Good news for domestic workers and employers in Saudi Arabia
The Ministry of Human Resources and Social Development has issued a new guide that:
Prohibits employers from making domestic workers pay for recruitment, work permits, or transfer of service.
Imposes penalties for non-compliance: up to SR 20,000 fine and a 3-year recruitment ban.
Ensures workers have rights like weekly rest, 8 hours nightly rest, leave after 2 years, travel ticket every 2 years, plus retain their ID and iqama.
Clarifies employer duties: official contract, pay on time, proper housing/food or allowance, communication with family, healthcare, etc.
This is a welcome move towards greater fairness and dignity in domestic work. If you're an employer, agency or domestic worker familiarise yourself with the guide and make sure everyone's rights are respected.

The Department of Migrant Workers (DMW) issued Memorandum Circular No. 03 , Series of 2025, outlining the operational guidelines for the phased implementation of the US$500 minimum monthly salary for Filipino domestic workers deployed overseas.

This wage adjustment is part of the government’s Enhanced Reform Program and aims to restore the real value of domestic workers’ compensation, which was last officially adjusted in 2006.

Under the Memorandum Circulat, a six-month transition period is allowed for employers of new hires and re-hires to voluntarily adopt the new wage. After this period, the DMW will conduct a compliance audit and may mandate full implementation based on the findings.

To encourage ethical recruitment practices and fair compensation, the DMW is offering incentives to compliant foreign employers and partner Philippine recruitment agencies (PRAs).

Compliant employers will be given priority processing (Greenlane), it is faster accreditation and job order approvals, 5–7 working days for new applications, and 1 day for re-accreditation; they will have access to skilled labor pool, a curated database of qualified workers for easier skills matching and deployment; and would have the privilege for a
One-on-One consultation with DMW officials on employment standards and recruitment processes.

For private recruitment agencies with at least 10 deployed workers earning US$500/month, they will enjoy an expedited license renewals and branch approvals; they would have dedicated digital portal, designed for faster processing of personnel updates and staff roster changes.

Deployed domestic workers are encouraged to register through E-Registration, Kumusta Kabayan, and e-GovPH platforms to access post-deployment monitoring, assistance, and government services. Returnees are also advised to update their OWWA membership and social service enrollments for continued coverage and benefits.

“This is a landmark reform that honors the skills, sacrifices, and dignity of our domestic workers,” said DMW Secretary Hans Leo J. Cacdac. “We commend employers and agencies who lead by example in upholding ethical and transparent recruitment.”

The DMW urges all licensed PRAs and accredited employers to align with the new guidelines and help build a more just, competitive, and rights-based deployment system for Filipino domestic workers

Sen. Erwin Tulfo Isusulong ang OFW Pension Act Matapos Dumalo sa Serbisyo Caravan sa Italy.
Sa pagpapatuloy ng Bagong Bayani ng Mundo – OFW Serbisyo Caravan sa Milan, Italy, itinampok ni Senator Erwin Tulfo ang panukalang OFW Pension Act o Senate Bill No. 252, na layong magbigay ng dagdag na seguridad at benepisyo sa mga overseas Filipino worker pag-uwi nila sa Pilipinas.

“Kung ikaw ay caretaker, house cleaner, DH, driver o gardener, basta ikaw ay isang OFW, sakop ka ng panukalang ito. Pag nagdesisyon kang umuwi sa Pilipinas, magkakaroon ka ng pensyon bukod pa sa SSS,” pahayag ni Tulfo, Chairman ng Senate Committee on Migrant Workers.

Ang Serbisyo Caravan, na pinangungunahan ng Department of Migrant Workers (DMW) sa pakikipagtulungan sa Overseas Workers Welfare Administration (OWWA) at 12 iba pang government agencies, ay naglalayong ilapit ang mga serbisyo ng gobyerno sa mga Pilipinong nagtatrabaho abroad.

Ayon kay DMW Undersecretary Dominique Rubia-Tutay, ang Caravan ay patunay na patuloy na pinahahalagahan ng pamahalaan, sa ilalim ng pamumuno ni Pangulong Ferdinand R. Marcos Jr., ang sakripisyo at kontribusyon ng mga OFW sa ekonomiya ng bansa.

Dumalo rin sa programa si Agimat Party-List Rep. Bryan Revilla, Chair ng House Committee on Overseas Workers Affairs, at OWWA Administrator Atty. Patricia Yvonne “PY” Caunan, na kapwa nagpahayag ng suporta sa mga inisyatibang naglalayong mapabuti ang kapakanan ng mga OFW.

Ikinatutuwa ng Department of Migrant Workers (DMW) at ng Overseas Workers Welfare Administration (OWWA) ang resulta ng pinakabagong Pulse Asia national survey na isinagawa noong September 27–30, 2025, na nagpapakita ng 58% approval rating para sa administrasyon ni Pangulong Ferdinand R. Marcos Jr. sa proteksyon at kapakanan ng overseas Filipino workers (OFWs). Ito ang nagkamit ng pinakamataas na approval rating sa mga isyung sinuri sa nasabing ulat.

Para sa DMW-OWWA, ipinapakita ng resulta na ito na patuloy ang pamahalaan na umaaksyon tungo sa pagtaguyod ng kaligtasan, karapatan, at kapakanan ng ating mga manggagawa sa ibang bansa. Kabilang dito ang pagpapalakas ng bilateral labor agreements, legal, medical at financial assistance sa pamamagitan ng AKSYON Fund, at reintegration initiatives para sa mga returning OFWs at kanilang pamilya.

Malaking pasasalamat at kumpiyansa po namin sa aming “natural partnership” katuwang ang Department of Foreign Affairs (DFA) sa pamumuno ni Secretary Ma. Theresa Lazaro.

Gayunpaman, sisikapin pa rin po namin sa DMW-OWWA na paigtingin ang aming mga programa, serbisyo at pag-aalay ng aming mga sarili para sa mga OFWs at para sa bayan.

Patuloy na maninindigan at aaksyon po ang DMW-OWWA para sa kapakanan at karapatan ng mga OFW saan mang dako ng mundo, alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr. upang matiyak na ang bawat Pilipino sa ibayong dagat ay protektado at may dignidad sa kanilang hanapbuhay.

Gustong baguhin ni Senator Erwin Tulfo ang nakasanayang kwento ng pag-uwi ng mga OFW — mula sa “ubos-ipon” tungo sa “may seguridad sa pagtanda.” Sa ginanap na Bagong Bayani ng Mundo - OFW Serbisyo Caravan sa Milan, Italy noong Oktubre 16, binigyang-diin ni Tulfo ang halaga ng mga migranteng Pilipino at ipinakilala ang kanyang panukalang Senate Bill No. 252 o ang OFW Pension Act.

“Kung ikaw ay caretaker, kung ikaw ay house cleaner, kung ikaw ay DH, kung ikaw ay driver, kung ikaw ay gardener — basta ikaw ay isang OFW na nagtatrabaho ngayon dito, pasok ka po d’yan. Kasabay ng talumpati ni Tulfo, nagpatuloy ang Caravan sa Milan bilang ika-11 leg ng programa na pinangungunahan ng Department of Migrant Workers (DMW) at Overseas Workers Welfare Administration (OWWA), katuwang ang 12 government agencies at isang NGO.
Ayon kay DMW Undersecretary Dominique Rubia-Tutay, patunay ang Caravan na pinahahalagahan ng gobyerno, sa ilalim ng pamumuno ng Pangulong Ferdinand R. Marcos, Jr., ang sakripisyo at kontribusyon ng mga OFW sa ekonomiya ng bansa.
