On May 16, 2025, at 7:21 PM in Ermita, Manila, operatives of the Manila District Anti-Cybercrime Team (MDACT) conducted an entrapment operation that led to the arrest of a 21-year-old man, alias "Laurence," for illegal online sale of financial account through Automated Teller Machine (ATM) card.

"Laurence" is facing charges for violation of RA No. 12010 (Anti-Financial Account Scamming Act or AFASA), in relation to Section 6 of RA No. 10175 (Cybercrime Prevention Act).

Brigadier General Bernard R. Yang, Acting Director of the PNP Anti-Cybercrime Group (ACG), commended the operatives in the successful operation. โ€œThe operation shows that cybercrime takes many forms. Selling ATM cards may seem minor, but it fuels larger criminal operations. We will continue to pursue those who exploit our financial systems and hold them accountable,โ€ he added.

The National Bureau of Investigation-Olongapo District Office (NBI-OLDO) and Special Task Force (NBI-STF), under the supervision of NBI Director Judge Jaime B. Santiago (Ret.), arrested six (6) individuals who plotted to manipulate voting machines for mayoral candidate's victory.
Subjects were identified as ROLAND UCAB y BAYSON, TEODY ABALOS Y ALMAZAN, JOSEPH ONG Y GAMAO, CHERRYLYN ADRIANO y UMLAS, RALP EDWARD SALAS Y DE LUNA, and FRANCIS JAMES MAPUA y LASCANO.

The case stemmed from the COMELECโ€™s referral regarding Iba, Zambales mayoral candidate, Atty. Genaro N. Montefalcon, who was offered by Subjects his secured win in the upcoming election. In April 2025, Atty. Montefalcon was approached by Subjects Teody Abalos y Almazan and Cherrylyn Adriano y Umlas. They claimed connections within the Commission on Elections (COMELEC) and offered to secure his victory in the upcoming May 12 elections by manipulating the Automated Counting Machines, for a fee of P30 million. Abalos further claimed to have a direct connection with the previous COMELEC chairman, stating that he is the nephew of senator-candidate Benhur Abalos and a grandson of former COMELEC Chairman Benjamin Abalos.

Skeptical of their claims and offer, Atty. Montefalcon reported the incident to the COMELEC, providing screenshots of their communications. The COMELEC promptly referred the matter to the National Bureau of Investigation's Olongapo District Office (NBI-OLDO). In coordination with the NBI Special Task Force (NBI-STF), an entrapment operation was hatched on May 8, 2025.

Under the pretense of agreeing to their proposal, Atty. Montefalcon met with the suspects in a hotel in Quezon City. During the meeting, Subjects told Atty. Montefalcon, that he needed to pay Php 30 Million for his guaranteed victory, but they only requested for a down payment of P15 million and that the remaining amount would be paid after the election.

Subjects ADRIANO, ABALOS, and ONG were the ones who met Atty. Montefalcon and undercover operatives in the hotel lobby, while Subjects UCAB, SALAS, and MAPUA were the ones who transacted with Atty. Montefalcon in a hotel room. After handing over the marked money, Subjects in both the hotel room and in the hotel lobby were placed under arrest.

On March 20, 2025, the Regional Trial Court of Manila City convicted two accused, who are sentenced to pay a total fine of Php300,000.00, with subsidiary imprisonment in case of insolvency for violations of Section 4(a)4 of RA No. 12010 (Anti-Financial Account Scamming Act or AFASA) and Section 7 of RA No. 11934 (SIM Registration Act), both in relation to RA No. 10175 (Cybercrime Prevention Act).

The two suspects were arrested on March 11, 2025 in an entrapment operation conducted by the Manila District Anti-Cybercrime Team (MDACT) for illegal online sale of electronic payment account through a registered Subscriber Identity Module (SIM) card.

Brigadier General Bernard R. Yang, Acting Director of the PNP Anti-Cybercrime Group (ACG), lauded MDACT for the successful arrest and conviction of suspects. โ€œThe PNP ACG reminds the public that financial accounts can be exploited by cybercriminals for illegal online activities. We urge everyone to report any information related to the sale of financial accounts to the nearest ACG office for appropriate action,โ€ he added.

On May 5, 2025, at about 6:00 PM in Calapan City, Oriental Mindoro, operatives of the Regional Anti-Cybercrime Unit 4B (RACU 4B) conducted an entrapment operation that led to the arrest of a 33-year-old man, alias "Caloy,โ€ for illegal online sale of electronic payment account through a registered Subscriber Identity Module (SIM) card.

"Caloy" is facing charges for violations of Section 7 of RA No. 11934 (SIM Registration Act) and Section 5(d) of RA No. 12010 (Anti-Financial Account Scamming Act or AFASA), both in relation to Section 6 of RA No. 10175 (Cybercrime Prevention Act).

Brigadier General Bernard R. Yang, Acting Director of the PNP Anti-Cybercrime Group (ACG), commended the operatives for the successful operation. He also urges the public, stating, โ€œAvoid selling your financial accounts. It is illegal and punishable by law. Be part of the solution against cybercrime by reporting suspicious activities to your nearest ACG office.โ€
