A Year of Service: PBGEN CAPOY’s Legacy in Eastern Visayas
CAMP KANGLEON, PALO, LEYTE – Marking a full year of dedicated command, the Police Regional Office 8 (PRO-8) highlights the tenure of outgoing Regional Director, PBGEN JASON L CAPOY as a period defined by sustained operational accomplishments, human-rights-based policing, and institutional integrity across Eastern Visayas.
Demonstrating that the badge stands for genuine service, PBGEN CAPOY focused on community welfare and disaster response through “J’Capz Care: To Serve and Share.” These initiatives included donating essential and safety school supplies to the Camp Kangleon Child Development Center and the deployment of a relief team with emergency supplies and mobile Wi-Fi to support Cebu after Severe Tropical Storm “Tino.”
Reinforcing its drive against illegal drugs, PRO 8 under his watch launched an in-depth investigation into a series of high-value co***ne recoveries. One notable gain was the turnover of co***ne recovered from the seas of Eastern Samar, weighing 3,643.422 grams, with an estimated Dangerous Drugs Board (DDB) value of Php19,310,136.60.
Meanwhile, PRO 8 successfully facilitated the voluntary surrender of a Magbutay Criminal Gang member in Calbayog City, Samar, following a series of dialogues and negotiations by joint police and military units. The accomplishment reflects growing public trust in the police force while reaffirming PRO 8’s commitment to dismantling criminal syndicates and ensuring lasting stability across the region.
PRO 8 also significantly intensified its regionwide crackdown on illegal trade and smuggling through a series of joint, intelligence-driven operations alongside the Bureau of Internal Revenue (BIR), Bureau of Customs (BOC), and Philippine Drug Enforcement Agency 8 (PDEA-8) across Leyte, Samar, Eastern Samar, Northern Samar, Southern Leyte, and Biliran. These sustained law enforcement efforts led to major operations, including a ₱3.25 million contraband intercepted in Basey, Samar, highlighting PRO 8's firm resolve to disrupt illicit supply chains and ensure Eastern Visayas remains a safe, orderly, and fair economic environment.
To support road safety and drive down crime in critical areas, PRO 8 under RD CAPOY launched two flagship public safety campaigns: "OPLAN BANTAY KALSADA" and Regional Task Force (RTF) KAMURAYAW. In line with PNP directives, OPLAN BANTAY KALSADA deployed dedicated road patrollers across Leyte and Tacloban City to ensure high-visibility enforcement along accident-prone thoroughfares. Complementing road safety, PRO 8 activated RTF KAMURAYAW, deploying specialized personnel to the 3rd and 4th Districts of Leyte and the 1st District of Samar to mitigate crimes ahead of the 2026 Barangay and Sangguniang Kabataan Elections (BSKE).
