NSPPO Reports Progress in Investigation on Discovery of Lifeless Newborn Infant in Catarman
CAMP CARLOS DELGADO, CATARMAN, NORTHERN SAMAR — The Northern Samar Police Provincial Office under the leadership of PCOL SONNIE B OMENGAN, Provincial Director, reports significant progress in the ongoing investigation into the discovery of a lifeless newborn female infant found in a drainage canal in Brgy. UEP Zone II, Catarman, Northern Samar, on October 6, 2025.
Based on the results of the investigation, the suspect has been identified as a 19-year-old college student and a resident of Palapag, Northern Samar.
According to statements gathered, the suspect’s landlady reported receiving a text message from her boarder at around 8:45 PM on October 5, 2025, asking if she had any medicine for dysmenorrhea. The landlady responded that she had none and advised her to buy medicine instead. Another tenant recalled seeing the suspect early morning heading to the comfort room and hearing unusual noises, as if someone was in pain or distress, accompanied by splashing sounds.
As part of the backtracking operations, investigators reviewed CCTV footage from the boarding house, which proved vital in establishing key details of the case. The footage showed the suspect leaving the comfort room around 3:15 AM on October 6, 2025, carrying a white pail labeled “Davies Megacryl.” Moments later, she was seen returning to her room. It was also noted that her slippers bore visible bloodstains.
PCOL OMENGAN highlighted the critical role of CCTV recordings in solving crimes, stating that the recovered CCTV footages provided crucial evidence in reconstructing the suspect’s movements and the timeline of events.
“The CCTV footage played a crucial role in helping our investigators piece together what transpired. This highlights how surveillance systems can greatly assist law enforcement in uncovering the truth,” PCOL OMENGAN said.
The Women and Children Protection Desk of Catarman MPS under the leadership of PMAJ BERNIEDE L MAGAMAY, Officer-in-Charge, continues to conduct a thorough investigation in coordination with the Municipal Social Welfare and Development Office to determine the full circumstances surrounding the incident.
PCOL OMENGAN assured the public that the investigation remains ongoing, with all efforts focused on pursuing the truth while upholding due process and the rule of law.
