramil slightly intensified on Saturday morning as it moved west-southwestward toward the coastal waters of Northern Samar, with its center spotted near Palapag at 10 a.m., according to PAGASA. The storm packed maximum sustained winds of 75 kilometers per hour near the center and gustiness of up to 90 kph while moving at 20 kph.

The weather bureau raised Tropical Cyclone Wind Signal No. 2 over parts of Bicol, including Rapu-Rapu in Albay and Prieto Diaz in Sorsogon, as gale-force winds and heavy rains were expected. Most of Albay, Sorsogon, and the rest of Camarines Sur remained under Signal No. 1, with residents warned against possible flooding and landslides.

PAGASA said Ramil might make landfall over Northern Samar by noon or early afternoon before crossing Catanduanes later in the day. The bureau noted that a possible landfall over Albay or Sorsogon was becoming more likely as the storm continued to move northwestward toward the Bicol Region. Residents in flood-prone areas were urged to heed local disaster officials' advisories and prepare for possible evacuation.

In its latest advisory, the storm was last located over the coastal waters of Palapag, Northern Samar, with sustained winds of 75 kph and gusts of up to 90 kph. It is moving west- southwestward at 20 kph.

In its 11 a.m. bulletin, PAGASA issued an orange rainfall warning for Albay, Camarines Norte, Camarines Sur, Catanduanes, and Sorsogon.

The weather bureau said these areas may experience 100 to 200 millimeters (mm) of rain, which could trigger flash floods and landslides.

Residents, especially those in low-lying and mountainous areas, are advised to take precautionary measures and stay updated on weather advisories.

ERRATUM:

A construction worker reportedly slipped, fell, and got entangled in an electric line at a building along Magallanes Street, Barangay Oro Site, Legazpi City, on Saturday morning, October 18, 2025.

According to the victimโ€™s co-workers in an interview with dzgbnews, the man was identified as Clark, around 30 years old, and a resident of Barangay San Roque, Legazpi City.

The co-workers said they were on the fifth floor of the building when, at around 9:15 a.m., they heard a loud explosion. Moments later, they saw Clark lying on the street below.

They revealed that the victim had been painting the exterior portion of the building alone and was not wearing a safety harness or any other protective gear at the time of the incident.

Witnesses said the victim was still conscious when rescuers arrived. He was immediately rushed to a nearby hospital for medical treatment.

This information is a clarification of the earlier report regarding the electrocution incident in the said area.
