NBI nabs suspect in Carbon market vendor scam

CEBU CITY — The National Bureau of Investigation-Cebu District Office (NBI CEBDO) has arrested a man for allegedly defrauding a vendor of thousands of pesos under the guise of securing a stall at the Carbon public market, the city's largest trading hub.

Paquito "Jun" Enriquez Asignar, also known as "Paul Asignar" and "George Asignar," was apprehended on September 1 in an entrapment operation inside Puso Village, near Cebu City Hall, the NBI said in a statement. His alleged accomplice, Rosalito Bentulan Arong, was also arrested.

The two suspects reportedly demanded P50,000 from the victim in exchange for a stall at the Carbon market — a promise investigators said was fraudulent. The complaint was filed with the provincial prosecutor's office before the arrest was made public.

The operation was launched after the Cebu City Office of the City Markets issued a public warning regarding Asignar's illegal activities, which prompted the victim to seek help from the NBI.

Both suspects face estafa charges, according to NBI agents, who urged other possible victims to come forward and coordinate with their office.

Hector Mendoza Bridge reopens to all vehicle types after new DPWH inspection

ALCALA, — The Hector Mendoza Bridge along Carmen Junction-Bayambang Road is now passable to all types of vehicles, including heavy trucks, following a new inspection Tuesday by the Department of Public Works and Highways.

DPWH Region 1 led the inspection using a Bridge Inspection Vehicle, in coordination with the Municipal Disaster Risk Reduction and Management Office and DPWH Rosales.

The assessment found the bridge fit to carry all vehicle loads, DPWH said.

The agency had imposed a temporary 10-ton load limit on the bridge on Aug. 30 after inspectors found damage to part of the structure during an earlier assessment.

DPWH Region 1 and DPWH Rosales were expected to issue an official announcement Tuesday night on the results of the latest inspection and the formal lifting of the load restriction.

Pending that announcement, motorists were advised to remain cautious and follow traffic and safety measures in the area.

CANDABA, Pampanga — Flood victims in Candaba and San Luis were left disappointed after false reports spread claiming that content creator and actress Ivana Alawi would visit the towns to personally distribute relief goods.

According to rumors circulating among residents, Alawi was supposedly scheduled to visit specific locations in the two towns to hand out relief goods to flood victims. Believing the information, some residents gathered at the site, hoping to receive assistance and meet Alawi in person.

It was later confirmed that there was no scheduled visit or relief distribution by Alawi in Candaba or San Luis. Residents eventually realized that the report that had prompted them to gather was fake news.

Soldier sought after shooting ex-girlfriend dead in Butuan City

BUTUAN CITY, — A 21-year-old woman was fatally shot on Saturday by an active-duty soldier believed to be her former boyfriend, police said.

The victim, identified as Lea Mae Badbaran, a laundry worker and resident of San Luis, Agusan del Sur, was killed in Barangay Ampayon, Butuan City, on Aug. 29.

The suspect, PFC Noel Manpinsahan, is a Philippine Army soldier last assigned to Talacogon, Agusan del Sur, according to the Butuan City Police.

Initial investigations showed the victim was collecting laundry from the shop where she worked when the suspect arrived. He reportedly asked about their relationship before firing at her with a .45-caliber pistol, police said.

Badbaran was hit in the chest and collapsed despite attempting to flee. She was declared dead on arrival.

The suspect fled on a blue Rusi motorcycle toward an unknown direction.

Police have launched a manhunt and are continuing their investigation to determine the full circumstances of the shooting.

Hawksbill sea turtle rescued in Negros Oriental

SIBULAN, Negros Oriental — A critically endangered hawksbill sea turtle was rescued Aug. 27, 2026 after it was found weak in the waters off Barangay Poblacion, the Department of Environment and Natural Resources said.

The turtle, bearing Tag No. PH 0290E, had been previously encountered by another DENR office, officials said. Initial examination showed no physical injuries, but the turtle’s condition prompted authorities to recommend against immediate release.

The turtle is being held under observation at a Bantay Dagat outpost in Barangay Cangmating. Officials said it will be released to its natural habitat once deemed healthy.

The hawksbill turtle (Eretmochelys imbricata) is listed as critically endangered on the International Union for Conservation of Nature’s Red List and is protected under Republic Act 9147, the Wildlife Resources Conservation and Protection Act .

DENR-Negros Island Region officials urged coastal communities to report stranded or trapped marine wildlife to authorities to aid conservation efforts .
