NEWS UPDATE: The House of Representatives has rejected proposed amendments seeking to increase the budget for 25 State Universities and Colleges (SUCs) already facing cuts, according to Kabataan Partylist representative Renee Co.

The lower chamber claimed that the allocations and additional funds already provided for SUCs and the 2022-2025 Free Higher (FHE) deficiencies are enough, citing a lack of available budget.

Rep. Co strongly denounces this decision, saying in a Facebook post, "Danas ng bawat Iskolar ng Bayan ang hirap na magpatuloy sa kanilang pag-aaral dahil sa kakulangan ng pondo at suporta mula sa gobyerno."

Despite the setback, the partylist vows to keep pushing for accountability in education spending and increased funding for SUCs, stressing the need to make education more accessible and of higher quality for all Filipinos.

JUST IN: The International Criminal Court (ICC) has denied former President Rodrigo Duterte’s legal team’s request for interim release, October 10.

The court’s Pre-Trial Chamber I says Duterte’s detention remains necessary amid ongoing proceedings over alleged crimes against humanity in relation to his previous war-on-drugs campaign.

Meanwhile, the Philippine Senate passed a resolution last October 2 which garnered 15 votes, requesting the ICC to consider placing him under house arrest for “humanitarian reasons” due to his old age and ill-health.

However, the request was perceived to be "mere political noise" and is unlikely to influence the actions of the international tribunal, Atty. Kristina Conti of National Union of People's lawyer said in a post.

The ICC's decision means that the former president will continue to be in ICC custody while pre-trial proceedings push forward.

"We await and hold on to the maxim: the wheels of justice turn slow, but grind exceedingly fine. Justice for all victims of Duterte's crimes against the people!" Atty. Conti reiterated.

NEWS UPDATE: Associate Editor Jacob Baluyot of The Catalyst, the official student publication of the Polytechnic University of the Philippines (PUP), was issued a subpoena by the PNP Criminal Investigation and Detection Group (CIDG) on October 3, the College Editors Guild of the Philippines (CEGP) reports.

Two police officers reportedly visited Baluyot’s residence at 3:00 PM to investigate a commotion during the Mendiola protest which The Catalyst had covered, highlighted the 277 mass arrests amid calls against corruption and in commemoration of Martial Law.

Baluyot is required to appear at Camp Crame on October 10 as failure to comply may result in charges of indirect contempt of court.

"[This] witch hunting and surveillance of journalists and youth who participated in the anti-corruption protests... is clearly an attack on campus press," said CEGP in a post.

Meanwhile, the arrested individuals are facing charges of direct assault, violations of Batas Pambansa Blg. 880, illegal assembly, and disobedience to a person in authority, among others, where they suffered police harassment through "physical and psychological abuse, forced and degrading tasks, child abuse, and extortion," Karapatan reported.

This is contrary to the police's earlier claims that they exercised maximum tolerance during the dispersal.

NEWS UPDATE: Eight colleges in Batangas including The Mabini Academy, Batangas City Integrated High School (BCIHS), University of Batangas (UB) - Batangas City, FAITH Colleges: First Asia Institute of Technology and Humanities, PhilSCA Fernando Air Base Campus, STI College Lipa, Golden Gate College (GGC), and Batangas State University (BSU), Alangilan Campus, received anonymous bomb threats from August 29 to October 8.

In response, school administrations implemented emergency protocols, evacuated campuses, and temporarily suspended in-person classes. Local police and Explosive Ordnance Disposal (EOD) teams investigated and declared the areas safe after finding no explosive devices. A 19-year-old visiting from another institution was arrested in UB for spreading false information concerning explosives.

Meanwhile, similar threats reached four Laguna campuses: Laguna State Polytechnic University (LSPU) Sta. Cruz, the Philippine State College of Aeronautics FAB Campus, the City College of Calamba (CCC), and LSPU Los Banos. Governor Sol Aragones linked one threat in LSPU Sta. Cruz to a supposed “member” of the Communist Party of the Philippines - New People's Army while Calamba City Councilor Moises Morales claimed there were "subversives" inside CCC before the threat occurred.

In a statement, Kabataan Partylist (KPL) Laguna denounced these instances of red-tagging, expressing concern that false threats could pave the way for military crackdowns on campuses. The partylist cited previous attempts by the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) to gain campus access through NSTP classes and accused the Armed Forces of the Philippines (AFP) of using "security seminars" to justify its presence.

KPL stresses that “[...] schools must remain safe spaces for learning and critical expression,” arguing that “the atmosphere of fear, intimidation, and militarization has no place in an institution of higher learning.”

LOOK: The Association of Lopez Avenue Stake Holders (ALAS) hung protest calls on establishments along Lopez Avenue to voice opposition to road widening and corruption.

This follows the first consultation, halted on September 11 at the Los Baños Municipal Hall, due to the presence of the media.

Last October 2, ALAS attended a consultation with the Department of Public Works and Highways (DPWH) at the Barangay Batong Malake Hall to discuss the initial proposal for the road widening project.

During the meeting it is announced that the project has been halted as it will be mutually terminated between DPWH and its contractor. Mijares further urged the DPWH to also prioritize the needs of pedestrians—not just motorists—noting that not everyone can afford to own a private vehicle.

“Sa narrative ko…hindi natuloy [ang proyektong] ito, dahil doon sa oposisyon. Suportado namin [ang mga projects na] ‘yan, pero gawin nating participatory ang pagpaplano nito,” said Dedz Mijares, an ALAS Representative in an interview with DZLB.

NEWS UPDATE: Alleged intelligence officers harassed and attacked church workers and volunteers on a relief mission in Mansalay and Bansud, Oriental Mindoro on October 1, then on October 6, The Good Samaritan reports.

Members of The Good Samaritan, together with volunteers from the Southern Tagalog Ecumenical Affairs Movement (STREAM) and the Romblon-Mindoro Ecumenical Council (ROMINEC), were distributing aid to communities in Barangay Manaul, Mansalay who were severely affected by Typhoon Opong when unidentified men hurled heavy stones at their convoy. The mission aimed to assist farmers and the Mangyan-Hanunuo indigenous group in the area.

The attack injured one of the group’s drivers and shattered vehicle windows, although no volunteers were seriously hurt. The second incident followed in Barangay Salcedo, Bansud, damaging church railings.

Earlier on October 1, five unidentified men riding motorcycles without license plates trailed the convoy before launching the assault.

“Our only desire was to serve, to listen, and to comfort. Yet along the road, we were met not with welcome, but with fear and hostility,” The Good Samaritan emphasized on their Facebook post.

The said organizations condemned the harassment and violence, urging local authorities to protect volunteers and uphold peace and justice in affected communities.

NEWS UPDATE: Human rights defenders, activists, peasant, and multi-sectoral organizations across the Southern Tagalog (ST) region filed a complaint before the Commission on Human Rights, seeking an investigation into heightened red-tagging and harassment in the region, September 29.

Defend Southern Tagalog documented heightened police and military presence in peasant communities across Rizal, Quezon, Batangas, Laguna, and Oriental Mindoro, subjecting communities of surveillance and trumped-up charges.

“These escalating attacks show that those in power are afraid of the growing people’s movement. [...] We will not cower. Our fight for truth, accountability, and justice prevails,” said Charm Maranan, spokesperson for Defend Southern Tagalog.

Delegates of Southern Tagalog also joined the National Day of Action Against Corruption and Martial Law Commemoration in Mendiola last September 21.

Meanwhile, in Congress, Kabataan Partylist Rep. Atty. Renee Co, Alliance of Concerned Teachers (ACT) Partylist Rep. Antonio Tinio, and Gabriela Women’s Partylist Rep. Sarah Elago filed House Resolution No. 306, urging an investigation into alleged human rights violations in ST and expressing support for ongoing community initiatives against militarization.

Pinamagatang "From Palestine to the Philippines: United for Land, Freedom, and Justice Against Genocide", ipinatampok sa eksibit ang mga likhang sining at educational materials na nakikiisa sa laban ng mga Palestino tungo sa hustisya.

Nagsagawa rin ang LFS-UPLB ng talakayang pinamagatang, "Palestine to Philippines: United for Land, Freedom, and Justice Against Genocide" upang kundenahin ang mga paglabag sa karapatang-pantao ng US at Israel, partikular na sa Gaza at iligal na pagharang sa Global Sumud Flotilla.

ICYMI: University of the Philippines Los Baños (UPLB) held the parade for the 107th Loyalty Day, celebrated since 1921, with the theme: “UPLB Alumni: A Force for Transforming Communities." Different organizations, alumni associations, and members of the UPLB community participated in the opening ceremony of the event.

Annually, the Loyalty Day is commemorated to remember the day 193 students and 27 faculty members enlisted in the Philippine National Guard to affirm its alliance with the US during the fifth year of World War I.

LOOK: Calls urging towards budget transparency for student services such as Grants-in-Aid, Student Learning Assistance System (SLAS), Student Assistantship and Graduate Assistantship (SAGA) programs are seen posted outside the unit offices of the Office of the Vice Chancellor for Student Affairs (OVCSA).

These calls are part of the OVCSA’s initiative urging the accountability on the systemic corruption in the government. This is in line with the continuing deteriorating conditions of learning facilities and delays on the distribution of student services within the university.

ORGWATCH | The UPLB Mathematical Sciences Society officially opened Mathematical Sciences Month 2025 with the theme “From Equations to Exploration: Mapping the Universe with Mathematical Sciences.”

The celebration began with the 49th Annual Search for the UPLB Math Wizard held on October 4, 2025, at the University of the Philippines Los Baños. This marks the start of a month-long series of activities, including MATHEMATCH 2025, STAT the Fact, George.getClue(), and special seminars that highlight the role of mathematical sciences in exploring and understanding the world.

Mathematical Sciences Month 2025 runs from October 4 to 31, 2025, across UPLB.
