Filipino domestic workers are assured of strengthened protection and better opportunities following the signing of DMW Advisory on enhanced reform programs anchored to international labor standards on fair and ethical recruitment.
Keeping with the directive of Ferdinand R. Marcos, Jr. to uplift the dignity and well-being of OFWs, the DMW made the formal adoption of the reform programs for Filipino domestic workers to further uphold their rights, dignity, and welfare.
โThere are eight components for these domestic workers reforms, which reinforce our commitment to decent work, ethical recruitment, and strengthened welfare mechanisms for Filipino domestic workers deployed abroad,โ Migrant Workers Secretary Hans Leo J. Cacdac said.
The domestic workers reform package include:
* Increase in the minimum monthly wage of domestic workersโ from USD 400 to at least USD 500, for recognition of domestic work as work of equal value deserving of fair compensation;
* Annual Medical Check-ups and Hospitalization/Treatment for domestic workers, which shall be initially implemented on a voluntary basis and free of charge;
* Implementation of Mandatory โKnow Your Employerโ (KYE) Protocol to Ensure Transparency and Informed Consent between the domestic workers and employers through mandatory video conferencing before their contract finalization;
* Implementation of the โKumusta Kabayan?โ Digital Welfare Monitoring System for direct welfare check on the conditions of OFWs;
* Reskilling, Upskilling, and Career Mobility Program for continuous enhancement of the workers employability and opportunities;
* Stricter Standards for Recruitment Agency Accommodation Facilities;
* Whitelisting Policy for Recruitment Agencies for proven compliance and ethical practices of deployment of workers; and
* Continuous rights-based approach through Legal and Other Forms of Assistance Under the DMW AKSYON Fund.
The Secretary said that the new wage floor shall be integrated into all employment contracts processed by the DMW, and the Migrant Workers Offices (MWOs) are directed to engage host governments and foreign recruitment agencies to ensure the discussion and implementation of the new wage standard.
He also said that the DMW will provide a 60-day transition period for the implementation of the first four reforms.
โWe will allow ourselves a transition period of 60 days after the issuance of the advisory, which I will sign today. The advisory shall apply to all recruitment agencies and employers here or abroad with newly hired domestic workers under employment contracts entered into, or with vacationing or returning domestic workers under contracts renewed,โ Cacdac said.
The advisory on the formal adoption of the enhanced reform programs was issued by the DMW after thorough consultation with all concerned stakeholders for greater protection of the rights and welfare of domestic workers who belong to elementary or vulnerable skills set categories.
The signing also coincides with the second death anniversary of Secretary Susan โTootsโ V. Ople who is a staunch advocate of the protection and welfare of Filipino domestic workers. # # #
