𝗡𝗕𝗜 𝗔𝗥𝗥𝗘𝗦𝗧𝗦 𝗧𝗛𝗥𝗘𝗘 𝗜𝗡 𝗣𝗔𝗦𝗔𝗬 𝗖𝗜𝗧𝗬 𝗙𝗢𝗥 𝗙𝗔𝗟𝗦𝗜𝗙𝗜𝗖𝗔𝗧𝗜𝗢𝗡 𝗔𝗡𝗗 𝗖𝗛𝗔𝗥𝗚𝗘𝗦 𝗔𝗡 𝗜𝗠𝗠𝗜𝗚𝗥𝗔𝗧𝗜𝗢𝗡 𝗢𝗙𝗙𝗜𝗖𝗘𝗥 𝗙𝗢𝗥 𝗛𝗨𝗠𝗔𝗡 𝗧𝗥𝗔𝗙𝗙𝗜𝗖𝗞𝗜𝗡𝗚 𝗔𝗡𝗗 𝗖𝗬𝗕𝗘𝗥𝗖𝗥𝗜𝗠𝗘
In line with the directive from National Bureau of Investigation (NBI) Director Judge Jaime B. Santiago (Ret.), to intensify the campaign against human trafficking, the NBI-International Airport Investigation Division (NBI-IAID) arrested RHEA ANGELICA BORDA y MACARIO, NORA TAFALLA y PANDI, and BABY RHEA URBANO MARGARICO at NAIA Terminal 3, Pasay City. They were charged with violation of Article 172 (Use of Falsified Document) of the Revised Penal Code.
Investigation conducted by the NBI-IAID agents revealed that Borda, Tafalla, and Margarico were scheduled to depart from Manila to Hong Kong as tourists. However, Borda and Tafalla were intercepted by members of the Border Control and Intelligence Unit (BCIU) at the boarding gates of NAIA Terminal 3, while Margarico was stopped by immigration officers during routine inspections at the same terminal. They were flagged for presenting suspected falsified Overseas Employment Contracts (OECs).
The intercepted passengers were initially turned over by BI-IPROBES to NAIA Task Force Against Trafficking, Inter-Agency Council Against Trafficking (NAIATFAT-IACAT) and later handed over to the NBI-IAID for further investigation. All three individuals disclosed that they had been recruited through a social media platform to work in Cambodia as Customer Service Representatives (CSRs). On August 20, 2025, the agents of NBI-IAID placed three passengers under arrest.
Further investigation disclosed that Primary Inspector, Immigration Officer MOHAMMAD RASHID MADALE ALONTO (at large), initially cleared the three passengers to depart from Manila to Hong Kong, as evidenced by the Departure BIBS Stamps on their boarding passes belonging to IO Alonto. In their statements, the arrested passengers revealed that IO Alonto was the one who initially cleared them during the immigration process.
The three arrested Subjects were presented for inquest proceedings for falsification. In addition, IO Alonto was charged with violations of Section 4(b)(1)(i) of Republic Act No. 10175 (Cybercrime Prevention Act of 2012) and Section 5(e) of Republic Act No. 9208 (The Anti-Trafficking in Persons Act of 2003).
Director Santiago commended the agents of NBI-IAID for their unwavering effort, which resulted in the filing of charges against the individuals mentioned above.
